ADJOURNED REGULAR MEETING
JUNE 1, 1961
The City Council of the City of Arcadia met in adjourned regular session
in the Conference Room of the City Hall at 7:30 P.H., June 1, 1961.

Councilmen B~tterworth, Camphouse, Reibold, Phillips, Balser
None
The City Clerk, the City Controller and members of the Press were
excused for a 25 minute executive session during which time the City
Council held discussion on specific individuals only (not including
department heads).
Reconvened ~ 8:05 P.H,
The City Manager summarized two surveys which he had previously submitted
to the City Council, one reflecting across the board increases, the other
including adjustments in individual insrances.
Reference was made to salaries paid in other cities of comparable size,
assessed valuation, etc.; the best method under which to grant salary
increases, market conditions and increases based on meritorious service.
Consensus being that it is desirable to retain efficient employees through
fair consideration of remuneration and benefits.
Salaries being paid in other cities were discussed at length, with the
~~nager stating in part that he would be in much better position to
recommend after July 1st, at which time pertinent data regarding
compensation paid by other cities would be available.
After lengthy discussion of the material provided by the Manager, it was
moved by Councilman Camphouse, seconded by Councillnan Phillips and carried
on roll call vote as follows that the City Council approve the five per-
cent across the board increase for all departments including Library
personnel and four employees in the Water Department, and 7~% for the
Police, Fire and Water Departments (excluding said four employees) provid-
ing that ~ study follow;

ABSENT: None
The completion date for said study discussed, with the Manager explaining
ways and means of obtaining an accurate survey.
It was moved by Councilman Reibold, seconded by Councilman Camphouse
and carried on roll call vote as follows that the City Council request
the City Manager, with the assistance of the Personnel and Library Boards,
to make a salary survey to be completed by November 1, 1961:

ABSENT: None
At 10:00 P,M. another executive session was held for the purpose of
discussing salaries of department heads.

Tax structure and revenue functions discussed. The following budgetary
changes were ~uthori~ed:
1, Assessed Valu~tion Estimate - Unsecured Property Increase from
$5,700,000 to $5,900,000.
2, Est. Business Licenses Revenue Increase from $85,000 to $90,000,
TAX RATE
3.. Est, Building Permit Revenue Decrease from $42,000 to $39,000.
4. Bridge Class Revenue (Recreation Fund) Increase from $4,560 to $4,760. I
It being the concensus of the City Council that the present tax rate be
maintained, it was moved by Councilman Camphouse, seconded by Councilman
Reibold, and carried on roll call vote as follows that the existing tax
rate of $1.10 per $100 assessed..valuation be maintained;
