The City Attorney presented for the second time, explained the content and read the title of Ordinance No. 1140, entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, FIXING THE AMOUh'T OF MONEY NECESSARY TO BE RAISED BY TAXATION FOR THE FISCAL YEAR BEGINNING JULY 1,1961." Councilman Phillips MOVED that the full reading of Ordinance No. 1140 be waived. Councilman Reibo1d seconded the motion which was carried on roll call vote as follows: AYES: Councilmen Reibo1d, Phillips, Balser NOES: None ABSENT: Councilmen Butterworth, Camphouse Councilman Phillips further MOVED that Ordinance No. 1140 be adopted. Motion seconded by Councilman Reibo1d and carried on roll call vote as follows: AYES: Councilmen Reibo1d, Phillips, Balser NOES: None ABSENT: Councilmen Butterworth, Camphouse The City Attorney presented for the second time, explained the content and read the title of Ordinance No. 1141, entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, FIXING THE RATES OF TAXES AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1961." MOTION by Councilman Reibo1d, seconded by Counei1man Phillips and carried on roll call vote as follows that the reading of the full body of Ordinance No. 1141 be waived: AYES: Councilmen Reibo1d, Phillips, Balser NOES: None ABSENT: Councilmen Butterworth, Camphouse Councilman Reibo1d further MOVED that Ordinance No, 1141 be adopted. Council- man Phillips seconded the motion which was carried on roll call vote as follows: AYES: Councilmen Reibo1d, Phillips, Balser NOES: None ABSENT: Councilmen Butterworth, Camphouse Discussion was held on the many proclamations and resolutions currently being published and circulated concerning Americanism, Anti-Communism and the like. Specific discussion was held on the resolution which the City of San Gabriel adopted in February 1961 and to which Mr. Paul Hackstedde referred at the Council meeting of August 15, 1961, It was the consensus of 1, 8-22-61 LEAGUE OF CALIFORNIA CITIES ,/ TEMPLE CITY TAX RATE IV,S. p, 14:5455 the Council that this particular resolution had merit and good cause for adopticm. Whereupon the City Attorney presented and read the title of Resolution No. 3411, entitled: "A RESOLUTION OF THE CITY OF ARCADIA, CALIFORNIA, IMPLORING ALL PATRIOTIC AMERICANS TO AWAKEN AND TO FIGHT ALL COMMUNISTIC ACTIVIty." Councilman Phillips MOVED that the reading of the full body of Resolution No. 3411 be waived. Motion seconded by Councilman Reibo1d and carried on roll call vote as follows: 1 AYES: Councilmen Reibold, Phillips, Balser NOES: None ABSENT: Councilmen Butterworth, Camphouse Councilman Phillips further MOVED that Resolution No. 3411 be adopted. Motion seconded by Councilman Reibold and carried on roll call vote as follows: AYES: Councilmen Reibo1d, Phillips, Balser NOES: None ABSENT: Councilmen Butterworth, Camphouse The City Attorney commented on a communication from the League of California Cities pertaining to the forthcoming League meeting to be held in San Francisco in October 1961. Copies of said communication to be forwarded to the Councilmen. Councilman Phillips referred to recent local press coverage on the tax structure of various cities, stating in part that the reference made to the 6.9322 tax rate of Temple City did not clearly reflect the fact that Temple City r~ceives certain free services, such as policing; that a newly incorporated city receives such free service for a period of one year; that the matter had been discussed at a recent Independent Cities of Los Angeles County meeting and that a communication from them had been direeted to Mr, Bradfo~d Crittenden, State Highway Patrol Commissioner, commending his action in turning down Temple City for another year of free police service. Councilman Phillips further stated that Senator Richard Richards had reco~nded that the service be continued and that the Independent Cities of Los Angeles County had adopted a resolution condemning his action and had forwarded said resolution to him. It was suggested that the local press be so advised of the reason for the low tax rate of Temple City. ADJOURNMENT MOTION by Councilman Phillips, seconded by Councilman Reibo1d and carried unanimously that the meeting adjourn at 7:50 P.M. ~~-IAJ or Balser 1 ~ lin/1 City Clerk . 2. 8-22-61
