CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
NOVEMBER 29. 1961
Pursuant to the order of adjournment of the regular meeting of the City
Council of November 21, 1961, the City Council of the City of Arcadia met
in adjourned regular session in the Council Chamber of the City Hall at
7:00,P,M., November 29, 1961.

The City Attorney presented for the second time, explained the content and
read the title of Ordinance No. 1146, entitled: "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING SECTION 6220.5 OF THE
ARCADIA MUNICIPAL CODE AND REPEALING SECTIONS 6220.2l.AND ,6220.5.1 THEREOF,"
MOTION by-Councilman Phillips, seconded by Councilman Camphouse and carried
on roll call vote as follows that the reading of the full body of Ordinance
No. 1146 be waived:
AYES: Councilmen Butterworth, Camphouse, Reibold, Phillips, Balser
NOES: None
ABSENT: None
Councilman Phillips further MOVED that Ordinance No. 1146 be adopted.
Motion seconded by Councilman Camphouse and carried on roll call vote as
follows:
AYES: Councilmen Butterworth, Camphouse, Reibold, Phillips, Balser

ABSENT: None
The City Attorney presented for the first time, explained the content and
read the title of Ordinance No. 1155, entitled: "AN ORDINANCE OF THE' CITY
COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING SECTION 6311.9 OF THE
ARCADIA MUNICIPAL CODE AND REPEALING SECTION 6311.9.1."
MOTION by Councilman Reibold, seconded by Councilman Phillips and carrietl
on roll call vote as follows that the reading of the full body of Ordinance
No. ll55 be waived:
AYES: Councilmen Butterworth, Camphouse, Reibold, Phillips, Balser
NOES: None
ABSENT: None
Councilman Reibold further ~ that Ordinance No. 1155 be introduced.
Motion seconded by Councilman Phirlips and carried on roll call vote as
follows:

The Fire Chief displayed pictures of the type of platform and ladder truck
recommended for purchase for the Fire Department and discussion was held
on functions, purpose, rescue operations, safety factors, water pressure,
insulation against electric shock and additional personnel necessary for
the subject type of equipment; the cost of such equipment estimated at
approximately $52,000.00.

Discussion was also held on the subject of a fourth fire station becoming
a reality in the City, with resultant fire ratings and savings on insurance.
It being the consensus' of the Council that there is presently need for a
ladder truck due to the increase in the City of large apartment buildings,
as well as the Hospital, Councilman Camphouse MOVED that the Council
accept the recommendation of the City Manager and the Fire Chief and that
the specifications for a platform and ladder truck for the Fire Department
be approved as submitted; that a call for bids be advertised after January
1, 1962; that the staff give further consideration to the possibility of
insulating the "basket" on the boom of the truck; and that the additional
personnel phase be considered at the budget sessions for the ensuing
fiscal year. Councilman Butterworth seconded the motion which was carrie)
unanimously. '
Councilman Camphouse retired fr~ the Council Chambers at 7:56 P.M. due
to a prior commitment.
Extensive discussion was held regarding the Statement of Principles
recommended to be followed in settling the controversy between the Upper
and Lower San Gabriel Valley areas on the water situation, said statement
prepared by John B. Surr, representing attorneys for the defendants in
the Long Beach litigation. (Copy of Statement on file in office of the
City Clerk). Councilman Reibold, as Council's liaison with the Water
Board, read excerpts from said Statement, which set forth both advantages
and disadvantages.
It being the consensus of the Council that the Statement of Principles
be approved as to principle, :Councilman Butterworth ~ that it be
the sense of the Council that the Statement of Principles dated
September 26, 1961, under the cover letter of John B. Surr, be approved
in principle and that Council authorize the representatives of the Upper
Basin to proceed to complete the negotiations along the such lines.
Councilman Phillips seconded the motion which was carried on roll call
vote as follows:
AYES: Councilmen Butterworth, Reibold, Phillips, Balser
NOES: None
ABSENT: Councilman Camphouse
MOTION by Councilman Reibold, seconded by Councilman Butterworth and
carried unanimously that the plan submitted by the Santa Fe Railway and
discussed by the City Council, proposing the installation of automatic
gates on First Avenue and Standard No. 8 flashing light signals in
raised center dividers on Santa Clara Street, with a raised center
divider at each approach on First Avenue, said plan being rec~d by
the Public Utilities Commission, be approved; effort to be made to
get the Santa Fe Railway to pay half the cost of the raised islands.
Motion seconded by Councilman Butterworth and carried unanimously'.
Upon recommendation of the City Manager, it was ~ by Councilman
Reibold, seconded by Councilman Phillips and unanimously carried that
permission be granted to the Los Angeles Turf Clu~ to use City property
for a Heliport during the forthcoming racing meet, the City Manager and
the City Attorney to work out the details.

Councilman Phillips MOVED that Council accept the recommendation of the
City Manager and the Purchasing Officer and authorize the work of the
demolition of buildings, site clearance and grading and compacting at
72 and 82 West Duarte Road to be awarded to the Mead House Wrecking
Company in the amount of $3,050; that the Purchasing Officer be
authorized to issue a purchase order for said job in lieu of a contract;
and that said sum of $3,050 be transferred and appropriated from General
Fund Unappropriated SurpluslA.~c9unt No. 290 to Capital ,Improvement
