ARCADIA CITY COUNCIL
JANUARY 25, 1962

Pursuant to Resolution No. 3370, members of the City Council met
in the Council Chamber of the City Hall on January 25, 1962 at
7:30 P.M.

OTHERS PRESENT: Personnel Board Members Ehr, Hastings, Winslow
The City Manager presented Mr. J. Lyle Cunningham, Vice President
of Griffenhagen-Kroeger, Inc. who spoke about a new method of
compensating public employees, such method, he stated, having
been developed by his firm for the purpose of correcting certain
deficiencies in the present method of compensation, and that such
new pay plan has been installed in the cities of Hartford,
Connecticut and Lakewood, California; that it can be used by
any governmental agency, modified only in its details and made
directly applicable to their operational situations.
Mr. Cunningham continued, stating in substance that the proposed
pay plan recognizes a number of different factors and treats them
separately, such as:
(1) The base rate, which is set in fair relation to competitive
rates in the labor market in order to assure the public agency
of its fair share of qualified employees;
(2) Increments of varying amounts beyond the hiring rates to
be authorized over varying periods of time are established for
each class to recognize and compensate for the improvement and
growth on a job normally expected of the average employee;
(3) A separate evaluation is made of each class. The plan
provides for a separate recognition for length of service to
encourage employees to remain with the public agency;
(4) Exceptional service beyond the normal requirements of the
job is recognized.

Discussion then ensued and various cases were explored and Mr.
Cunningham answered numerous questions asked of him by members
of the Council and the Personnel Board.
At 9:15 P.M. Mr. Cunningham left the meeting and at 9:20 P.M.
Councilman Butterworth was excused from the meeting.
At 9:25 P.M. Mayor Balser adjourned the meeting insofar as the
Council was concerned, in order that the Personnel Board might
conduct its adjourned meeting for the purpose of further discus-
sing the subject matter and other matters that might come before
said Board. ~4~~~
