CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
APRIL 25, 1962
Pursuant to the order of adjournment of the Regular Meeting of the City
Council of April 17, 1962, the City Council of the City of Arcadia met in
adjourned regular session in the Council Chamber of the City Hall at
7:30 P.M. April 25, 1962.

The meeting convened at 7:30 P.M. for the purpose of discussing with the
Executive Board of the Central Area Landowners of Arcadia, Inc., plans to
revitalize the downtown Arcadia area.
Mayor Butterworth stated in part that within the bounds of reason the City
Council wish to do everything possible to improve the downtown situation;
that the Council ~s aware of the drawings which have been prepared, the
land use study and the brochure presented by the Planning Director; that
the immediate problem appears to be the completion of the study, cost
factor, time element and in whom the responsibility for such work will be
vested.
The City Manager summarized ways and means of revitalizing the downtoWn
area, with copies of a suggested plan being distributed by the Planning
Director. Said plan contained cost estimates for the various methods of
completion, it being estimated that $26,000 would be needed if the staff
should undertake the work and between $20,000 and $30,000 if an outside
consulting firm were employed. It was estimated that should the City
staff perform the work it would take about 18 months,
Messrs. Walker, Pratt, Sullivan and Boller addressed the Council with
reference to the urban development programs being undertaken in Pomona and
El Monte. They were of the opinion that an outside consultant should do
the work inasmuch as the City staff is already burdened with responsibilities;
that time is of the essence; that many firms will be relocating due to the
State purchasing .property for the freeway; that a study should be made at
the earliest possible date as requests will be forthcoming for spot zoning,
Discussion was also held on the financial participation on the part of the
landowners and that of absentee owners,
Mr. Mel Pratt displayed drawings of proposed improvements, including the
rear of the buildings.
After further general discussion, it being the consensus that outside
consultants should be employed to work under the direction of the Planning
Director, it was MOVED by Councilman Turner, seconded by Councilman Reibold
and unanimously carried that the City Manager be authorized to explore the
availability of consultants, giving them a schedule of the desired work
and requesting quotations for submission to the Council for consideration,

MOTION by Councilman Phillips, seconded by Councilman Balser and carried
on roll call'vote as follows that'Mayor Butterworth\and Councilman Turner
be authorized to attend conferences as follows: Mayor Butterworth to
attend the United States Conference of Mayors May 13\to 16,1962; and
Mayor Butterworth and Councilman Turner to attend the League of California
Cities Institute May 20 to 22,1962:
