CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED SPECIAL MEETING
JUNE 7, 1962
Pursuant to the order of adjournment of the Adjourned Special Meeting
of the City Council of the City of Arcadia met in adjourned special
session in the Council Chamber of the City Hall at 7:00, June 7, 1962,
for the purpose of continuing discussion on the proposed 1962-63
fiscal budget.
PRESENT:

Councilmen Balser, Phillips, Reibold, Turner, Butterworth

Prior to continuation of budget discussion, the City Manager displayed
proposed item to be used for presentation purposes to visiting
dignitaries in the form of a "Key to the City". Council expressed
pleasure at the design and requested determination to be made as to
cost of gold-filled keys.
Budget discussion continued.
BUILDING: Specific items covered by Manager. The Uniform Building
Code discussed. The only item showing increase was the "Reference
Code". Council expressed approval of this budget recommendation.
ENGINEERING: Only increase reflected in total amount, with no
additional personnel. Council concurred in recommendation.
STREET: Various items explored and all accepted by Council as
recommended.
EQUIPMENT SERVICE DIVISION: Approved as presented.
PLANNING DEPART~mNT: Approved as presented after discussion on
automotive equipment.
RECREATION: Approved as recommended with particular interest evinced
in the Golden Age program.
LIBRARY: Approved as recommended with brief discussion held on possible
Charter Amendment for the purpose of increasing the special levy for
libraries (Section 1106).
WATER: Extensive discussion held. One additional person recommended.
Council concurred.
RETIRE~mNT AND DEBT SERVICE SCHEDULE: Reviewed.
As a possible inclusion in the Budget, discussion was held on painting
the curbs with addresses for the entire City, the numerals to be
reflectorized. The Manager read a proposal which had been submitted
by Howard lIellen of 35c per unit or approximate total of $4000.00.
The paint to last for a period of five years. Council was in accord
that such a project would be a public safety service, the matter to
be brought up at the regular Council meeting of June 19, 1962.
The City Hanager, as requested by Council, read a recommendation
regarding uniforms. The report was prepared by the Police Chief and
concurred in by the Fire Chief. After discussion as to various
methods of solving recruitment and retainment problems, Council
concurred in said recommendation as follows:

1. Upon appointment a new policeman would be issued a
complete uniform consisting of: two trousers, two shirts,
one necktie, one tie bar, one jacket and one cap. Upon
receipt of these articles he would agree in writing to pay
the entire cost of these articles at the conclusion of
thirteen months, or upon his separation from the department,
whichever occurred first.
2. In return the City would agree in writing that this
obligation would be cancelled (a) when the policeman
successfully completed his probationary period of twelve 1
months, ~ (b) when, prior to completion of his thirteenth
month of service, he produced evidence of having purchased,
at his own expense, a minimum of two additional uniform trousers
and two uniform shirts.
Staff to report back to Council on success of this program during the
year.
At 9:00 P.M. it was MOVED by Councilman Reibold, seconded by Councilman
Turner, and unanimously carried that the meeting adjourn to Monday,
June 11, 1962 at 7:30 P.M. in the Conference Room for an Executive
Session with the Personnel Board, the first portion of said meeting
to be with Mr. Lyle Cunningham who will speak to the salary report
prepared by Griffenhagen-Kroeger, ;;, F ~J ('
