HomeMy WebLinkAboutFEBRUARY 23,1960 I ROLL CALL COMMUNITY FOURSQUARE CHURCH (Margolin Property) /Yl Sf lL'IDElC.i:;D I RESOLUTION No. 3221 ~~ 04891 M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING FEBRUARY 23, 1960 Pursuant to the order of adjournment of the regular meeting of the City Council of February 16, 1960, the City Council of the City of Arcadia met in regular adjourned session in the Council Chamber of the City Hall at 7;00 o'clock P.M., February 23, 1960. PRESENT : ABSENT: Councilmen Balser, Camphouse, Jacobi, Phillips, Reibold None The City Manager advised that Rev. Wm. H. Clayton, Pastor of the Community Foursquare Church has requested permission to present to the Council an oral application for permission to erect a tent and conduct a series of meetings beginning February 28 through March 13, 1960 on privately owned property at the northwest corner of Las Tunas Drive and Santa Anita Avenue, commonly known as the Margolin property. He added that Rev. Clayton had been denied permission by the Council at the last Council meeting of February 16, 1960, to use city~owned property at Duarte Road and Santa Anita Avenue for this same purpose. Rev. Clayton, being present, addressed the Council, and in answer to their questions, stated that he was familiar with all requirements of the Building Department as to sanitary facilities, fire regulations, electrical wiring, etc. and that he would abide by such requirements. Councilman Balser moved that Council approve the request of Rev. Wm. H. Clayton, Pastor of the Community Foursquare Church and authorize his use of the property at the northwest corner of Las Tunas Drive and Santa Anita Avenue for the purpose of erecting a tent thereon and conducting a series of meetings, beginning February 28 through March 13, 1960 upon compliance with all conditions and requirements as outlined in a memorandum from Mr. L. W. Larson, City Manager pro tempore, to the City Manager, dated February 23, 1960. Motion seconded by Councilman Jacobi and carried on roll call vote as follows: AYES: Councilmen Balser, Camphouse, Jacobi, Phillips, Reibold NOES: None ABSENT: None The City Attorney presented, explained the content and read the title of Resolution No. 3221, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, PROVIDING FOR THE POLLING PLACES FOR A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON THE 12TH DAY OF APRIL, 1960, APPOINTING THE ELECTION OFFICERS FOR SUCH ELECTION AND FIXING THEIR COMPENSATION. j V Motion by Councilman Phillips, seconded by Councilman 1_ \ carried on roll call vote as follows that the reading ~ of Resolution No. 3221 be waived: Jacobi and of the full body AYES: Councilmen Balser, Camphouse, Jacobi, Phillips, Reibo1d NOES: None ABSENT: None 1. 2- 23- 60 4'~ q, 04892 RESOLUTION No. 3222 .lliDEXED ~~ b~ POLICE DEPARTMENT (Asst. Chief) Qir(p~ INDEXED The City Attorney presented and read in its entirety Resolution No. 3222, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DETERMINING THAT THE PUBLIC ,INTEREST, CONVENIENCE AND NECESSITY REQUIRE THE ACQUISITION OF CERTAIN REAL PROPERTY FOR PUBLIC PURPOSES. " I Said resolution stated in substance that public interest and necessity require the acquisition by the City of 'certain property for the con- struction and maintenance thereof of pU9lic library grounds and appurtenances'and any other public purpose; that'the City Attorney and the law firm of Lawler, Felix & Hall, as special counsel, are authorize, to bring an action in the name of the City of A~cadia for the condem- nation of the real property described in said resolution; and that said I City Attorney and said special counsel are authorized to incur on behal of the City all necessary expenses as outlined in said resolution for the preparation and trial of the action. ,,' Motion by Councilman Balser that Resolution No. 3222 be adopted. Council- man Phillips seconded the motion, adding that the adoption of this resolution will be a step forward in the cultural development of the City. Said motion was then carried on roll call vote as follows: AYES: Councilmen Balser, Camphouse, Jacobi, Phillips, Reibo1d NOES: None ABSENT: None Motion by Councilman Camphouse, seconded by Councilman Jacobi and carried unanimously that Council accept the recommendation of the City Manager, the Chief of Police and the Personnel Board and authorize the establishment of the classification of Assistant Chief of Police at salary Schedule No. 45 ($592-$721); the reduction of the number of captains from three to two, and request the City Attorney to prepare the proper resolution therefor. WATER Motion by Councilman Phillips, seconded by Councilman Camphouse and DEPARTMENT carried on roll call vote as follows that Council accept the recommen- (Asst. dation of the City Manager, the Water ,Superintendent and the Personnel Superintendent)Board and authorize the change in the salary range for an Assistant Water Superintendent from No. 43 ($564-$687) to No. 46 ($607-$739) and the hiring of such assistant at the A ($607), B ($638) or C ($670) salary step, and instruct the City Attorney to prepare the proper resolution therefor: OP~~ lliDEXED AYES: Councilmen Balser, Camphouse, Jacobi, Phillips, Reibo1d NOES: None ABSENT: None In answer to Councilman Jacobi's question as to whether the position of Assistant Water Superintendent would be filled from presently employed personnel or whether an appointment would be made of an individual not employed by the City, the City Manager explained that an examination will be given for this position to anyone who cares to take it and special preference will be given a City employee; however, that the Water Superintendent may make the appointment directly. Board on the step they had taken with regard to adopting Resolution b~ No. 3222 authorizing the condemnation proceedings on certain property l~DEZ~I'\ immediately adjacent to the new City library site. NOTICE RE REFERENDUM 0'0\ 0.,,) :x% The City Clerk announced that notices to electors will be posted in various public buildings fixing March 11, 1960 as the last day prior to the General Municipal Elections on April 12, 1960, after which no arguments for or against the city measure as to whether or not 2. 2-23-60 ADJOURNMENT I -, I , ' 04893 , Ordinance No. 1071, approved by the Council on January 5, 1960, ~eco~nding the rezoning of certain property in West Arcadia as described in said notice, shall be adopted, may be submitted to the City Clerk, after which selected arguments will be submitted to the voters in the sample ballot mailing.
