CITY COUNCIL OF THE CITY OF ARCADIA
REGULAR MEETING
APRIL 19, 1960
The City Council of the City of Arcadia met in regular session in the
Council Chamber of the City Hall at 8:00 o'clock P.M., April 19, 1960.
The Invocation was offered by Rev. W. Stanley Courtney, Minister
associated with the Arcadia Presbyterian Church.
Mayor Reibold led in the pledge of allegiance to the flag.

The minutes of the regular Council meeting of April 5, 1960 were not
presented.
Continued hearing on application of Mrs. Charles Crowley, doing business
as crowley Brothers, 2508 North Angeles, South San Gabriel, California,
for a business permit to pick up rubbish from unfinished dwellings on the
request of the contractor, for staff report and recommendation as it had
been the consensus of the Council that said application was too general
in nature and did not coincide with the modus operendi of the business
as described by the applicant at the hearing on April 5, 1960.
Mayor Reibold inquired if anyone in the audience at this meeting desired
to speak, either in opposition to or in favor of the application.
No one desiring to speak, Councilman Camp house moved that the hearing
be closed, which motion was seconded by Councilman Balser and carried
unanimously.
Councilman Balser commented that the report received from staff recom-
mended that the proposed business of the applicant be classified as
commercial rubbish hauling, and that in his opinion this type af
service was already well represented in the City.
Councilman Camphouse stated that inasmuch as it is the opinion of the
City Attorney that applicant's service can be classified as commercial
rubbish pickup that he moved that Council deny the application of Mrs.
Charles Crowley, doing business as Crowley Brothers, 2508 North Angeles,
South San Gabriel, California, for a business permit to pick up rubbish
from unfinished dwellings on the request of the contractor. Councilman
Balser seconded the motion and it was carried on roll call vote as
follows:

Mayor Reibold announced that the hour of 8:00 P.M. having arrived, that
this is the time and place for the hearing of protests or objections
against the improvement of Woodruff Way in the City of Arcadia, as
described in Resolution of Intention No. 3236.

Mayor Reibold then inquired of the City Clerk as to whether she had the
-following affidavits relative to this hearing, to wit: Affidavit of
Publication, Affidavit of Posting and Affidavit of Mailing, to which she
replied that she had such affidavits.
Councilman Phillips moved that said affidavits be received and filed, which
motion was seconded by Councilman Jacobi and carried unanimously.
Mayor Reibold then inquired of the City Clerk as to whether she had received
any written protests or objections, to which the City Clerk replied that she
had received no written protests or objections.
Mayor Reibold inquired if anyone in the audience desired to speak on the
matter. 1
No one desiring to speak, Mayor Reibold inquired of the City Engineer if
the properties proposed to be assessed under this district are not presently
sewered and in his opinion public convenience and necessity do require the
formation of a district for this purpose, to which the City Engineer replied

Councilman Balser moved that the hearing be closed. Councilman Camphouse
seconded the motion and it was carried unanimously.
The City Attorney then presented, explained the content and read the title
of Resolution No. 3245, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA FINDING THAT THE PUBLIC CONVENIENCE AND NECESSITY REQUIRE
THE IMPROVEMENT OF WOODRUFF WAY IN THE CITY OF ARCADIA."
Motion by Councilman Jacobi, seconded by Councilman Phillips and carried on
roll call vote as follows that the reading of the full body of Resolution
No. 3245 be waived:
AYES: Councilmen Balser, camphouse, Jacobi, Phillips, Reibold
NOES: None
ABSENT: None
Councilman Jacobi further moved that Resolution No. 3245 be adopted. Motion
seconded by Councilman Phillips and carried on roll call vote as follows:

The City Attorney also presented, explained the content and read the title
of Resolution No. 3246, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA DECLARING ITS INTENTION TO IMPROVE WOODRUFF WAY IN THE CITY
OF ARCADIA BY THE CONSTRUCTION OF SANITARY SEWERS, DETERMINING THAT BONDS
SHALL BE ISSUED TO REPRESENT THE COST THEREFOR, DECLARING THE WORK TO BE 1
OF MORE THAN LOCAL OR ORDINARY PUBLIC BENEFIT, AND THAT THE EXPENSE THEREOF
SHALL BE ASSESSED UPON A DISTRICT."
Motion by Councilman Phillips, seconded by Councilman Camphouse and carried
On roll call vote as follows that the reading of the full body of Resolution
No. 3246 be waived:

MUNICIPAL
ELECTION
The City Clerk announced that she had tabulated the returns of the April 12,
1960 General Municipal Election at which two Councilmen and a City Clerk were
to be elected and a Measure on Ordinance No. 1071, which was placed on the
ballot by referendum.
The City Clerk appointed for the official tabulation and to canvass the
absentee ballots an Inspection Board consisting of the following:
Mayor Reibold - Inspector
Councilmen Camphouse and Balser - Clerks
Councilman Jacobi - Judge

The City Clerk then proceeded to canvass the returns of said election and
the absentee ballots in accordance with the requirements of the Elections
Code.
The City Clerk advised that she had received 297 applications for absent
voter's ballots; that 267 ballots had been returned, of which 6 were
received too late to qualify; 2 were turned in at the polling places
where the voters cast their ballots, 1 was not eligibile to vote due to
late registration, and 21 were not returned. She added that she had
compared the signatures with affidavits on file with the Registrar of
Voters and all were found to be in order.
After the canvass by the above stated Inspection Board of the results
submitted by the Election Precinct Officials of the General Municipal
Election held April 12, 1960, and a count of the absentee votes, the City
Clerk declared the results of the election as follows:

The following is the Clerk's statement of the result of the election
pursuant to Section 9919 of the California Elections Code:
"I, CHRISTINE VAN MAANEN, City Clerk of the City of Arcadia, California,
hereby certify and declare that the City Council of the City of Arcadia,
at a regular meeting held April 19, 1960, has duly and regularly
canvassed the returns of the General Municipal Election held in the City
of Arcadia, April 12, 1960 and has declared the results of said election."
That each of the persons hereinafter named received the following votes
for the office of Councilman and City Clerk for which they were candidates,
and the Measure on Ordinance No. 1071 which was placed on the ballot by

title of Resolution No. 3244, entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA, STATING THE RESULTS OF THE ELECTION

The City Attorney, as Notary Public, administered the oath of office to
the City Clerk; she signed the required oath of office, and the City
Attorney delivered to her a Certificate of Election.
The City Clerk then administered' the oath of office to Councilmen-elect
Phillips and Butterworth, each of them signed the required oath of
office, and the City Clerk delivered to each a Certificate of Election.
The newly elected members Of the City Council and the City Clerk assumed
their seats and the City Clerk called the roll of the new City Council
as fo llows :

Mayor Reibold presented retiring Councilman Jacobi with a plaque
attesting to his service as a Councilman the past four years and
commended him on his cooperation and interest in the community.

Mayor Reibold then stated that it was in order to nominate a new Mayor
and would entertain a motion for such nomination. Whereupon Councilman
Balser placed in nomination Councilman Camphouse. Councilman Butterworth
seconded the nomination. Councilman Phillips moved that nominations be
closed and that the City Clerk cast a unanimous ballot for the election
of Councilman Camphouse as Mayor of Arcadia. Councilman Reibold seconded
the motion and it was carried unanimously.

Whereupon Councilman Camphouse took his seat as Mayor of Arcadia, and
declared a five minute recess.

Upon reconvening Mayor Camp house asked for nominations for Mayor Pro Tem.
Councilman Phillips placed in nomination for such office Councilman
Balser. Councilman Reibold seconded the motion. There being no other
nominations, Councilman Reibold moved that nominations be closed and:
that the City Clerk cast a unanimous ballot for the election of
Councilman Balser as Mayor Pro Tem. Councilman Butterworth seconded
the motion and it was carried unanimously.

Councilman Reibold advised that the presiding officer of the governing
body of each city is automatically a member of the Board of Directors in
the Sanitation District of which it is a part; that in this City's case
there are two districts, namely, District 15 and District 22 and that
heretofore it has been customary for the Mayor to name two councilmen
as alternates, one for each district; that one alternate would accompany
him when he attended a meeting at which time he remained silent on roll
call; and that in his opinion it would be more advantageous to have the
Mayor answer the roll call, which is the procedure followed by all other
cities.

years ago when the City was placed in two districts, to give the councilmen
some knowledge and continuity regarding matters taken up at the meetings
so that at election time with two councilmen going out no one on the Council
would be left who had never attended< one, of:.the' meetings.
Mayor Camphouse stated that Councilman Reibold's suggestion was satisfactory
if the other members of the Council approved, and upon the other members
expressing their approval, he appointed Councilman Balser as alternate
director of both District No. 15 and District No. 22 to act as a member
of the district board in his place during his absence, inability or refusal
to act as such member of said District Board of Directors.
Whereupon the City Attorney presented, explained the content and read the
title of Resolution No. 3239, entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA, APPOINTING A MEMBER TO THE BOARD OF
DIRECTORS OF COUNTY SANITATION DISTRICT NO. 15 OF LOS ANGELES COUNTY, AND
DES IGNATING AN ALTERNATE MEMBER THERETO."

He added that this resolution applies to Sanitation District No. 15,
designating Mayor camphouse as the Mayor and ex officio the member of the
Board and Councilman Balser as the alternate member.

the following conditions:
File a final map with the City Engineer.
Dedicate 12 feet for widening Second Avenue.
Pay $25.00 recreation fee.
Move the swimming pool drain to a legal location.
Remove the building on parcel 2.
Remove the fence on Lee Avenue, or cut it down to a legal height.
Provide any necessary utility easements.
The city shall dedicate a part of lot 10, Tract No. 19707
for street purposes.
Extension of Winnie Way between Sixth and Eighth Avenues - 20 lots.

by the Aye vote of Councilmen Balser, Reibold, Phillips and camphouse;
Councilman Butterworth abstaining, that Council accept the recommendation
of the Planning Commission and indicate its intention to approve Tract
No. 25439 upon compliance with the following conditions:

Remove all buildings within the tract.
Provide all necessary rear line utility easements.
Install all street improvements ,required by the Supdivision Ordinance.
Pay all fees and deposits required by the Subdivision Ordinance.
The city shall release the covenant recorded against 'the property
at 706 E. Camino Real.
The city shall dedicate the present barrier at Eighth Avenue for
street purposes.

A general discussion was held regarding the written request of Mrs. Florence
Wilson, retiring Policewoman in May, 1960, and the verbal request of
Mr. Anist Mussachia, retiring employee of the Street Department, in
August, 1960, for compensation for 90 days accumulated sick leave.
f?/ The basic consideration being only the fact of whether or 'not the City
~~I should establish a policy for payment of accumulated sick leave upon an
~ employee's retirement in any manner, it was the consensus of the Council
,f~$ that although the facts in these two individual cases are persuasive, the
~ concept of sick leave is to provide a cushion for the employee to fall

as earned vacation. '

Whereupon Councilman Phillips moved that the Council reject the requests
of Florence Wilson and Anist Mussachia for compensation for 90 days
accumulated sick leave respectively and authorize only payments permissible
under existing personnel and retirement policy. Councilman Balser seconded
the motion and it was carried unanimously.
Mayor Camphouse ordered filed Notice from the County Boundary Commission
that the City of El Monte has filed annexation proposal No. 225 since it has
no effect upon the City of Arcadia.

Commerce to conduct a caravan parade in connection with Chamber of
Commerce Week on May 9, 1960, and also approve the inclusion in such
parade of a German Band if so desired.

ADJOURNMENT
The City Manager advised that a request had been received from the
Residential Chairman of the Cancer Fund Drive for permission to erect
two 4 x 11 foot banners during the forthcoming Cancer Memorial Fund
Drive, the location of said banners not yet being determined.
In the general discussion that ensued Mayor:.Camphouse suggested the
reading of an article in Look Magazine regarding the excessive cost of
collection in large fund drives, such as the Cancer Drive, with
resultant smali portions of such collections ending in actual research.
Councilman Balser stated that regardless of such information, he moved
that the request of the Residential Chairman of the Cancer Fund Drive for
permission to erect two 4 x 11 foot banners be granted, the location of
said banners to be approved by the City Manager.

The above motion dying for lack of a second, Councilman Reibold then
moved that Council deny the request of the Residential Chairman of the
Cancer Fund Drive for permission to erect two 4 x 11 foot banners in
Arcadia. Councilman Phillips seconded the motion and it was carried on
roll call vote as follows:

Mayor Camphouse adjourned the meeting at 12:12 A.M., adding that he
appreciated the confidence placed in him by his fellow-councilmen and
