HomeMy WebLinkAboutMAY 5,1960 I I ROLL CALL SIDEWALKS ACTIONS TAKEN May 3, 1960 PLANNING CONSULTANT ~s~ LJ-?7~ M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED ~GULAR MEETING MAY 5, 1960 Pursuant to the order of adjournment of the regular meeting of the City Councii of May 3, 1960, the City Council of the City of Arcadia met in regular adjourned session in the Council Chamber of ehe ~ity Hall at 7:30 P.M., May 5, 1960. PRESENT : ABSENT : Councilmen Balser, Butterworth, Reibold, Phillips, Camphouse None Mayor Camphouse requested held ,over the report b~ the City Manager on sidewalks in Arcadia, Mayor camphouse retraced for Councilman Phillips' benefit, some of the actions taken by the Council at the regular Council Meeting of May 3, 1960, from which meeting Councilman Phillips had been absent. Councilman Phillips suggested that Council take under consideration the matter of employing a consultant or consulting firm for the purpose of developing a master plan and also suggested that approximately $10,000.00 be set aside in the budget for such purpose, A general discussion was held on the subject of a master plan and the Councilmen individually expressed their opinions and suggestions as follows: Councilman Balser felt that some assistance would be beneficial and that the matter be studied when Council meets as a Committee of the Whole fo~ budget study, at which time consideration could be given as to whom to hire and how much could be spent. Councilman Butterworth suggested the firm of Simon Eisner Associates, stating that he had had discussions with Mr. Eisner, who envisaged a master plan to encompass substantial surveys, in addition to a physical survey, such as business interests, purchasing power of the community, etc. That he had estimated the cost of a complete master plan with all necessary economic surveys, including urban redevelopment, freeways, etc. between $30,000 and $50,000. The City Manager stated that in 1958 under the capital improvement program the proposed master plan was involved which anticipated an expenditure of $45,OOO.00'.'over"!lc3"Year',peri6d' with 'possible 50% participation of Federal Planning Aid; that the budget the Council will be reviewing contains the sum of $10,000 of which $7500 is for the freeway problem and $2500 for fringe wgrk; that a meeting is to be held May 10, 1960 at which Councilman Reibold and several members of the State and Regiona~ Planning Commission will be present, and that they are interested in assisting the City in securing some 701 planning money for this particular purpose. Councilman Reibold felt that a master plan would not be the answer to all the planning problems but that he would not object if the Council wanted to spend $50,000 for such purpose. Mayor camphouse appointed Councilman Balser as Director and Councilman Butterworth as Alternate of the Board of Directors of the Los Angeles County Division of the League of California Cities. MEETING OF ~ The City Manager advised of a meeting of the League of California LEAGUE OF (/\7 ~ Cities at Glendora on May 19, 1960'. Mayor Camphouse appointed the CALIFORNIA City Attorney to represent the City at said meeting. CITIES I CONFERENCE ATTENDANCE (Butterworth) ;1t5f INDEPENDENT HANDICAPPERS ~;~~ iINDEXED REFUND (Thunderbird Homes) JIg\ :J J:I'lDEXED RESOLUTION No. 3254 / Motion by Councilman Balser, seconded by Councilman Reibold and carried on roll call vote as follows that Councilman Butterworth be authorized to attend the Mayors and Councilmen Institute of the League of California Cities in Berkeley on May 26-27, 1960, expenditures to be reimbursed upon presentation of an itemized expense account: AYES: Councilmen Balser, Butterworth, Reibold, Phillips, Camphouse NOES: None ABSENT: None The City Manager reported that a communication had been received from the attorneys for Independent Handicappers advising that ,they are currently negotiating with the Hollywood Turf Club for the sale of their client's selections on the Turf Club premises and that as soon as those negotiations are completed they will meet with the City Manager, the Mayor and others interested, regarding a similar arrangement at the Santa Anita Turf Club. Motion by Councilman Butterworth, seconded by Councilman Phillips and carried unanimously that Council accept the recommendation of the City Manager and the Director of Public Works and authorize the refund of $1212.00 to Thunderbird Homes, being the balance unexpended of the deposit made on January 12, 1960 by them to apply toward the expense of condemnation of property to open Eighth Avenue and Winnie Way in connection with the development of Tract No. 25439, the entire property having been purchased by Thunderbird Homes, eliminating the need of condemnation proceedings: AYES: Councilmen Balser, Butterworth, Reibold, Phillips, Camphouse NOES: None ABSENT: None The City Attorney presented, explained the content and read the title of Resolution No. 3254, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ASSIGNING THE FUNCTIONS AND DUTIES OF THE PURCHASING OFFICE TO THE LICENSE OFFICER." II Motion by Councilman Phillips, seconded by Councilman. Motion by Councilman Balser, seconded by Councilman Phillips and carried on roll call vote as follows that the reading of the full body of Ordinance No. 1080 be waived: AYES: Councilmen Balser, Butterworth, Reibold, Phillips, camphouse NOES: None ABSENT: None Motion by Councilman Balser, seconded by Councilman Phillips and carried on roll call vote as follows that Ordinance No. 1080 be introduced: AYES: Councilmen Balser, Reibold, Phillips, camphouse ABSTAINED: Councilmen Butterworth NOES: None ABSENT: None The City Attorney reported on the codification of the City Ordinances, stating that the work is progressing but too slowly; that as he had predicted, the codification would suffer most by the transfer of the Assistant City Attorney to the Manager's office. In order to complete the matter in the near future he recommended the employment of Ronald Thaheld at $4.00 per hour to work under the attorney's supervision until completion of the code and index, and the codification of the remaining ordinances as they now exist, with- out waiting for planned changes therein, fully realizing that this would require the later amendment of many parts which could be easily accomplished. He pointed out that Mr. Thaheld used the same format, had done codification for other San Gabriel Valley cities, could continue with the work in its present status with no loss of time or expense, would be available part time immediately and full time in June, and could not be sidetracked for other work. That the codification should be completed in about two months after he starts full time. 3. 5-5-60 if tl1 i (Employment - Code) ZONE MAP ANNUAL SUMMARY SYCAMORE BRIDGE SUBSTANDARD TRACTS LOT SPLITS ".DJOURNMENT ~wtion by Councilman Reibold, seconded by Councilman Balser and carried on roll call vote as follows that Council accept the reco~endation of the City Attorney and approve the employment of Ronald Thaheld on a temporary basis to work under the supervision of the City Attorney on the codification of the City's ordinances, at the rate of $4.00 per hour; said employment to commence as soon as he is available and to terminate at the completion of said codification work: AYES: Councilmen Balser, Butterworth, Reibold, Phillips, Camphouse NOES: None ABSENT: None Councilman Butterworth suggested that thought be given to the zoning I map being displayed on the wall directly behind the Council so that the persons in the audience could be in a position to follow proceedings. It was suggested that the City Manager give the matter consideration and also to make his recommendation to the Council. Councilman Butterworth also recommended that it would be good public relations to issue an annual summary to the public of the accomplish- ments of the City over the fiscal year. In answer to Councilman Balser's inquiry as to the status of the Sycamore Bridge the City Manager advised that an engineer has been employed to finish construction plans and specifications, and that Council will be kept informed as to progress. Councilman Reibold referred to the map presented by Mr. Alfred Allen when he appeared on the matter of Tract No. 25782 on May 3, 1960, which showed many areas in which tracts had been approved which do not meet the City's present standards, and stated that he would like to have some information on this matter. Councilman Reibold also suggested for Council's consideration the matter of lot splits being handled by the staff; that it be made possible for the staff to grant lot splits subject to appeal to the Planning Commission and the Council.
