SPECIAL MEETING
AUGUST 16, 1960
The City Council of the City of Arcadia met in special session in the
Council Chamber of the City Hall at 7:34 P.M. August 16, 1960, for the
purpose of permitting interested persons to speak and express their
views relative to the proposed opening of Arcadia Avenue in order that
the Council might have some indication as to the policy and program to
follow in the future in this regard.

The City Clerk advised that 23 communications had been received from
interested property owners, 22 being opposed to and one in favor of
the proposed opening of Arcadia Avenue. She added that two of the
communications had also mentioned the desirability of R-3 zoning in the
area in question.
The City Manager stated that on August 4, 1960 a letter was sent to each
interested property owner, advising them of the following estimated cost

It was also stated that the majority of the protests received were based
on the cost of both acquisition and improvements, although the property
owners had been informed that the amount of the award for each individual
parcel of prpperty necessary to be taken would be determined by
negotiation with the owner.
In compliance with Mayor Camphouse's call for audience participation, the
following persons addressed the Council:
Mr. John R. Street, 515 West Duarte Road, stated in part that he appeared
on behalf of himself, his wife and several neighbors, namely the Kerrs,
the Wendlings, the MulIers and Grace Gillett, and that they were all
opposed to the proposed opening of Arcadia Avenue.
Mr. P. J. Derkson, 542 Fairview Avenue, read a prepared statement in
opposition to the proposed opening of Arcadia Avenue and tendered a copy
of said statement to the City Clerk.
It then being 8:08 P.M., Mayor Camphouse stated that Council is legally
required to convene their regular meeting and suggested that since there
were so many persons present who were obviously vitally concerned in the
matter that Council adjourn this special meeting to a time sufficient to
permit the people to be heard.
Councilman Reibold stated in substance that there seemed to be a feeling
that the opening of Arcadia Avenue is a desire primarily of the Council;

that this was not the situation and that if the people were not in favor
of the Arcadia Avenue opening it would not be done. He then moved that
the meeting adjourn to August 30, 1960 at 7:30 P.M.
Councilman Butterworth stated that he thought the matter could be
disposed of immediately if everyone in the audience was opposed to the
opening of Arcadia Avenue; that the letters received would so indicate,
there being 39 property owners affected by the proposed assessment,
22 of whom had written communications expressing their opposition,
A standing vote was then taken of the attitude of the audience and
with the exception of two votes, they were unanimous in their
opposition to the opening of Arcadia Avenue.

At Mr. Carl Pearson's request Mayor Camphouse ordered Mr. Pearson's
letter dated 8-13-60 read into the record, which letter stated in
substance that he was in favor of the opening of Arcadia Avenue but
did not believe the method of assessment was equitable; however, in
the event the development is not carried through to completion, that
Council oonsider rezoning the area to R-3. (Letter on file in
office of the City Clerk).
It being the consensus of the Council that the majority of the property
owners affected by the proposed assessment for the opening of Arcadia
Avenue were opposed to such proceedings, Councilman Butterworth moved
that the project be abandoned and the costs involved be absorbed by the
City, Councilman Reibold seconded the motion which was carried on roll
call vote as follows:

Councilman Butterworth further moved at 8:15 P,M. that the special
meeting adjourn, Councilman Reibold seconded the motion which was
carr~ea unanimously.
