HomeMy WebLinkAboutMARCH 23,1961 I I ROLL CALL CITY PLANNER 13 : 5307 M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING MARCH 23, 1961 Pursuant to the order of adjournment of the regular meeting of the City Council of March 21, 1961, the City Council of the City of Arcadia met in regular adjourned session in the Conference Room of the City Hall at 7:30 P.M., March 23, 1961. PRESENT : ABSENT: Councilmen Balser, Butterworth, Reibo1d, Phillips Mayor Camp house Also in attendance by request of the City Council: Planning Commissioners Acker, Ferguson, Forman, Go1isch and Norton. Discussion was held on the City Manager's communication regarding the inability to secure a qualified person for the position of City Planner; that two persons had declined the appointment after having accepted. Incorporated in said letter were salary ranges of other cities which had advertised recently for a similar position. The communication itemized four possibilities for resolving the problem. The City Manager spoke at length regarding the many problems which may confront the City with the anticipated construction of a freeway through the City, possibly by 1966. That there are areas in the City in need of redevelopment and rejuvenation and that plans are necessary for present and future problems. That there are vast areas which would not be affected by such plans except to the extent that improvements resulting from good planning in other areas maintain and increase those property values. That certain determinations should be made prior to the freeway becoming a reality; that there may be factors necessitating a vote of the people, perhaps as soon as 1962. It was brought out that all favored the residential aspect of the City being maintained. Extensive discussion was held by the Planning Commissioners and the Council regarding the qualifications deemed necessary in the person to be appointed; whether or not it would be prudent to also employ a Consultant to set up guideposts for the Planner: the advantages and disadvantages of such employ- ment; the salary range and the time element involved, with the City Manager commenting that it would in all probability take about ninety days to accomplish final results. It being the consensus of the Council that time is of the essence and that in concurrence with the City Manager, that the future stature of the City both in reputation and economic structure is at stake, Councilman Reibold moved that the Staff prepare an ordinance establishing a Planning Depart- ment, headed by a Planning Director in the unclassified service. Motion seconded by Councilman Phillips and carried on roll call vote as follows: AYES: Councilmen Balser, Butterworth, Reibo1d, Phillips NOES: None ABSENT: Mayor Camphouse After further discussion regarding an equitable salary, Councilman Phillips moved that the City Manager be authorized to advertise forthwith for a Planning Director at a salary range commencing at $900.00 upward. Motion seconded by Councilman Butterworth and carried on roll call vote as follows: 1. 3-23-61 13: 5308 AYES: Councilmen Balser, Butterworth, Reibold, Phillips NOES: None ABSENT: Mayor Camphouse EQUIPMENT STORAGE FOR FLOOD CONTROL WORK The City Manager advised that the Los Angeles County Flood Control District's contractor, Artukovich Company, had planned on utilizing the west end of the 2-1/4 acres on Las Tunas Drive at Santa Anita Avenue (Margolin property) for equipment storage and an office during the forth- coming channel work. He recommended, however, that in preference to this property, the City permit the District to use property located at the rear of the Mounted Police Building on Live Oak Avenue, said property I being situated along the Wash. That a rental of $125.00 per month was indicated with $1000.00 being paid immediately, which would cover eight months. He then suggested that this amount could be used to beautify the area in front of the building site. Councilman Phillips moved that the recommendation of the City Manager be accepted and that he be authorized to lease to Artukovich Company the unused portion of City-owned property along the Wash located at the rear of the Mounted Police Building on Live Oak Avenue at a rental of $125.00 per month, said money to be used for the beautification of the area in front of said building. PRESENT: Councilmen Balser, Camphouse, Phillips, Reibold, City Manager, City Clerk, Arcadia Tribune newspaper representative. I Primary purpose of the meeting: To afford the City Manager an opportunity to enlighten the members of the City Council re various Bills before the Legislature which might be of interest to that body. The City Manager presented and read from the League of California Cities Legislative Bulletins a prepared resume of various Bills. Discussion was held on specified Bills selected by the Manager. AB 441 - Urban Renewal: Copy of bill to be secured and submitted to Council for its perusal. Bill has reference to a mandatory election when a renewal program seems necessary. AB 427 - Age limit for Police and Fire Department Personnel: Bill would amend the Fair Employment Practices Act. Opposed. ACA 25 - Constitutional Debt Limit: City Manager to secure copy of Bill from School District. AB 1707 - Urban Renewal:- Assessed value protest - no position indicated. SB 84 -(Richard Richards) - Pedestrian Mall Law of 1960: Manager to secure entire text for submission to Council. AB 614 - Prevention of juvenile delinquency: California Youth Commission. Recommends the formation of a Commission in the Department of Youth Authority. Opposed. AB 143 - Weed and Rubbish Burning: City Fire Liability. No interest. AB 1640: Succession to County Parks upon incorporation - new cities. No interest. AB 127 - Brown Act: Amended to meet the objections voiced at the hearing by the League of California Cities and local government. position indicated. Constitutional Property Tax Limitation - League position being in opposition. AB 401 - City neutrality in Labor Disputes: Limitation on purchases. No position. AB 1914 - Annexatiori:- Inter-City Agreements. favorable position. Island and Corridor Absorption - Enforceable Setting forth the orderly annexation. Expressed AB 1935: Authorize cities to enter into agreement defining future growth areas. Adjacent cities cguld agree to refrain from annexing territory within the defined growth of another. No comment. ACA 23: Prohibition against strikes of public employees. In favor. AB 351: Collective Bargaining for all public employees with right to strike. Opposed. AB 1972: Withdrawal of city territory from Recreation and Park Districts. Support was indicated. The City Manager distributed copies to members of the City Council present of the brochure entitled "Metropolitan Problem Areas" by the Governor of the State of California. Brief discussion held on need for change of gas tax distribution. No position. Brief discussion held on increase of motor vehicle license fees. No position. AB 38 5 - Crossing Guards; No position. School Districts have authority for such employment. ***** During recess called by Mayor Camphouse, Mr. Wendell Bradbury presented a plan for "Telling the Story of the City" with photography. Plans would cost the City approximately $1500 for his work and $2500 for the purchase of the equipment. Council enthusiastic and will explore the idea with decision to be made to Mr. Bradbury.
