PLEDGE OF ALLEGIANCE ROLL CALL APPROVAL OF MINUTES (4-4-61) HEARING (LaBare) ~ ~ 13:5324 M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA REGULAR MEETING APRIL 18, 1961 The City Council of the City of Arcadia met in regular session in the Council Chamber of the City Hall at 8:00 o'clock P.M., April 18, 1961. The Invocation was offered by Rev. J. Davis Barnard, Pastor of the Arcadia Presbyterian Church. Mayor Camphouse led in the pledge of allegiance to the flag. PRESENT: ABSENT: Councilmen Balser, Reibold, Phillips, Camphouse Councilman Butterworth Motion by Councilman Phillips, seconded by Councilman Reibold and carried unanimously that the minutes of the Regular Council Meeting of April 4, 1961 as submitted in writing be approved. Mayor Camphouse declared the hearing open on the application of Henry LaBare, 1907 West 6th Street, Los Angeles, California, for a business permit to allow door to door solicitation for sales of magazines circulated through Local Readers Service, Inc. of Terre Haute, Indiana, Mondays through Saturdays, 9:00 A.M. to 5:00 P.M. and evenings only by appointment, and inquired if anyone desired to address the Council in regard to the matter. The applicant, who was seated in the audience, indicated that he had nothing to add to the information contained in his application; also in answer to Councilman Reibold's question, stated that he was cognizant of the City's Ordinance precluding solicitation where homes, were so posted. ~NDEXEDNo one else desiring to be heard Councilman Balser moved that the hearing be continued to the May 2, 1961 Council Meeting to permit sufficient time within which to receive additional data on the matter. Councilman Reibold seconded the motion which was carried unanimously. I~ (Lenz) A~ ~\ ~~EnD Mayor Camphouse declared the hearing open on the application of Henry W. Lenz, 233 E. Huntington Drive, Arcadia, for a business permit to allow the operation of a limousine for hire from the Derby Restaurant to sporting events, every day of the week between the hours of 10:00 A.M. and 2:00 A.M., and inquired if anyone in the audience desired to address the Council. Mr. Henry W. Lenz, the applicant, addressed the Council and in answer to various questions, advised in substance that it was proposed that the limousine service would be available for hire for a minimum of four hours or 35 cents per mile, whichever is greater, in order not to compete with the local taxicab service. That with regard to his previous employment, he had been a taxicab driver in Los Angeles, had worked at the Hillcrest Restaurant and at the Old Virginia Restaurant for six years. 1. 4-18-61 (Hearing - Lenz) ELECTION OF COUNCILMAN BALSER AS MAYOR 0'~~ 13 : 5325 No one else desiring to be heard Councilman Phillips moved that reports dated April 14, 1961 received from'the police departments of Arcadia and the City of South Pasadena be made a part of the record of this hearing and that the hearing be closed. Councilman Balser seconded the motion which was carried unanimously. Councilman Phillips further moved that on the basis of the information contained in said reports that the Council deny the application of Henry W. Lenz for a business permit to operate a limousine for hire. Councilman Balser seconded the motion which was carried unanimously. 1 Mayor Camphouse expressed Council's appreciation for the effort and accomplishment of the Library Board of Trustees, the Library Committees and the Staff with regard to the dedicatory ceremony for the new Arcadia Library. He also extended his personal thanks to Dr. J. Davis Barnard, Pastor of the Arcadia Presbyterian Church, for his contribution. He added that he was aware of Council's thoughtfulness in acknowledging his keen interest in the culmination of his desire for a new library for Arcadia and in permitting him to officiate as Mayor at the dedication ceremony. Mayor Camphouse then tendered to the Council his resignation as Mayor. Councilman Reibold moved that Council accept with regret said resignation. Councilmarr Phillips seconded the motion which was carried unanimously. Councilman Reibold further placed in nomination Councilman Balser and moved that nominations be closed and that the City Clerk cast an unanimous ballot for Councilman Balser's election as Mayor of Arcadia. Counci.1man Phillips seconded the motion which was carried unanimously. Whereupon Councilman Balser took his seat as Mayor of Arcadia and declared a five minute recess. Upon the meeting reconvening, Mayor Balser made the following statement: "When a person is elected to the highest office in his home town, it looks like he should say something. I want to thank my colleagues for electing me as their presiding officer for the coming year.. I feel highly honored. Knowing you as well as I do, I know I can depend on you for your help and cooperation. In return, I promise you understand- ing and a true appreciation of your views. I realize that our strength and success lies in unity of purpose for the best interest of tee entire city. . "To the citizens of Arcadia I would like to say that I dedicate myself to the principle of keeping Arcadia an outstanding community of distinctive homes with well balanced business areas, To mai.ntain thi.s type of city, I believe we must be progressive and to put it plainly, be men of action in meeting the many pressing problems of today, such as the , future freeway through Arcadia. I have great faith in this city and this Council in keeping Arcadia the wonderful community of which we are so proud." 1 To Mayor Balser's request for nominations for a Mayor Pro Tempore, Counci.lman Camphouse placed in nomination Councilman Phillips and moved that nominations be closed and.that the City Clerk cast an unanimous ballot for the election of Councilman Phillips as Mayor Pro Tempore. Councilman Reibold seconded the motion which was carried unanimously, 2. 4-18-61 ANNEXATION (1167 West Duarte Road McBane) 1 / tAb AI) CUIDEXE;" EXTENSION OF BUSINESS LICENSE (Allen - 8-1-61) ~ p?J 11 [INDEXED 13:5326 The City Manager advised that a request has been received from Dr.'J. Kendall McBane, 1167 West Duarte Road, for annexation of his property to the City of Arcadia; that the Duarte Road right-of-way past this property is now in the City limits and that such annexation, if approved by the Council, would be accomplished under the "Uninhabited" section of the Annexation Proceedings, and that favorable action is recommended. Councilman Reibold moved that Council accept the recommendation of the City Manager and refer the matter to the Planning Commission for their recommendation as to zoning. Councilman Phillips seconded the motion which was carried unanimously. Motion by Councilman Phillips, seconded by Councilman Camphouse and carried unanimously that Council accept the recommendation of the City Manager and extend the temporary business license of Carl R. Allen, 33 Morlan Place (Riding Stable) to August 1, 1961, prior to which time the City Manager and the City Attorney are to report back to the Council with their recommendation of a solution to the existing problems in connection with the operation of a riding stable at this location. LICENSE FEE Motion by Councilman Camphouse, seconded by Councilman Reibold and FOR TIP SHEETS carried unanimously that Council accept the recommendation of the ~' City Manager and authorize the establishment of a license fee of ~)< $lOO.OO'for the sale of tip sheets inside the Turf Club grounds, to ~~V include both the Thoroughbred and Harness races. O([NDEXEll The City Manager advised that budgets for the Recreation Department over the past several years have contained funds for the purchase of bleachers on an annual basis until the bleacher needs are met. However, such purchase could not be made until after the last of July, resulting h" in being deprived of their use in the early part of the season. That ~ it is recommended that two sections of bleachers be purchased at this ~ime and that the funds requested in the 1961-62 budget be used to , purchase bleachers in the spring of 1962, which would place the annual purchases on an annual basis prior to the beginning of the summer ~ season. Motion by Councilman Camphouse, seconded by Councilman Phillips and aHDEJcE17arried on roll call vote as follows that Council accept the recommen- - dation of the City Manager and authorize the appropriation and transfer of $1100.00 from the Parks and Recreational Facilities Fund to General Fund Account No. 450-54 to cover the purchase of two sections of bleachers at this time: BLEACHERS AT BONITA PARK ,;r 1 TRACT NO. 26345 (Final) AYES: Councilmen Camphouse, Reibold, Phillips, Balser NOES: None ABSENT: Councilman Butterworth Located on the west side of Peck Road south of the Rio Hondo channel, containing 25 lots. Mayor Balser presented Mrs, Baiser as,the,new'Fir~t Lady of Arcadia, Mrs, Balser acknowledged the pre~entation and added that, she wished to extend Mrs, Camphouse's best wishes to the new Mayor. The 'City Clerk advised that a communication dated April '17, 1961 had been received from the Merri-Mate Fellowship Group of the Church of the Good Shepherd commending Don Morgan and, Harold Aronson of the Arcadia Fire Department for their first a~d program, I . ..' , ", Motion ,by Councilman Camphouse, seconded by Councilman Phillips and carried'unanimously that the business permit granted Craft's 20 Big Shows, Inc, to operate mechanical rides on ,Ralphs , Market parking l~t at 165 East Foothill Blvd" Arcadia, be extended three additional days only (April 20 through April 22, 1961) to allow the operation of said mechanical rides, said rides not to operate after 8:00 o'clock' P.M. on any such date, and such extension being upon condition that the type of equipment used be subject to the approval of the City ~nager so that the noise factor 'can be reduced to a minimum, Mayor Balser suggested that the joint meeting of the Au~itorium Committee of the Chamber of Commerce, the City Council and the School Board be deferred until the middle of May so that the entire Counci~ could be present, and requested the City ,Manager to make the :necessa~y arrangements, " Councilman Phillips advised that he would attend the nominating' committee meeting of the Independent Cities on April 20, "1~61. He also suggested that as many of the Councilmen aS'possible attend '" I " ., the organization meeting of the 4ssociation on May'll, 1961 at 6:30 P.M. ,at the Rodger Young Auditorium as it is the first meeting under the new constituted by-laws,' ' , In response to Councilman Camphouse's comment r~garding a safety program for children riding bicycles, the City Manager advised that a pamphlet on that subject is,now,being rewritten and as soon as it is available a safety program will again be instigated through the schools by the Police Department, Mayor ,Balser mentioned that Councilman Camphouse would appear on the television show "Salute to Arcadia" sponsored by Ralphs Grocery Company on Channel 9 April 19, 1961 at 9:00'P.M. and Councilman Camphouse expressed his thanks to Ralphs for their c9urteous treatment, Mayor Balser stated that he would like the Councilmen to continue functioning on their various committees until further notice, Mayor Balser adjourned the meeting at 8:55 P.M.
