HomeMy WebLinkAboutMARCH 31,1959 1 ROLL CALL SPECIAL ELECTION l7-A SOUTHWEST ARCADIA INHABITED ~ 1 RESOLUTION No. 3114 ~n: 'i :45~O M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING MARCH 31, 1959 Pursu~~t to the order of adjournment of the regular meeting of the Cit: Council of March 17, 1959, the City Council of the City of Arcadia met in regular adjourned session in the Council Chamber of the City Hall at 7:30 P.M., March 31, 1959.' PRESENT : ABSENT: Councilmen Balser, Camphouse, Jacobi, Reibold, Phillips None The City Clerk announced that she had tabulated the returns of the March 24, 1959 election to determine whether or not certain territory, known as No. l7-A Southwest Arcadia Inhabited, shall be annexed to the City of Arcadia, and appointed the following Board to canvass the results of said election, including the absent voter's ballots: Mayor Phillips as Inspector, Councilmen Jacobi and Balser as Clerks and Councilmen Camphouse and Reibold as Judges. She then proceeded to canvass the returns of the said election, and the absentee ballots, in accordance with the requirements of the Elections Code. After the canvass of the results submitted by the Election Precinct Officials of the Special Election held March 24, 1959, and a count of the absentee votes, the City Clerk declared the results of the election as follows: Precinct No, Yes No Total Votes Cast 1 98 37 135 2 65 94 159 Absent Voter's Ballots 3 5 8 Total Votes 166 136 302 The City Clerk then declared the vote complete and official and stated that che City Council of the City of Arcadia, at a regular adjourned meeting of March 31, 1959, has duly and regularly canvassed the returns of the Special Election held in the City of Arcadia March 24, 1959, and has declared the results of said election; that the total votes cast at said election, including absentee ballots for and against said annexation was 302, of which 166 votes, including absentee ballots,were cast in favor of Annexation No, l7-A, Southwest Arcadia Inhabited, and 136, including absentee ballots, were cast against said annexation. The City Attorney thereupon read in its entirety Resolution No. 3114, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DECLARING THE RESULTS OF A SPECIAL ELECTION HELD MARCH 24, 1959, PERTAINING TO THE ANNEXATION TO THE CITY OF ARCADIA OF ANNEXATION NO. l7-A, SOUTHWEST ARCADIA INHABITED.", Councilman Jacobi moved that Resolution No. 3114 be adopted. Councilman Reibold seconded the motion and it was carried on roll call vote as follows: AYES: Councilmen Balser, Camphouse, Jacobi, Reibold, Phillips NOES: None ABSENT: None ,,' 1. 3-31-59 - ,A)~ql - "d,_" ORDINANCE No. 1053 ';y\\ '1 INDEXZD RESOLUTION No. 3112 INDEX:i::;D GAS TAX INDEXED ANNEXATION ELECTION COSTS ~ ,~ \ The City Attorney also presented, discussed and read the title of Ordinance No. 1053, entit.led: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, APPROVING THE ANNEXATION TO THE CITY OF ARCADIA OF CERTAIN INHABITED TERRITORIES CONTIGUOUS TO THE CITY OF ARCADIA AND DESIGNATED AS 'ANNEXATION NO. l7-A, SOUTHWEST ARCADIA INHAB ITED' ." Councilman Reibold moved that the reading of' the full body of Ordinance No. 1053 be waived. Motion seconded by Councilman Camphouse and carried on roll call vote as follows: AYES: Councilmen Balser, Camphouse, Jacobi, Reibold, Phillips NOES: None ABSENT: None 1 Councilman Reibold further moved that Ordinance No. 1053 be introduced, Councilman Balser seconded the motion and it was carried on roll call vote as follows: AYES: Counc,ilmen Balser, Camphouse, Jacobi, Reibold, Phillips NOES: None ABSENT: None The City Attorney presented, discussed and read the title of Resolution No. 3112, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ACCEPTING GRANT DEED FOR STREET AND HIGHWAY PURPOSES." Councilman Balser moved that the reading of the full body of Resolution No. 3112 be waived. Motion seconded by Councilman Jacobi and carried on roll call vote as follows: AYES: Councilmen Balser, Camphouse, Jacobi, Reibold, Phillips NOES: None ABSENT: None Councilman Balser further moved that Resolution No. 3112 be adopted. Motion seconded by Councilman Reibold and carried on roll call vote as follows: AYES, Councilmen Balser, Camphouse, Jacobi, Reibold, Phillips NOES: None ABSENT: None The City Attorney discussed the March 17, 1959 bulletin from the League of California Cities which stated in part that if legislation increasing the St.ate gas tax by an additional cent for allocation to cities and counties on a 60/40 basis were to have any chance of adoption, t.he cicies favoring such legislation would have to strongly urge the adoption of such a measure. 1 After a general discussion, it being the consensus of the Council t.hat t.hey are opposed to any tax increase at this t.ime, Counci,lman Camphouse moved that no action be taken. Motion seconded by Councilman Reibold and carried unanimously. Motion by Councilman Camphouse, seconded by Councilman Balser and carried on roll call vote as follows that Council authorize the transfer of $537.31 from Council Contingency Account No. 109.l9b to Account No. 109.l9d Special Election, covering annexation costs, in connection with the special election held March 24, 1959 on Annexation l7-A, Southwest Arcadia Inhabited. 2. 3-31-59 CONFERENCE ATTENDANCE (Van Maanen) INDEXED SIGNAL AT BALDWIN & COLORADO 1 ~l~ PAKISTAN REPRESENTATIVE (~ \Y' ADJOURNMENT 1 = 4 ~,~'J ........ Motion by Councilman Balser, seconded by Councilman Jacobi and carried unanimously that Council authorize the attendanc~ of the City Clerk at the National Municipal Clerk's Conference to be held in Miami, Florida between May 17 and 23, 1959; funds for such attendance being reflected in the current budget, and expenditures to be substantiaced by an itemized expense account upon her return. The City Manager Pro Tempore reported that the Director of Public Works had received a telephone call from the State Division of Highways authorizing the installation of the proposed signal at Baldwin Avenue and Colorado Street, based on two-thirds payment by the State and one-third payment by the City; that this would amount to approximately $15,000.00 of whi.ch $5,000,00 would be paid by the City. He added that this telephone call would be confirmed in writing, at which time a formal presentati.on will be made to the Council. The City Manager Pro Tempore also stated that the City has been asked by the International Cooperation Administration to permit them to place one of the members of the Pakistan Government in the City of Arcadia for a period of seven weeks to work with the Staff and study the City's system and method of operating the City Government. That this will be at no cost to the City, the City to be reimbursed up to $900.00 for the seven weeks he is here for out-of-pocket expenses, Mayor Phillips stated that on behalf of the Council the City would be honored to have a member of the Pakistan Government work with the City's Staff and that the Staff would cooperate with him in every way possible.
