') ffoD M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA REGULAR MEETING NOVEMBER 17, 1959 The City Council of the City of Arcadia, California met in regular session in the Council Chamber of the City Hall at 8:00 o'clock P.M., November 17, 1959. The Invocation was offered by Mayor Reibold. Mayor Reibold led in the pledge of allegiance to the flag. PRESENT: ABSENT: Councilmen Balser, Camphouse, Jacobi, Phillips, Reibold None Motion by Councilman Phillips, seconded by Councilman Camphouse and carried unanimously that the minutes of the Special Meeting of October 31, 1959 and the Regular Meeting of November 3, 1959, as submitted in writ.ing be approved. Motion by Councilman Balser, seconded by Councilman Jacobi and carried unanimously that Council accept the recommendation of the Planning Commission and indicate its intention to approve the following Lot Splits upon compliance with the following conditions: No. 269 - Elizabeth M. Smith, 1105 Mayflower Avenue 1. File a final map with the City Engineer. 2. Dedicate sufficient land to make Loganrita Avenue 60 feet wide. 3. Pay $25.00 recreation fee. 4. Pay the trust established by Tract No. 21714. 5. The city shall dedicate the strip covered by the above trust. No. 271 - C. D. Anderson, 161 E. Live Oak Avenue 4. File a final map with the City Engineer. Pay $25.00 recreation fee. Construct the wall and place the required planting along the south line of Sandra Avenue and the south line of Lot 8, Tract No. 19707. Construct the gutter and pave the dedicated alley from Second Avenue to the west end of the dedication at the west line of Lot 5, Tract No. 12670. No. 270 - Kenneth C. West, 410 East Camino Real Avenue Motion by Councilman Balser, seconded by Councilman Phillips and carried unanimously that,Council accept the recommendation of the Planning Commission and deny without prejudice Lot Split No. 270. Councilman Balser added that he had been present at the Planning Commission meeting when this lot split had been discussed and that it was the opinion of the Planning Commission that applicant's proposed private street to provide access is not in the interest of good planning but that in time conditions may change to the extent that would justify the extension of the street. 1. 11-17-59 ~~p~ '. 'Relocate the garage on Lot 2. Dedicate a 5 foot planting and sidewalk easement along Camino Grove Avenue,. Dedicate a corner cut-off at the northeast corner of Encino Avenue and Camino Grove Avenue. Install all street improvements as required by the subdivision ordinance. Provide all necessary rear line utility easements. The school district shall dedicate the barrier at the end of Camino Grove Avenue for street purposes. The city shall dedicate the barrier at the end of Encino Avenue for street purposes. The city shall pay to the subdivider the appropriate amounts previously deposited with the city to apply on the opening of Camino Grove Avenue into Sixth Avenue. That the future street portion be either improved prior to acceptance of the final map or a deposit made with the City at that time to insure the completion of the improvement at the time the dedication is accepted. Said matter requiring a public hearing Councilman Camphouse moved that the hearing be scheduled for December 15, 1959 at 8:00 o'clock P.M. Councilman Phillips seconded the motion and it was carried unanimously. Mayor Reibold declared that since no action can be taken until time for appeal elapses (November 20, 1959), the zone variance request and/or special use permit of Sophia P. Said matter requiring a public hearing, Councilman Phillips moved that the hearing be scheduled for December 1, 1959 at 8:00 o'clock P.M. Motion seconded by Councilman Jacobi and carried unaninious ly. Planning Commission Resolution No. 354 recommending zoning to be made applicable in Annexation l7-A, south of Lemon Avenue. Said matter requiring a public hearing, Councilman Balser moved that the hearing be,' scheduled for December 15, 1959, at 8:00 o'clock P.M. Motion seconded by' Couocilman Phillips and carried unanimously. The City Clerk advised that two petitions, with'a total of 111 signatures had been received in connection with the matter of Planning Commission Resolution No. 355 recommending the reclassification of property bounded by Duarte Road, Lovell Avenue, Camino Real Avenue and Baldwin Avenue to Zones C-3 and D. said matter requiring a public hearing Councilman Jacobi moved that the hearing be scheduled for December 1, 1959 at 8:00 o'clock P.M. Motion seconded by Councilman Balser and carried unanimously. Planning Commission recommendation regarding increasing minimum size of lots in Zones R-O and R-l. A general discussion was held in this matter and it being the consensus of the Council that a public hearing would be advisable, Councilman Camphouse moved that a hearing be scheduled for January 19, 1959 at 8:00 o'clock P.M. Motion seconded by Councilman Balser and carried unanimously. Councilman Balser then moved that, the' proper notice to this effect be prepared by Staff and published. Councilman Camphouse seconded the motion and it was carried unanimously. The City Attorney presented for the second time, explained the content and read the title of Ordinance No. 1069, entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, PROHIBITING THE REMOVAL OF 'IDENTIFICATION DEVICES FROM BICYCLES REGISTERED WITH THE CITY OF ARCADIA, AND REPEALING ORDINANCES NOS. 479, 514, 839 AND 974 AND ANY OTHER ORDINANCES IN CONFLICT HEREWITH'. Via, et al Annexation No. 211 Annexation No. 212 Annexation No. 213 Annexation No. 2 Baldwin' Park El Monte El Monte El Monte Rosemead AUDIENCE PARTICIPATION I (Rubbish Mr. Walter Routery, 716 West Callita Street, addressed the counc~t ~n~ Collection) inquired as to the reason for the $2.50 rate charged in Arcadia for , once weekly removal of refuse, when the County, prior to the area's , annexation to Arcadia, had charged $1.75 for removing refuse twice weekly. Mayor Reibold stated that the $2.50 rate quoted by Mr. Routery is incorrect and suggested he contact the City Manager in order to resolve the matter. (Banquet) DOGS RUNNING AT LARGE RECREATION COMMISSION .(Dr. Holino) IllDEXED M7~ ADJOURNMENT Councilman Phillips reported on the progress of the plans for the proposed new City Library, stating in part that said plans'had been approved by the Library Board on November 14, 1959, and recommended for approval by the Council. The City Librarian then displayed and,explained a drawing of the plans. After general discussion and commendation by the Council of the work of the Building Committee and the effort made to include a finished community room and an 'unfinished expansion area, Co~ncilmari'Balser moved that the Council accept the recommendation of.She Library Board" approve the plans and estimates and authorize the architect 'to proceed with the final contract documents. Councilman Camphouse seconded the motion and it was carried on roll call vote as follows: I AYES: Councilmen Balser, camphouse, Jacobi, Phillips, Reibold NOES : None ABSENT: None ,. Motion by Councilman Camphouse, seconded by Councilman Jacobi and carried unanimously that Council grant permission to the First Avenue P.T.A. to sponsor two banquets, on~ at.the Arcadia High School Cafeteria and one at the Arcadia National 'Guard Armory, both on November 24, 1959, and that Section 18 of Ordinance No. 737 as amended by Ordinance No. 823 be waived. ' Councilman Camphouse handed the City Manager for his consideration'a clipping describing procedure ,adopted in another city regarding ,the problem of dogs running loose in the community wherein they photographed such strays. Mayor Reibold placed in nomination the name of Dr. Henry S. Molino, Assistant Superintendent of Educational Services of the Arcadia Unified School District, to serve as a member of the Recreation Commission, to fill the unexpired term (June 30, 1961) of Mr. Edgar C, Egly, whose resignation from' said Commission has been accepted by the Council with regret. Councilman Camphouse'added that contrary to usual procedure, no background history is necessary for Dr. Molino since he is well known in Arcadia, and that he seconded the nomination, which was carried unanimously.
