CITY COUNCIL OF THE CITY OF ARCADIA
'ADJOURNED REGULAR MEETING
AUGUST 13, 1957
Pursuant to the order of adjournment of the
regular meeting of the City Council of August 6,
1957, the City Council of the City of Arcadia met
in regular adjourned session in the Council Chamber
of the City Hall at 7:00 p.m., August 13, 1957.
ROLL CALL
PRESENT: Councilmen Jacobi, Phillips, Reibold and
Mayor Dennis

ABSENT: Councilman Camphouse
RESOLUTION The City Attorney presented, discussed and read the
No. 2916 title of Resolution No. 2916 entitled "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIF-
INDEXf'" ORNIA, REQUESTING REFERENDUM AMONG ELIGIBLE
EMPLOYEES OF THE CITY RELATIVE TO OASI CONVERSION,
SPECIFYING CLASSES OF POSITIONS TO BE EXCLUDED FROM
SUCH CONVERSION AND APPROVING REIMBURSEMENT TO THE
STATE OF COSTS INVOLVED."
Councilman Phillips moved that the reading of the
full body of Resolution No. 2916 be waived. Said
motion was seconded by Councilman Reibold and
carried on roll call vote as follows:
AYES: Councilmen Jacobi, Phillips, Reibold and
Dennis
NOES: None
ABSENT: Councilman Camphouse
Councilman Phillips moved that Resolution No. 2916
be adopted. Said motion was seconded by Council-
man Jacobi and carried on roll call vote as follows:

RESOLUTION The City Attorney presented, discussed and read the
No. 2918 title of Resolution No. 2918 entitled "RESOLUTION
OF INTENTION TO PROVIDE MODIFICATION OF BENEFITS
INDEXED UNDER STATE EMPLOYEES' RETIREI1ENT SYSTEM IN CON-
NECTION WITH COVERAGE UNDER FEDERAL OLD-AGE AND
SURVIVORS INSURANCE."
Upon questioning by the Councilmen, the City
Controller explained that the additional cost to
the City would be about $4800 a 'year, and
approximately $2400 for the balance of the 1957-58
fiscal year; that while the program would become
effective December 31, 1957, the OASI coverage
would be retroactive to' January 1, 1956; that there

would be no cash outlay for the period of January
1, 1956 to January 1, 1958, but the City's
contributions for that period would be charged
against SERS contributions already made; that the
City's contribution would raise in 1960 and 1965
with the change in rates for OASI.
Councilman Reibold moved that the reading of the
full body of Resolution No. 2918 be waived. Said
motion was seconded by Councilman Phillips and
carried on roll call vote as follows:

Councilman Reibold moved that Resolution No. 2918 be
adopted. Said motion was seconded by Councilman

The City Manager read a letter from the Director of
Public Works outlining a plan for the development
of Huntington Boulevard, from Holly to Michillinda,
as suggested by the Beautification Committee, and
displayed a diagram.
'Councilman Reibold moved that the City Engineer
be authorized to proceed with the development of
Huntington Boulevard from Holly to Michillinda
along the lines of the plan outlined in his letter
of August 7, 1957 with four lanes of traffic in
each direction, a parking lane on each side of the
street, and single and double turning lanes as
required. Said motion was seconded by Councilman
Phillips and carried on roll call vote as follows:

The City Manager read a letter from the Arcadia
Chamber of Commerce requesting support of their
civic celebration "Arcadia Days".
Councilman Phillips moved, that in line with the
request of the Arcadia Chamber of Commerce, dated
August 13, 1957, that the 1956-1957 sales tax
revenue of $430,746.48 be fixed as the basis for
the 3% allocation to the Chamber of Commerce for
advertising and promotion, and that the 1957-1958
budget be amended accordingly by increasing the
Chamber of Commerce allocation by the further sum,
of $922.00, and that the 1957-1958 budget be
further amended by increasing the Chamber of
Commerce allocation by the additional sum of
$1078.00, both sums to be taken from the Council
Contingency fund, and further that the sum of
$1078.00 be deducted from the 3% of the 1957-1958
sales tax revenues used as a guide in determin~ng
the Chamber of Commerce allocation for the next
fiscal budget.

WEST ARCADIA The City manager read a letter from the West
BUSINESS ((Arcadia Business Associ~ion inviting the members of
ASS I N Jh'~' " the City Council to ride in their "back to school"
INVITATION parade on August 31, 1957.

ADJOURNMENT Motion by Councilman Phillips, seconded by
Councilman Reibold and unanimously carried that
the meeting be adjourned.
