CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED. REGULAR MEETING
OCTOBER 22, 1957
Pursuant to the order of adjournment of the regular
meeting of the City Council of October 15, 1957, the
City Council of the City of Arcadia met in regular
adjourned session in the Council Chamber of the City
Hall at 7:00 p.m. October 22, 1957.

Councilmen Jacobi, Phillips and Camphouse
Mayor Dennis and Councilman Reibold
Recommendation of the City Manager Pro Tempore for
authorization to advertise for bids for improvement work
to be performed on Parking District No. 1 and Parking
District No.2, the expenditure for which is estimated at
$8,160.00, including 10% contingencies, for Parking
District No. 1 and $11,676.00, including 107. contingencies,
for Parking District No.2. The City Manager Pro Tempore
recommended that these amounts be advanced by the City
Council to parking District No. 1 and Parking District No.
2, the same to be recovered through the spread of the
assessments on the districts.
Councilman Camphouse moved that the recommendation of the
City Manager Pro Tempore, for authorization to advertise
for bids for improvement work to be performed on Parking
Districts No's 1 and 2 be approved and that the City Clerk
be authorized to advertise for bids for said work, said
bids to be opened November 4, 1957 at 11:00 a.m. in the
Council Chambers and acted upon the following night at the
regular Council Meeting. Councilman Jacobi seconded the
motion and it was carried unanimously.
The City Manager Pro Tempore read a letter from the Ar~adia
Unified School District, signed by William M. Staerke1,
Superintendent, requesting permission for P.T.A. members to
make a house to house survey of Arcadia residents in an
effort to secure an actual count of pre-school children;
such survey to be used in evaluating future school needs;
this project to commence the week of October 28, 1957 and
to continue for approximately two weeks.
Councilman Camphouse moved that the School Board be permitted
to conduct a house to house survey of the residents of
Arcadia by P.T.A. members to ascertain the number of pre-
school children; said program to commence approximately
October 28, 1957 and continue for approximately two weeks
thereafter; and that the City Manager Pro Tempore be
authorized to so advise said school board. Said motion was
seconded by Councilman Jacobi and carried unanimously.

ADJOURNMENT
Recommendation of the City Manager Pro Tempore that the
preliminary sketch of Burge & Roach, Architects, as
displayed by Mr. George Roach, for the beautification of
the north side of Colorado Boulevard, from Old Ranch Road
to Princeton Avenue, showing the elevations and types of
plants to be used, as worked out with the Arboretum, be
accepted as presented.
Councilman Jacobi moved that the preliminary sketch, as
submitted by the architects, Burge & Roach, covering the
beautification program for the north side of Colorado
Boulevard from Old Ranch Road to Princeton Avenue, be
approved and that plans and specifications for same be
submitted at the next regular meeting of the City Council
on November 5, 1957. Said motion was seconded by
Councilman Phillips and carried unanimously.

The City Attorney presented a copy of an order of the
Public Utilities Commission instituting an investigation
concerning grade crossings, and notifying all interested
cities to supply specified data within twenty days.
The City Engineer and the City Attorney then discussed the
contents of 1957 legislation which provides $5,000,000
a year assistance for grade separations, the setting up of
a priority list of aid projects, and the like.
It was the consensus that our most needed crossing, namely
Baldwin Avenue, would not qualify for assistance under the
Act; that Santa Anita or First Avenue might qualify at a
future date, but that the freeway alignment should first
be determined-; and that the unlikelihood of the City
qualifying for aid would not justify the expenditure
entailed in submitting the required information, particular-
ly since the City was in no position at this time to
participate in the cost of any such grade separation.
Motion by Councilman Camphouse, seconded by Councilman
Jacobi and carried unanimously that he meeting adjourn
to Tuesday, October 29, 1957 at 7
