ADJ OURNED REGULAR MEETING
JANUARY 28, 1958
Pursuant to the order of adjournment of the regular meeting of
the City Council of January 21, 1958, the City Council of the City
of Arcadia met in. regular adjourned session in the Council
Chamber of the City Hall at 7:30 P.M. January 28, 1958.

The applications for one additional cab license each for Red and
lVhite Cab Company and one for the San Gabriel Yellow Cab Company
had been taken under advisement at the regular meeting of January
21, 1958 pending the report of the City Manager as to the number
of cabs operating in Arcadia. At said meeting Mr. LeMoyne Bailey
of the Arcadia-Monrovia Valley Cab Company had objected to the
granting of additional licenses; his contention being that there
are a sufficient number of taxicabs operating in the City of
Arcadia at the present time to adequately meet its needs.
The City Manager reported that at the present time there are 30
taxicabs operating in the City of Arcadia of which the Arcadia-
Monrovia Valley Cab Company operates 22 cabs, including the four
approved at the January 21, 1958 Council meeting; Green and ~1hite
Cab Company of Los Angeles operates 1 cab; Red and White Cab
Company of South San Gabriel operates 2 cabs; and San Gabriel
Yellow Cab Company of San Gabriel operates 2 cabs. Also one
license each is held by Harry Erickson, Philip Hirschkoff and
Fred Murset, all of Los Angeles, who operate a limousine service
during the race track season.
The City Manager also reported that neighboring cities queried on
the matter had advised that they set no maximum on the number of
cabs licensed. One city reported that if an objection is filed
to an addition to number of cabs operating, the company objecting
must prove to the satisfaction of the City Council that there are
sufficient cabs to take care of the needs and that any additional
cabs licensed would work a hardship on existina cab companies.
Mr. John Popp, otvner of San Gabriel Yellow Cab Company, addressed
Council, stating that the reason for the request for a license
to operate one additional cab was more or less for the race track
season, but that he did transport school children, particularly
handicapped and blind school children; that the use of his cabs for
school children was annually a matter of being accepted on bid.
In answer to ~~yor Dennis' inquiry as to his percentage of business
during the racing season, ~~. Popp said he thouaht approximately
50%.
Mr. James Greer, owner of the Red and White Cab Company, addressed
Council, stating that his primary reason for requesting a license
for an additional cab was one of flexibility in order to have
another cab available to operate in Arcadia when his other
vehicles were in use, or unavailable.
A general discussion then ensued, at which time Councilmen
Camphouse, Phillips, Reibold and Mayor Dennis questioned Messrs.
Popp and Greer as to ,the number of trips made each day during

the racing season, and whether the granting of licenses for the
additional cabs would help in alleviating transportation problems,
etc. To these questions Messrs. Popp and Greer replied that calls
for transportation could be handled more quickly by the extra cabs
and the public would be served more expeditiously.
Whereupon Councilman Camphouse moved that Council grant the
request of the Red and White Cab Company and of the San Gabriel
Yellow Cab Company for a license to operate one additional cab
each for the year 1958. Councilman Reibold seconded the motion
and it was carried unanimously.
The City Manager read a request from Mr. Nate Margolin wherein he
withdrew the application made in the name of Ross Himes and June
Nancy Himes for a zone variance to permit the erection of an
apartment house at the northwest corner of Santa Anita Avenue and
Las Tunas Drive. Said zone variance had been recommended for
approval by the Planning Commission and there having been an appeal
registered thereon, a date for a public hearing had been set for
February 18, 1958.

The City Attorney advised that the City's ordinance makes no
provisions for the withdrawal of an application. He stated, however,
that Mr. Margolin is presently the true party in interest and it
would appear to be an idle gesture to continue with a hearing when
the interested person had asked to have it withdrawn.
Whereupon Councilman Phillips moved that the action of Council at
its prior meeting of January 21, 1958, fixing February 18, 1958
as the date of the hearing on the appeal of interested persons
from the recommendation of the Planning Commission concerning the
application of Ross and June Nancy Himes be rescinded, and that the
following minute resolution be adopted:
"RESOLVED, that whereas Nate Margolin, the true party in
interest, in the matter of the application of Ross and
June Nancy Himes, for a variance affecting the property
therein described, has requested that the application for
a variance theretofore filed be withdrat<n, that the
proceedings relative thereto be and the same are hereby
terminated."
Councilman Camphouse seconded the motion and it was carried
unanimously.
The City Attorney stated that he had recommended this adjourned
meeting be held in the event the Engineer's office reported the
advisability of withdrawing any special districts, which would
have had to be done by January 31, 1958; that investigation
revealed that the remaining special districts in Arcadia, other
than those established by the City, are technical only, involving
streets with no assessed valuation; and that accordingly there are
none to be withdrawn.

The City Attorney advised the Council that Officer Paul Harrington
was injured in an automobile accident on December 5, 1957, while
investigating a fallen tree limb in the street, when the other
party struck the patrol unit in the rear, causing $126.39 damage
to the City vehicle. Officer Harrington has recovered from his
injuries and the insurance company has offered to settle the case
for $575.00 for the personal injury and $126.39 for city property
damage. The City is entitled to the $126.39 property damage, and
$55.00 of the $575.00 for wages paid Officer Harrington while he
was away from work. Worlcrnen's Compensation is entitled to $95.00
for medical payments paid by the fund; this is in accordance with
provisions of the Labor Code. He then recommended that the Council
authorize the Mayor and City Clerk to execute releases in behalf
of the City upon a release form submitted by the insurance company
and approved by the City Attorney.

Councilman Reibold moved that the recommendation of the City
Attorney be accepted and that the Mayor and City Clerk be
authorized to sign the releases upon the terms outlined above.
Motion seconded by Councilman Camphouse and carried unanimously.
The City Attorney remarked that the City had received the
resolution of Monrovia consenting to the detachment of the
Wilderness Area, and that at the next regular meeting the
resolution setting the Hearing on the Annexation would be ready,
making the effective date around June 1st.
Mayor Dennis inquired of the City Engineer whether many people
had taken out plans on the Baldwin Avenue fire station, to which
the City Engineer replied that to date there had been five.
Mayor Dennis inquired if anyone in the audience desired to be
heard. There being no one, he called upon the individual council-
men for their comments:
Councilman Camphouse made a progress report regarding the Public
Library situation, to wit: that a letter had been received from
Dexter Jones, Chairman of the Library Committee, stating that
they were making progress; that the questionnaire sent to
representative cities regarding certain final phases of the
problem should be back by February 7th; that all preliminary work
as far as field investigation in Arcadia is concerned has been done;
that he had informed the Library Board that should the report be
received between scheduled library board meetings that a special
meeting be called. Also that Miss Clark stated that she had been
making considerable progress in trying to alleviate the problem
pertaining to the book situation for junior and senior high
students.
The City Attorney, in answer to the Mayor's query, advised that
the contract for the use of Arcadia water by the City of Sierra
Madre had been drawn and sent to Sierra Madre and should be
presented to the Council shortly.
The City Engineer advised that planting was progressing on Santa
Anita and Colorado; that the sprinkler system on Colorado was not
yet completed; that the sun dial (in answer to Councilman Reibold's
query) was expected this week.
Councilman Reibold mentioned that the committee to which he had
been assigned was meeting with the people who wanted to protest
Ordinance 990 on January 29th at 7:30 P.M. in the Council Chambers.
Councilman Camphouse commented that he thought the carrying of
identification cards by solicitors was being well received by the
public, particularly being tested that evening, it being the
Mothers' March for Polio.
Mayor Dennis commented that because there were no lights on the
barricades on Colorado Boulevard he had almost been part of a
six car accident. The City Manager stated that he would check on
the matter; however, that the race track people had agreed to buy
and install at key spots neon flashing lights; that the police
department and traffic men are determining the number necessary
and they will be installed shortly.
