CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
MAY 26, 1958
Pursuant to the order of adjournment of the regular meeting of
the City Council of May 20, 1958, the City Council of the City of
Arcadia met in regular adjourned session in the Council Chamber of
the City Hall at 7:00 P.M. May 26, 1958.

Upon advice from the City Attorney Councilman Reibold moved that
a hearing on the budget for the fiscal year 1958-59 be set for
June 17, 1958 at 8:00 o'clock P.M. and that the City Clerk be
instructed to give notice accordingly. Motion seconded by
Councilman Jacobi and carried unanimously.
The City Attorney presented, discussed and read for the second
time the title of Ordinance No. 1016, entitled: "AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, PROVIDING
FOR THE LICENSING OF DOGS AND FOR THE REGULATION AND IMPOUNDING
OF DOGS AND OTHER ANIMALS, AND REPEALING ORDINANCES NOS. 600,
662, 934 AND 957."
A general discussion ensued wherein it was determined that by
contracting with the County of Los Angeles to perform all
servLces necessary in connection with the licensing, regulation,
impounding, etc. of dogs and other animals a better service,
both health-wise and effiCiency-wise could be rendered the
residents of Arcadia.
Councilman Jacobi moved that the reading of the full body of
Ordinance No. 1016 be waived. Said motlon seconded by Councilman
Balser and carried on roll call vote as follows:

Motion by CouncLlman JacobL, seconded by CouncLlman Balser and
carrled on roll call vote as follows that OrdLnance No. 1016 be
adopted:

Councllman Camphouse then moved that the CouncLl authorLze the
City Manager to tender a notice of termination to the San Gabriel
Valley Humane Society of the contract between them and the City
of Arcadia covering their services to the City in connection with
the impounding of dogs and other animals. Said motion seconded
by Councilman Reibold and carried unanimously.
Councilman Balser moved that the Council authorize the Mayor and
City Clerk to execute a contract between the City and the
County of Los Angeles in form approved by the City Attorney;
said contract to become effective July 1, 1958 and to cover
largely the provisions contained in Ordinance No. 1016. Council-
man Jacobi seconded the motion and it was carried unanimously.

The City Attorney presented, discussed and read the title of
Ordinance No. 1017, entitled: "AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA, REPEALING SECTION 79 OF
ORDINANCE NO. 728."
He added that said ordinance provides for the removal of diagonal
parking on portions of First Avenue.
Councilman Reibold moved that the reading of the full body of
Ordinance No. 1017 be waived. Councilman Balser seconded the
motion and it was carried on roll call vote as follows:

The City Attorney presented, discussed and read the title of
Resolution No. 3021, entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING SECTION 2 OF RESO-
LUTION NO. 2821 AND SECTION 2 OF RESOLUTION NO. 2327; AND SECTION
3 OF RESOLUTION NO. 2898 AND CHANGING THE COMPENSATION OF THE
CITY MANAGER, THE DIRECTOR OF PUBLIC WORKS AND THE CITY ATTORNEY."
Said resolution changes the compensation of said City Manager,
Director of Public Works and City Attorney, effective June 1,
1958, as follows:

Motion was made by Councilman Jacobi, seconded by Councilman
Camphouse and carried on roll call vote as follows, that the

The City Attorney presented, discussed and read the title of
Resolution No. 3022, entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING SECTION 5(a) OF
RULE IX OF THE PERSONNEL RULES AND REGULATIONS OF THE CITY OF
ARCADIA AS ADOPTED BY RESOLUTION NO. 2769."
He explained that at the present time the City's personnel rules
regarding holidays, do not coincide precisely with the Government
Code in that respect, and that the adoption of the above resolution
by the Council would accomplish that purpose.
Councilman Camphouse moved that

Motion by Councilman Camphouse, seconded by Councilman Reibold
and carried on roll call vote as follows that Resolution No. 3022
be adopted.

Recommendation of the City Manager that permission be granted to
the American Legion, Arcadia Post No. 247, to sell fireworks and
conduct a fireworks display in the County Park, and that the
$1,500.00 license fee be waived in accordance with subsection (P)
of Section 16 of Ordinance No. 737 as amended by section 1 of
Ordinance 823.
The City Manager reported that all state and city regulations
have been met, and that a list of locations has been specified in
the application.
Motion was made by Councilman Reibold that the City Council accept
the recommendation of the City Manager and grant the request of
the American Legion, Arcadia Post No. 247, to sell fireworks;
that the $1,500.00 license fee be refunded to the applicant upon
the stipulation that a fireworks display be conducted in the
County Park on the night of July 4, 1958; and that Section 18,
Ordinance No. 737 as amended by Ordinance No. 823, be waived.

COMMUNICATIONS The City Manager read a letter from Mrs. Elman H. Johnson, 250 W.
Camino Real Avenue, complaining about the noise of the Good Humor
and Tropical ice cream trucks and also about the speed of motor
vehicles on Camino Real Avenue.

The City Manager also read a letter from Mr. E. H. Hunt, 324 W. Camino
Real Avenue, complaining of the speeding of automobiles on Camino Real
Avenue and suggesting a four-way stop on Camino Real Avenue and
Holly Avenue.
Councilman Balser moved that these letters be taken under advise-
ment and that the Council request the City Manager to submit a
report thereon. Councilman Jacobi seconded the motion and it was
carried unanimously.
The Director of Public Works informed the Council that he had
received a request from George Metz, doing business as George's
Red-E-Mix, a lessee of city owned property at 5441 North Peck
Road, El Monte, requesting permission to assign his lease with
the City of Arcadia to the Bielec Lumber Company, the same terms
and conditions to prevail.
Councilman Camphouse moved that the City Council authorize the
assignment of the lease as recommended by the Director of Public
Works and that the Mayor and City Clerk execute an assignment in
the form approved by the City Attorney. Councilman Reibold
seconded the motion and it was carried unanimously.
The City Engineer presented to the Council a sketch received from
the Division of Highways relative to a portion of the proposed
Foothill Freeway in the area of Pasadena, and stated that they had
requested a conference with a representative of the City of Arcadia
in order to discuss the matter.
Councilman Camphouse moved that the Council authorize the City
Engineer to represent the City in the requested conference with a

representative of the Division of Highways and to inform said
representative that the Council is satisfied with the sketch as
shown with the exception that they would appreciate it if the
route could stay north of Colorado Boulevard as it crosses
Michillinda going east. Said motion seconded by Councilman
Reibold and carried unanimously.
COMMUNICATIONS The City Clerk read a letter received from Mrs. Vera Strub,
widow of Charles Henry Strub, thanking the City for the letter of
condolence sent to her and their children.
The City Clerk read a letter received from the Methodist Hospital
of Southern California thanking the City for the sundial and
plaque presented to the Hospital by the City; said letter being
signed by Roland Maxwell on behalf of the Board of Trustees of
said hospital.
CONFERENCE
ATTENDANCE
Councilman Camphouse reported as follows on the conference he and
the Director of Public Works attended on Urban Renewal and
Redevelopment, sponsored by the California State Chamber of
Commerce League of California Cities on May 22, 1958 in San
Francisco. He further informed Council that Mr. Carozza would
prepare a detailed written report.

"The greatest misconception is the fact that the term "urban
renewal redevelopment" applies only to slum clearance. As we
think of the long range view of Arcadia, it occurs to me that we,
as a forward looking Council, can prevent any form of deterioration
in the community; that we are doing service and part of the
task for which we were put into office by the people.
"The greatest impact of this urban renewal program is that it is
basically a type of program that functions on a free enterprise
basis; this is something to be done by the people for the community
rather than the government to do for the people. The conference
was highlighted by competent officials discussing the various
phases. The outstanding aspect of the entire conference was the
'Jacksonville Story'; ;being elaborated upon by the showing of
pictures. This project is a tribute to American genius and
ability; the fact being stressed that any community can do what-
ever it desires if it is wanted badly enough.
"Much misconception about urban renewal and redevelopment is
being gendered by the objecting public and we meet much of this
when we attempt to make zone changes which would benefit the
community. The objectors think only of themselves. Relative to
the hearing to be held on the budget, the statement was made at
the conference that just economizing and cutting down the tax rate
is not enough - does not produce a healthy climate for any
community. People are inclined to misconceive the purpose and our
task when we work on the budget. California State Legislature
has provided this new type of amortization which is called tax
evaluation; where the facility produces a greater revenue to the
community extra revenue is used to amortize the cost of the
facility. As an example, the City of Jacksonville built a
tremendous 'gater bowl', a 12,000 sportorium (covered and closed);
cleaned up their entire water front area and have built a
$13,000.00 City Hall. They are now in the process of building a
tremendous auditorium. At one time they had the site all selected
and the land cleared on which to build the auditorium when someone
conceived the idea that the land would serve the community better
if it were used for private enterprise; the result being that the
Atlantic Coastline Railroad built their home offices on this
site - they are now receiving double benefit and they will soon
have their civic auditorium also, on another site.

Councilman Camphouse then suggested that Council schedule the first
meeting in the fall with the Planning Commission on a Saturday for
an all day meeting; that possibly meetings could be scheduled on
a quarterly basis; that both agencies could view the City and
perhaps make improvements by taking the closer look.
Councilman Camphouse further suggested that the Council meet with
the Recreation Commission at least twice a year, once in the fall
and again in the spring (before going into the next fiscal year);
perhaps carry out some of the matters discussed during the last
campaign which would be beneficial, and make provisions that
would eliminate any conflict of interests relative to the youth
programs.
Mayor Phillips expressed appreciation for the report and stated
that the suggestions would be kept in mind as they are very
worthwhile.
Councilman Camphouse moved that the meeting adjourn, which motion
was seconded by Councilman Jacobi and carried unanimously,
