Dr. Charles M. Olsen, Arcadia Presbyterian Church Betty Masten in memory of her husband, Chief Buck Masten of the El Monte Fire Department who was a resident of our City who passed away this week. PRESENT: ABSENT: Councilmembers Chandler, Harbicht, Lojeski, Young and Gilb None On MOTION by Councilmember Young, seconded by Councilmember Harbicht and CARRIED the Minutes of the Regular Meeting of AprilS, 1988 were APPROVED. It was MOVED by Councilmember Lojeski, seconded by Councilmember Young and CARRIED that Ordinances and Resolution be read by title only and that the reading in full be waived. ELECTION CERTIFICATION The City Clerk recited the results of the General Municipal Election held in the City on the 12th day of April, 1988 and declared the results indicating~he election of Charles E. Gilb, Mary B. Young and June D. Alford. The City Clerk presented and read the title of Resolution No. 5409, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON THE 12th DAY OF APRIL, 1988, DECLARING THE RESULT THEREOF PURSUANT TO THE PROVISIONS OF THE CITY CHARTER". It was MOVED by Councilmember Chandler, seconded by Councilmember Lojeski and CARRIED on roll call vote as follows that Resolution No. 5409 be and it is hereby ADOPTED. AYES: NOES: ABSENT: Councilmembers Chandler, Harbicht, Lojeski, Young and Gilb None None Judge S. Clark Moore, of the Santa Anita Court, then administered the Oath of Office to Charles E. Gilb, Mary B. Young and June D. Alford and Certificates of Election were presented to the new Councilmembers and new City Clerk. The newly elected Councilmembers and City Clerk then assumed official positions at the Council Table and Clerk's Table. 4/19/88 -1- o 30:0082 PRESENTATIONS TO OUTGOING MAYOR GILB Mayor Pro Tempore Harbicht presented Mayor Gilb with a plaque in honor of his tenure as Mayor, with appreciation from the Members of the City Council and City Clerk for his efforts and accomplishments, and in appreciation of his dedicated service to the community in a leadership roll. GILB "Now it becomes time on the agenda for the outgoing Mayor to make some remarks. First, it would give me a great deal of honor to intro- duce my wife, Ruth and my daughter, Valerie. My son is in Albuquerque tonight and my daughter, Denice is in Minneapolis. Tonight I close out my year as Mayor. It has been extremely interesting. I wish to thank my family and I would also like to thank my fellow Council people who have served this year with me as Mayor. I appreciate the honor. I am sitting here thinking this is the beginning of thirteen years on the Council. I can hardly believe it has been this long. Many of you in the City have started out when I started out in the old Council chambers and many things have happened to the community in that time. I am espe- cially grateful to the staff of the City who have worked so hard in your behalf and of all of the work and meetings that have been put in by all the various committees, the boards and the commissions ...'without them the City would not function quite so well. I have said also at many of my various functions that I think the City of Arcadia is grateful and most pleased to have so many organizations that dedicate themselves to improving this community; no matter what they are, they certainly do a fine job. This past year we have had many things come up and many things have been carried on ... the redevelopment, the beginning of the Senior Citizens' Center and some of the other projects. I don't want to mention them all because many of those were started in other terms and the redevelopment was really started fourteen years ago, if I re- call right, when I first came on the Council and then it went back and then we got going again and now it is really moving and I think it is going to be a great credit and I think that the Council has shown in its efforts that they certainly support all of the things that the community does. It is interesting all of the calls we get from the citizens in this community and how we each try to go out and chase down the problem or the trouble to see if we can correct it in any way. I have enjoyed my twelve years on the Council and I hope that I will do the next four years with the same enthusiasm. As I told somebody, I was forty-nine years old when I started this job and now I am sixty-three and I have to tell you, you slow down just a hair but I want to tell you that this is a fantastic community. The citizens of this community are so outstand- ing that if you just go and compare it to other communities, you just have no idea if you really know how it all functions. Before I close I would like to mention our outgoing City Clerk, Christine. We have sort of been together for a long time and she has been together with all of us for a long time here and this is really her evening and this will be her last night. She has been here thirty-two years and some of you in the room weren't even born when Christine came to work here thirty-two years ago, but she has been an outstanding member of our staff. She is an outstanding citizen of this community. She is a trememdously loved woman in this community and in all the other commu- nities and tremendously respected. Tonight I told her I did not know I 4/19/88 -2- 30:0083 I "who was going to get through this -- her or me, but it is very difficult because when you are as close to somebody as Chris as we are in the City and many of you in the community and we will show our affection for her on April 28 at our reception from 5 to 8 and we hope that you will all be able to come down to the Arcadia House that evening to bid her thanks for all that she has done. She is an outstanding servant of the community and we are certainly going to miss her. I want to welcome June Alford who is our new City Clerk and I am sure that she will do a fine job. She is a very enthusiastic person and certainly that is what this job takes. Christine Van Maanen ... we are going to hate to see her go and, gosh, it is going to be hard to say 'May we have another roll call, Madam City Clerk' and it isn't going to be Chris. Anyway I want to thank you all for the honor of serving on your City Council and thank the Council for choosing me as the Mayor and thank all the previous Councils that I have served with and all of our staff and all of you, the citizens. Thank you very much." PRESENTATIONS TO OUTGOING CITY CLERK CHRISTINE VAN MAANEN Mayor Gilb presented Outgoing City Clerk Christine Van Maanen with a plaque in honor of her tenure as City Clerk and in appreciation for thirty-eight years of dedicated service to the City and signed by Members of the City Council... Carlton Roberts presented portrait of Christine Van Maanen Jim Bryant for the Arcadia Unified School District Joe Ciraulo for the Chamber of Commerce Joe Sargis for Arcadians for Arcadia REMARKS BY OUTGOING CITY CLERK CHRISTINE VAN MAANEN I "If I don't lose my composure, I would like to say a few things, please. You know that's what you get by being emotional and when something means so much to you when something like this arises, you don't think the day will ever come. It's come and I must try to end it with dignity and I made a few notes and if my eyes will clear up, I will read them. First of all, of course ... your heart gets so full, it is difficult, anyway, f want to express tremendous congratulations to each and everyone of you and to all of the presenters and I will cherish them in my rocking chair stage and, speaking of rocking chair days, I had a telephone call recently... perhaps I have stayed too long ... I was reminded that I have stayed too long at the fair. You know, that is rather hard to take but I did. I started my career with the City, as you know, in 1950 and when one assumes responsibility for the functions of such an office, you commit yourself to service and that is what I have really tried to do. I tried to provide service. The adjustment period, I know is going to hit me ... as a matter of fact it has already started. I will now get acquainted with my home that I have maintained these years. Actually, the City Hall has been my home, more than my own home, so I am going to try to get that place in order if I can. I have a sign on my desk ... for several weeks ... that says 'There is life after City Hall' and I 4/19/88 -3- ~s~ 30:0084 "am trying very hard to live that. There is so much I could say, but I know we have an agenda to abide by and a new City Clerk to take over. And I know our presiding officer is one who likes to get the show on the road, as he says. I just would like to thank each and everyone of you for all your help in making my leaving ()ffice easy., I want to thank the City Manager also for the memories. To the new City Clerk, I stand willing and able to help you in any way I can. Feel free to call me. I will do anything I can. I don't want to be in your way. I just want to help if you need it. I would also like to say that it is gratifying, I think, to the Manager, I am not sure, the wheels are already in progress to install a new legislative history system in my office. This is long overdue and during the ,campaign you heard it referred to. Yes, that was installed in 1956 ... it is a Remington Rand I system and has been great ... still workable but obsolete. Now with the computer age, it should have its place, too, in the sun like all the other departments in City Hall. So I am grateful to hear that. I will now become a voter and a taxpayer and I will increase my volunteer services to the Arboretum, Rescue Mission and believe it or not, I have just been called for jury duty and so I shall be busy. Thank you all and goodbye." Christine Van Maanen then presented the Mayor and Council with a set of pictures that had been in the City Clerk's office of all the Mayors of Arcadia from 1903 to date. REORGANIZATION OF THE CITY COUNCIL FOR 1988-89 City Clerk June Alford declared the office of Mayor vacant and called for nominations for that office. Councilmember Gilb nominated Mayor Pro Tempore Harbicht as Mayor of the City of Arcadia for the ensuing year. This was seconded by Councilmember Chandler. No other nomina- tions were made and the nominations were closed. It was MOVED by Councilmember Lojeski, seconded by Councilmember Young that a un- animous ballot be cast that Mayor Pro Tempore Harbicht be Mayor for the ensuing year. Mayor Harbicht assumed his place at the Council Table and called for nominations for the Office of Mayor Pro Tempore. Mayor Harbicht nominated Councilmember Chandler as Mayor Pro Tempore for the ensuing year. This was seconded by Councilmember Gilb. No other nominations were made and the nominations were closed. It was MOVED by Councilmember Young, seconded by Councilmember Gilb that a unanimous ballot be cast that Councilmember Chandler be Mayor Pro Tempore for the ensuing year. REMARKS AND INTRODUCTIONS BY MAYOR HARBICHT "I would like to start out by introducing some special people this evening. First, I would like to start with the most special person and that is my wife, Patsy. I would also like to introduce my children: my son, Rob who is a recent graduate from USC and my daughter, Jill who is one month away from graduating from Pitzer College in Claremont. I I would also like to introduce my mother and father, Dale and Bob Harbicht and my mother and father-in-law, May and Fritz Barlow. My brother, John . couldn't be here this evening -- he has an emergency golf game earlier this evening, but his wife, Carrie and my niece and nephew, Jan and Matthew Harbicht are here. I am excited this evening and I am excited and honored by the opportunity to serve as Mayor and excited about where we are going in this City and I certainly appreciate the confidence of my fellow Councilmen. I would like to say that I am absolutely de- lighted at the re-election of Charles and Mary. We have an excellent team here and there is work yet to be done and I am very, very pleased that the team is intact to continue on. I have found in the past two years on the City Council that while we may have disagreements from time to time on one issue or another which is, I think, healthy, every Member of this Council is dedicated to making Arcadia a better place to raise our families and live our lives. We've made some great strides in the recent past and continue along that path ... examples would be the redevelopment on East Huntington Drive. We had the ground breaking on the North side of Huntington today for the Emkay Project. The North 4/19/88 -4- 30:0085 I and South side projects total better than fifty million dollars in neW investment in the City of Arcadia. That is something that we can all be proud of. We have taken an area of our community which was really kind of a shame of our community and made it another area to be the pride of Arcadia. We are in the process of recognizing the special needs of a segment of our community and moving forward on the Senior Citizens' Center and I hope to have this well under way before I leave this chair and I know the Council shares that feeling. I am particularly proud of our City staff including the Police, the Fire, the Public Works, the City Hall Staff. We really do have an outstanding staff in this City and I think the quality of the services that are offered is the result of that. I think George Watts does an outstand- ing job as our City Manager and a great deal of the credit for the job that he does goes to the staff that he has put together. Officials often take office with grandiose plans for revolutionary changes that they want to make. This is not the case here ... Arcadia does not need them. My goal is to continue to guide Arcadia along the course that has been set by so manY,mayors and so many councils in the past. We have really a great community and with the help of all the people I've mentioned and all of the citizens of our community, we will keep it that way. Thank you." REMARKS AND INTRODUCTIONS BY MAYOR PRO TEMPORE ROGER CHANDLER "I would like to start by introducing my wife, Jane. We did not bring a big rooting section. Our oldest son, Greg, is in a class at PCC and the youngest son, Jeff, is at guitar lessons. I would like to thank them for thinking about us anyway. I would like to' thank the fellow Council- members and staff for, I think, what has been a terrific two year experi- ence so far for me. The terrific part is the fact that we indeed have been able to accomplish things and really that is what it's all about and accomplish things without a great deal of turmoil which is, I think, too common in many communities -- backbiting and what have you starts and progress stops. This group here for the past two years, with the leadership of George Watts and his department heads, really have accomplished a great deal without that type of turmoil, so I am really tickled to be a part of that and look forward to at least another two years. Once again, I am really pleased and I hope that everybody in town recognizes tlat on the North side of Huntington Drive just about as you get into Monrovia we are starting to blossom out of the ground and will no longer have to play second fiddle to their redevelopment program. I think that in the years to come this team here will continue to make that even more successful. So, thank you.1t REMARKS AND INTRODUCTIONS BY COUNCILMEMBER DENNIS A. LOJESKI I "It is a great honor that I am able to introduce my family this evening -- my wife, Janet; my son, Brian; my daughter ... today is her fourteenth birthday... Michelle. Also, my father, Mr. Edward Lojeski. I am kind of the old Councilman here who is coming into the home stretch. This, the beginning of my seventh year ... two more years to go ... that last furlong or something like that. I, too, am proud and pleased with the accomplishments not that myself or Council- man Gilb or Councilwoman Young or any of us who have sat up here have individually done. Everything that has been accomplished has always been a team effort. Sometimes the team pulls with a slim margin; some- times they pull with a terrific margin. But it has been a real plea- sure. I have to tell all of the citizens of Arcadia that I have served for the past six years that I am looking forward to a very active, very good continuation of the next two years. I would like to congratulate our new City Clerk, June Alford. June ran, in my opinion, probably one of the most professional, finest campaigns. If I ever run for anything in this area again, I am certainly going to ask June to help me out. She did a terrific job. Congratulations again, Mary; welcome back to the Council. You did not stay away very long. Charles, you did not stay away very long. Congratulations to both of you. Our new Mayor, Bob, congrat- ulations. Roger, you have got some excitement ahead of you as you become Mayor Pro Tem and congratulations. As kind of a last note I 'would person- ally like to make my remarks to our outgoing City Clerk. I sat down and attempted to put a few words down and just as has been said by the 4/19/88 -5- 30:0086 "presenters, as Christine herself said, it is very difficult many times to put things into words, but I would personally like to give my thank you, my congratulations. It's been an honor to serve with her. And Christine, I certainly appreciate the guidance and everything you have done for all of the citizens of the City of Arcadia and I think I speak for the entire Council. Thank you very much." REMARKS AND INTRODUCTIONS BY COUNCILMEMBER MARY B. ' YOUNG "Good evening everyone. I am almost speechless, too, like Christine because it is such a thrill to have the confidence of the citizens behind you. I have enjoyed the last four years extremely. I have enjoyed work- I ing with this Council and I have had many people in town ask me, 'How is it working with all those men'. Well, it has been a true pleasure and I have enjoyed it and I have deeply appreciated the fact that we have been able to accomplish a great deal. The other Councilmembers have itemized those big accomplishments and they are big accomplishments for our little City. We have a wonderful City and I am probably one of the best P. R. people for it. I certainly want to thank all of the citizens who have supported me and I truly appreciate the vote of confidence. I will assure you that I will work my hardest to do the best I can for the next four years. Before I finish, I would like to introduce my husband, Dick, who is standing at the back. He has been very supportive and I guess:when.a,woman'is',on the Council that means a tremendous amount because it could not have been done otherwise. Right next to him is son number two, Bob Young, and my daughter and her husband, Carolyn and Howard Giffis .,. I think they took the noises you heard out ... Forrest, age 3, looks like Hopalong Cassidy tonight, and Elliot, age 2. Thank you." REMARKS AND INTRODUCTIONS BY CITY CLERK JUNE ALFORD "Ever since I was a youngster, I have heard the words "campaign trail" and I surely have come to know what those words mean. It was a long trail, and when the day of election arrived I was so glad to have this happen and that it would be decided, and we would all know, and we could all get back to the business of the day. Campaigning was surely an experience I will not soon forget. I gained a whole new concept of what it means in the life of a candidate. The name recognition that you must get before the public; your purpose; the who of who you are. Now that it is over I can see the benefits and as City Clerk I am sure that I will be able to take advantage of these benefits because I surely understand what a person goes through when they take out their papers and they must go through the cam- paign cycle. And I know this will be a very great benefit in future elec- tions. As to my own campaign, no one worked harder and no one was more dedicated and energized and enjoyed campaigning more than my campaign manager ... the drive and hard work are so typical of him and of his approach to getting a job accomplished and he made friends allover the City. I am referring to my husband and my partner for life ... and I would like to introduce him at this time. His name is Earle Alford. He really worked hard. I appreciated Councilman Lojeski's remarks about my own involve- I ment in our campaign, but I must say that my husband worked harder than anyone. At the same time our son, Joshua was very much involved ... he , is twelve and he and his friends campaigned door to door and they did signs ... they did everything. I would like you to meet my son, Joshua. We also have our three daughters here this evening and I would like my daughter, Lisa, and her husband, Fred Leach to stand so we can recognize them. I want to thank both of them for their involvement in our campaign. My daughter, Diane and our grandchildren, Leah and Joel, are also here tonight. One more daughter .,. our daughter, Marta; she was a great help in our campaign. My sister also, I thought would be here tonight, but I don't know if she is here ... LaVerne Springer. I don't know what happened. Anyway, she was a great help to us. She was very much involved and thrilled in the whole process. In any campaign there are, of course, many others who are involved and they take their time and their effort on behalf of the campaign and the canddiate, and I am deeply appreciative of all those who helped in so many different ways. MINUTE APPROVAL (Apr. 5, 1988) (APPROVED) 30:0087 "each one individually by having them stand, but I would like to thank some of those who are here in the audience this evening who were so great in their support of my campaign and in their help: Tom Cherry is one of them; I thank Tom; I thank Chuck and JoAnne Hayes for all their help ... I really appreciate it; my thanks also go to Vicki.and'Frank Ferris .., they have just been great and I have appreciated them; and Kaelene and John Peterson ... I don't know whether they are actually here, but they were a great help ... they are a lovely young couple who are new in the community and they want to be involved and they certainly were in my campaign. I would like to thank Ron and Sandy Lug. Ron was my treasurer and they did a great job. My thanks also to Irene Wilbur for all her help '" I really appreciate you, Irene. I thank you also Francine and Bob Cothren. Francine went door-to-door ... a really sweet girl and they did a bang-up job. Joy Serafian ... I don't know whether Joy is in the audience tonight ... Joy is a talented writer. She has a lot of savy in campaigning and she is related to the Deukmejians so she comes by it easily and naturally. I also would like to thank Al and Hilda Aponno for their help and love. I really appreciate them. To those I have just mentioned and to the many who were very encouraging, I just wish to say 'thank you'. My remarks and acknowledgements this evening would not be complete without a very special 'thank you' to Arcadia City Clerk, Christine Van Maanen. Thank you, Christine, for the example you set by your diligent devotion to the work and to the City, especially your caring about the people of Arcadia. You really care. I believe God has a plan and a purpose for each of our lives and I expect a fresh new door of oppotunity to open for you where your talents and energy will be utilized. I believe it to be so. There is more to come and it is good. We have had some happy times together and I will miss those special times. I would like to close my thoughts this evening with this: my love for this City goes back further than the almost fifteen years that we have lived here. I feel I am so blessed and priviledged to be a part of this City government. I look forward to working with the Council and our fine, dedicated staff and I believe that it is all for the good of the public interest. To this end, I wish to dedicate my service as City Clerk of the City of Arcadia. Thank you." AUDIENCE PARTICIPATION Johanna Hofer, 875 Monte Verde Drive stated, in part, that she wished to know if all the Councilmembers had read the article in the Sunday, April 17, 1988 issue of the ARCADIA TRIBUNE, entitled: "Hofer requests recount in precinct". She also inquired if the Arcadia City Attorney, Michael Miller, speaks for the entire City Council in this matter. Councilmember Lojeski interjected that he resented a citizen making insinuating remarks about a member of the City staff. He did not want'. to hear a rehash of the election campaign and an irresponsible recounting of votes. Mayor Harbicht stated that this is the time for citizens to address the Council I not for the Council to address the citizens. Mrs. Hofer reiterated her questions. Council did not reply. Mrs. Hofer said she wanted them to know that she was not game playing; she is dead serious. She stated that she had given information to the editor of the TRIBUNE regarding the April ' 13, 1982 election and why she had taken the issue of the randomized alphabet for that election into small claims court for a decision. She is waiting for a retraction and an apology otherwise she will get legal counsel. She also inquired if the City should want a recall election within the next two year period, what would the number of votes required be? The City Clerk said she did not have that information at the moment but would obtain it for Mrs. Hofer. Mrs. Hofer then inquired about two petitions she had presented at the previous Council meeting. Council has taken no action to date. She referred to the Brown and Caldwell contract for engineering services, in particular the schedule of billing rates in Exhibit D and suggested that the contract not be acted upon hastily. She was happy to learn that the new City Clerk believes in keeping this position an elective one. Assembly Bill 2700 is in the Senate Judiciary; no hearing date has been set. She would hope that Council would pass an ordinance similar to one passed by the County Supervisors. This has to do with the control of ingredients of dangerous substances. The City Attorney had stated during the March 15, 1988 Council meeting that if this matter be- came a State law, any City law passed would be superceded in'any event. She also stated for the record that personnel in the executive offices of the Board of Supervisomhad stated that as many as three letters had been sent to the City in the past month ... she guessed our City has a problem with important mail reaching City Hall. Jim Bryant, 1405 South Fifth Avenue, on behalf of the School Board and the student population .,. welcome to the newly elected officials and the new Mayor and Mayor Pro Tern. He looks forward to another cooperative session. 6. It was MOVED by Councilmember Chandler, seconded by Councilmember Gilb and CARRIED on roll call vote as follows that Resolution No. 5410 be and it is hereby ADOPTED. He WOUldt like to see the street repaired so people can drive on it in a safe fashio We have had.co~tacts with Sierra Madre and the County. Stated that, he ,;had a meeting scheduled with Supervisor Antonovich in about a ~e~k ~~d a-half specifically to discuss Orange Grove Avenue. Re. liaison apppintments, there should be a delegate named to the San Gabriel Valley Association of Cities. Said she~4ad beeg attending the meetings and that Committee (Waste Committee) is coming to an end. She is attending a dinner next week and hopefully will come back with a report. Stated ,that Councilmember Young was the delegate and he was the alternate on that parti~ul~r one. Had a their them. communication from Arcadia National Little League which is having 35th reunion April 30. He will be out of town and has informed Perhaps some other Councilmember could attend. Said he belonged to that Little League and he would try to attend it. Re. assignments, she noted that she had been assigned to the Library Board. That meets one hour ahead of the San Gabriel Valley Association of Cities and both on Thursday. It will be worked out after he has had an opportunity to look at the assignments. "I would like to adjourn the meeting in memory of Fred Brandt. Fred was 67 years old and he passed away April 6. He suffered a massive heart attack at O'Hare Field in Chicago and died at that facility. He was born November 29 in Cleveland and he lived most of his life in Shaker Heights, Ohio. He was in World War II; he was a member of the cavalry; he has lived in the City of Arcadia since 1984 and he was National Sales I Manager for National Directory of Morticians. He is survived by his sons and his wife, all of New Jersey. He was very active in the Disaster Action Team of the Arcadia Chapter of the American Red Cross, the Arcadia Rotary Club, Arcadia Chapter of the Tournament of Roses and the Arcadia Senior Men's Club and the American Legion. He was at one time Commander of the Shaker Heights Post of the American Legion. I would like to close the meeting in Memory of Mr. Fred S. Brandt." 4/19/88 -10- GUB (Memory of Charles Masten) I ADJOURNMENT (May 3, 1988) ATTEST: 30:0091 "Also at the same time, I would like to close the meeting in memory of a very distinguished citizen who passed away this past week ...Charles "Buck" Masten. Buck was the Chief of the El Monte Fire Department, but he lived in the City of Arcadia. He was born in Anaconda, Montana, and he received a football scholarship to Montana State University where he played linebacker and graduated from there with a Bachelor's Degree in Health and Physical Education. He went on to earn a Master's Degree in Public Administration. Buck was a decorated World War II veteran and he came to El Monte as the Chief in 1972. He was a long time resident of Arcadia. He could be described as friendly, warm and caring. More than that, though, at the service that was held for Buck recently, the Fire people turned out and all of his friends. It was a massive turnout of respect for a very fine gentleman. Buck Masten was one of the few people in the community that was always there when you needed him and he was a great credit to our community. He was a fine citizen; he is going to be missed. He died way too young. He is survived by his wife of 37 years, Betty and three children. The 'large service turnout was a great credit to the way that he was thought of in this community and he is going to be missed sorely and I would like to close the meeting tonight in memory of Charles "Buck" Masten.
