Councilmember Lojeski inquired about Item 5(c) on the Consent Calendar with
regard to why the bid requests included construction of an irrigation
system, control or electrical service, earth fill, trees and maintenance,
when the low bidder, Sully Miller Contracting Company, does not ordinarily
contract for these types of work. Staff replied that Sully Miller was
basically a public works contractor and he was undoubtedly subcontracting
the jobs in question. Since funding is from Community Development Block
Grant funds, it would be difficult to find a landscaping contractor who
would want to do it.
