ADJOURNED REGULAR MEETING
SEPTEMBER 21. 1988
The City Council and the Arcadia Redevelopment Agency met in an adjourned
session at 7:00 p. m.. September 21. 1988 in the Arcadia City Hall Conference
Room.

On MOTION by Councilmember Lojeski. seconded by Councilmember Chandler
and CARRIED. Councilmembers Gilb and Young were EXCUSED.
JIM MERRITT~The City Manager noted the passing away of Jim Merritt at 55 years of age
and suggested the adjournment in his memory wait until the first meeting
in October when Councilmember Gilb will be in attendance.

V Item 9a on the regular agenda will be continued to October 4 in compliance
with a PERS requirement that there must be a 20 day period between the
introduction of the ordinance and its adoption.
vi When speaking with Jim McCrea recently at a San Gabriel Valley Manager's
Meeting. the City Manager was informed that word had been received from
the office of Supervisor Antonivich that the County has finished the pre-
liminary engineering for Orange Grove Avenue. Staff will follow up on
this information.
vi For clarification of some points in the report submitted by staff to the
Council in connection with the proposals from the refuse collection con-
tractors. staff has prepared an additional report. This will be available
to Council later this week.
Council suggested a clarification be made to the applicant of the voting
requirements with respect to approval of this appeal since only three members
of the Council are present. The City Attorney responded that a majority of
a quorum would be sufficient for passage. The City Attorney also stated
that an announcement to this effect would be in order.
vi Mayor Harbicht directed questions t~ Police Chief Johnson in connection
with narcotic and alcohol activity on school campuses and with underage
children. Chief Johnson explained the undercover program. Mayor Harbicht
expressed his support of the program. commenting that the abuse of alcohol
is a serious problem and whatever the City can do to make alcohol less
available is a good thing. A brief discussion of other activity on the
monthly Police Department report followed.
INTERTRACK vlit was noted that the City netted over $200.000 from the Del Mar season.
WAGERING The attendance was down at Del Mar but the handle was still there. So
far no information has surfaced in connection with other inter track wager-
ing at Santa Anita during the Bay Meadows meet or others. Hollywood Park
was briefly discussed with staff noting that it would be a problem for
Hollywood Park to take off tract bets for Bay Meadows. for example. if they
were open at the same time.

vi In reference to a news article about the City of Walnut trash recycling
program, Mayor Harbicht noted the problems they have been having with
scavengers going ahead of the trash trucks and picking up the recyclable
items before the arrival of the truck. He commented that perhaps the
scavengers are not doing such a bad thing -- although it may be a little
disorderly. Staff commented that cities have always prohibited this activity
even before recycling, because scavengers get into the other trash also ...
not just the recyclable trash.
