PRESENT: ABSENT: Councilmembers Chandler, Gilb, Lojeski, Young and Rarbicht None Staff recommended scheduling Consent Item 6a on the regular agenda for public hearing on November 1, 1988, and Item 6b for public hearing on November 15, 1988. Item 8d on the regular agenda - Resolution No. 5451 will be continued to November 1, 1988. A memo was received from Fire Chief Jerry Gardner concerning a request for a fireworks display at the Arcadia Righ School Romecoming Game. The request was received too late to be placed on the regular agenda. The City Attorney suggested an announcement be made to the effect that this item can be considered under .the Brown Act based on the fact that the material was not received until after the agenda. was prepared. This will be considered under Agenda Item 9 - Matters from Staff. Other communications given to Council this evening included a letter from the East Valleys Organization requesting their spokesperson be given an opportunity to address the City Council during Public Rearing No. 1 - DEIR for an inert landfill. Also a letter was received from a Ms. Connie Keenan along with a videotape in connection with the proposed BKK Land- fill Operation on Lower Azusa Road. The City Manager reported the Code Enforcement Officer was checking into the situation at the "Pumpkin Patch" at the corner of Santa Anita and Foothill... referring to the streamers, banners, lights and t~ pumpkin face ball hanging out over the sidewalk. Councilmember Lojeski noted that'the new Senior Citizen Commissioner was included in the roll call for the October 6 Commission meeting and he had not yet been administered the Oath of Office. This is not proper procedure. Police Chief Johnson announced there have been several promotions in the Department the last two weeks. Two promotions to the position of lieutenant and seven as sergeants. Re then introduced Lt. Ed Winter and Lt. Jim Murray. Congratulations were expressed by Council and the Mayor to the new lieuten- ants. The City ~'nager requested a CLOSED SESSION after the Adjourned Regular Meeting this evening. At 7:12 p. m.
