I ROLL CALL PRESENT: ABSENT: Councilmembers Chandler, Gilb, Lojeski, Young and Harbicht None ~\<3 ~ \ The City Manager introduced Mr. Tony Anthony of the architectural firm of Anthony and Langford who have been retained to design the Arcadia Senior Citizen Center to be located at the former County Park Rose Garden site. Staff has reviewed the plans with Mr. Anthony and are requesting direction from Council. Mr. Anthony presented the preliminary plans to Council and proceeded to point out and explain in detail the purpose and function of the various areas of the proposed buildings, parking areas, driveway entrances and exits, and food service. There was some concern expressed by Council in connection with the entrance on Campus Drive and exit on Huntington ... would this be used as a short-cut? It was noted that all traffic would have to pass under the porte cochere and the driveway will not appear to be a roadway. Also a different paving will be used in that area. The area is designed to accommodate large busses.. a convenient turn around is required. A "No Through Traffic" sign can be enforced and speed bumps Can be installed. The traffic pattern was thoroughly discussed with explanations by the architect. With reference to the office area on the site, the City Manager explained that the entire Recreation and Senior Citizen staff would be housed there. In response to a question from the Mayor, Mr. Anthony replied that the preliminary cost estimate for site preparation and construction is at three (3) million. With the 10% contingency, fees, survey, tests and inspections the final figure will be about 3.5 million... this does not include furnishings. Further discussion ensued with additional questions from Council; ideas and suggestions were expressed and noted by the architect. ADJOURNMENT The Special Meeting adjourned at 7:07 p.m. to the Adjourned Regular Meeting of November 1, 1988 of the City Council and the Arcadia Redevelopment Agency. I //~~ R. C.
