November 1. 1988 in the Arcadia City Hall Conference Room. PRESENT: ABSENT: Councilmembers Chandler. Gilb. Lojeski. Young and Harbicht None It was reported by the City Manager that the Arcadia Methodist Hospital has announced that they are closing the Trauma Center. Communication was received from Claire Arth offering to prune and tidy-up the rose bushes at the former County Rose Garden site. An inquiry was also received from Lana Grafius of the Arcadia School' District who would like to make the on-going care of the roses a project for her Special Education class. Word was also sent that Terri Weeks. gardening class teacher at Arcadia High School. has volunteered her class to remove all the roses during the construc- tion of the Senior Citizen Center; replant or pot them until the City is ready to replant them. In the ensuing discussion Council decided to accept Mrs. Arth's offer to begin pruning and cleaning up and Terri Weeks' gardening class will remove them when they are ready; care for the roses; and replant them later. Consent Item 8a on the Regular Agenda set for public hearing on November 15. 1988. The City Manager requested a Closed Session after the Adjourned Meeting this evening. Councilmember Gilb reported he had received two calls in connection with Item 8j on the Regular Agenda.. both callers thought the City should use a U.S. bank for the banking services agreement. Council discussed the City agreement with the Los Angeles County Animal Control Shelter and the conditions at the local shelter. Staff will contact the Pasadena Humane Society to inquire if they now have space for Arcadia and come back to Council with the answer for discussion. It Was noted by Mayor Harbicht that the receipts from the Oak Tree meet are down 11%. In the discussion the question was raised that this could possibly be a result of the off-track betting in other areas. Off-track betting is off 15% from its highest level when it began at Santa Anita. The lottery is making a difference also. Staff will watch the situation and see what Can be done if it con- tinues. Councilmember Gilb commented that the Tucker Bill set the percentage and maybe it's time the City tried to get another 1/2%. He will not be leaving until the end of December or possibly early January. Council will take action on his replace- ment at a later date.
