The City Council and the Arcadia Redevelopment Agency met in a
regular session at 7:40 p. m., November 15, 1988 in the Arcadia City
Hall Council Chamber.

On MOTION by Councilmember Young, seconded by Councilmember Gilb and
CARRIED, the Minutes of the Special, Adjourned and Regular Meetings
of November 1, 1988 were APPROVED.
It was MOVED by Councilmember Lojeski, seconded by Councilmember Young
and CARRIED that Ordinances and Resolutions be read by title only and
that the reading in full be waived.
PRESENTATION
Mayor Pro Tem Chandler announced that Mayor Harbicht had signed a
proclamation designating November 20 - 27, 1988 as Arcadia Family
Week. Mayor Pro Tem Chandler, with the assistance.of LeAnne Hutchings,
made the presentations. This is in accordance with the National Family
Week. These are families representing our community. They have been
selected by local organizations and they are proclaimed to be Great
American Families. Each family received a Great American Family Certifi-
cate and a copy of the.proclamation.

The City Attorney announced that "the City Council and the Arcadia
Redevelopment Agency met in a CLOSED SESSION this evening pursuant
to Government Code Section 54956.8 to give instructions to the City's
negotiators regarding property transactions relative to Grand Avis
at 112 North First Avenue. In addition, the Redevelopment Agency and
Council met in a CLOSED SESSION pursuant to Government Code Section
54956.9(a) to confer with legal counsel concerning the existing law
suit of Arcadia Redevelopment Agency vs. Bong".
On July 19, 1988 the City Council adopted Ordinance 1887 establishing I
a minimum lot width on reverse corner lots and corner lots on new sub-
divisions. in the R-l and R-M zones of 85' -0". It was the consensus of
the City Council and the Planning Commission that by increasing the
minimum lot width on corner lots it would allow for better compliance
with the special setbacks which exist along many of the streets where
new subdivisions are being developed and would provide adequate lot
width to allow for an increase in the street side yard setback. In
order to provide a better setback transition from the reverse corner
lot to the adjoining interior lot, staff recommended that the street
side setback on reverse corner lots be increased from 10'-0" to 20'-0".
The Planning Commission concurred with staff's recommendation. A.
Negative Declaration has been prepared for this Text Amendment.
Mayor Pro Tem Chandler declared the hearing open.
No one desiring to be heard, the hearing was CLOSED on MOTION by
Councilmember Young, seconded by Councilmember Lojeski and CARRIED.
It was then MOVED by Councilmember Gilb, seconded by Councilmember
Lojeski and CARRIED on roll call vote as follows: that Text Amendment
88-004 be APPROVED; the Negative Declaration be approved and filed;
find that the Text Amendment will not have a significant effect on
the environment and direct staff to prepare the appropriate ordinance.

A petition was received from the affected property owners for street
lights on Magellan Road from Hugo Reid Drive to Balboa Drive. Notices
regarding this public hearing were posted on each property and pub-
lished in the Arcadia Tribune. The estimated cost of the pro~ect is
$27,000. The City will pay 75% of the installation cost and the property
owners will pay 25% of the installation cost plus 100% of the ~uture
power and maint.enance costs through annexation to the Lighting; Main.-
tenance District. The City will advance the property owners' ~5% Sharel
of the installation cost from the Capital Outlay Fund which will be

reimbursed to the City with 7% interest over a 10-year period, through
the provisions of Chapter 27 of the Improvement Act of 1911. The
property owners also have the option of a one-time cash payment of
their share of the installation cost when project costs are confirmed.
This project is categorically exempt from the requirements of the Calif-
ornia Environmental Quality Act.
Mayor Pro Tem Chandler declared the hearing open.
Councilmember Gilb noted that 79% of the property owners in the area
were in favor.
Helen Lam, 325 Magellan Road, stated, in part, that she would like
information about the placement of the street lights. The Public Works
Director replied that the placement of street lights normally was to
achieve uniformity of light distribution on the roadway. Normally
they try to get the lights on the property line so they are not in front

of a door or too close to a driveway. He referred to the map
showing the proposed locations of the street lights and suggested
that Mrs. Lam come to the office for further information and discussion.
Dennis La,.Mothe, 515 Magellan Road, stated, in part, that he wanted
to know if there has been consideration for the aesthetic value of the
lighting? And will it have continuity with the existing light fixtures
within the V~llage area? The Public Works Director replied that the
type of lights presently in the Village area are no longer avilable.
The lights proposed are comparable to those in the Lower Rancho North
of Hugo Reid -- a colonial post, top mounted light. Such lights are
also installed at the intersection of Golden West and Hugo Reid.
Jerry Curtorillo, 211 Magellan Road, stated, in part, that he would
like to inquire how many lights will be installed, if they will all be
on the same side of the street and how far apart they will be? The
Public Works Director replied the lights will be staggered, alternating
from one side of the street to the other; and that Mr. Curtorillo could
come to the office and look at the maps indicating location of the proposed
lights. Mr. Curtorillo also inquired about the light intensity. The
Public Works Director replied the lights to be installed would be con-
sistent with the intensity of lighting in residential areas and are
located approximately on every other lot line. It will be adequate
illumination for a residential area.
No one else desiring to be heard, the hearing was CLOSED on MOTION by
Councilmember Lojeski, seconded by Councilmember Young and CARRIED.
It was then MOVED by Councilmember Lojeski, seconded by Councilmember
Gilb and CARRIED on roll call vote as follows that the Superineendent
of Streets be AUTHORIZED to proceed with the preparation of plans and
specifications for the installation of street lights on Magellan Road
from Hugo Reid Drive to Balboa Drive.

Consideration of Annexation No. 15 to the Consolidated Lightin~
Maintenance District and of the assessment for expense of the main-
tenance and operation of any portion thereof. Council may confirm
assessments as set forth. in the engineer's report and adopt Resolution
No. 5453, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, ORDERING THE ANNEXATION TO THE ARCADIA CONSOtrDATED
LIGHTING DISTRICT (ANNEXATION NO. 15)". Notice of this public hearing
to hear obj ections from affected property owners, if any,' .h'as been .pOSl!ed
and published.
Mayor Pro Tern Chandler declared the hearing open.
John Greaves, 117 W. Leroy Street, stated, in part, that their lights
in that area have been installed and are in operation and everyone is
pleased with the result. Mr. Greaves inquired about the total cost; if
property ownerS would be notified of the cost; and the yearly cost of
power and maintenance; if liens would be placed on properties? The
Public Works Director replied the property owners would see the amount
for power and maintenance on their tax bill and that the cost of
construction would be placed on the tax bills as a lien for a ten year
period of time if the property owners did not wish to pay in lump SUIll.
Mr. Greaves will check with the Engineering Office regarding individual
costs.

It was then MOVED by Councilmember Young, seconded by Councilmember

AUDIENCE PARTICIPATION

Herb Fletcher, 175 West Lemon stated, in part, that he had been
giving some thought to the matter of the proposed landfill dump
and the environmental impact report which was presented and dis-
cussed at a recent Council meeting. He hopes that the Council is
planning to spend a lot of time talking about that proposed project
before decisions are made. He is concerned about the possibility of
water contamination. He is not sure there is a monitoring system
that is 100% accurate. Perhaps the responsibility for this should be
with someone else. It concerns him that Mr. Rodeffer wants to put
the landfill in, but wants someone else to operate it. . In his opinion,
sometimes people who are going to operate a possibly hazardous opera-
tion set up an entirely separate business in order to isolate them-
selves from responsibility. The Council should also look at this
aspect of the licensing. This could go on for a long period of time
and the costs to the Cit~ of. Arcadia are unknown. The revenue from
this enterprise will probably be small... probably the emalleet of
any parcel of land of that.size in the Gi~y. The costs to the. City of
Arcadia may include the additional cost of police patrols in that
area as well as the costs of possibly having to defend itself in law
suits. Perhaps a surcharge should be charged on each truc' load going
into the landfill to build up a fund. to cover possible ad~ Ltional
expenses.

California Redevelopment law (Section 33080) requires that all
redevelopment agencies file an annual fiscal and activity report
with the California Department of Housing and Community Development
(HCD). California Redevelopment law also requires that this report
be approved by the City Council and transmitted to HCD by the end of
the calendar year.
It was MOVED by Member Lojeski, seconded by Member Gilb and CARRIED
on roll call vote as follows that the Arcadia Redevelopment Agency
present the FY 1987/88 HCD Report to the Arcadia City Council for
approval and authorization to transmit it to the California Depart-
ment of Housing and Community Development.

CONSENT ITEMS
PUBLIC HEARING SCHEDULED FOR DECEMBER 6,1988 to consider an.appeal
by Gilbert Engineering Company of the Planning Commission decision
regarding T.P.M. 88-18 for a lot split at 449 West Norman Avenue.
ACCEPTED the project and AUTHORIZED payment to be made in accordance
with the terms of the contract with Majich Bros. for waterline re-
placement, fire hydrants and service laterals in Duarte Road from
Sunset Blvd. to Baldwin Ave. - Work Order 676. The contract in the
amount of $184,397.50 was funded from the Water Facilities Replace-
ment Fund.
AWARDED contract for tree maintenance program on various streets -
Job No. 645 - to the low bidder, United Pacific Corporation. This
project as bid involves the trimming of 445 trees for which funds
in the amount of $84,225 have been budgeted in the 1988/89 Public
Works Budget. Due to the favorable bid, staff is authorized to issue
a Change Order in the amount of $9,438.00 for trimming of an additional
128 trees. The total cost will bse $48,760.00. All informalities in
the bids or bidding process to be waived and the Mayor and City Clerk
AUTHORIZED to execute a contract in a form approved by the City
Attorney.
APPROVED Arcadia Redevelopment Agency FY 1987/88 Report and AUTHORIZED
staff to transmit the report to the California Department of Housing
and Community.Development.
APPROVED Council support of the proposal of the Azusa Land Reclamation
Company.to extend the life of the Azusa Landfill if the staff of the
Regional Water Quality Control Board determines that there are
sufficient safeguards for the groundwater.

The City Attorney presented, explained the content and read the

AN ATTACHED FOUR CAR GARAGE AT 1035 HAMPTON ROAD (MP 88-023) AND
DENYING THE APPEAL OF THE RANCHO SANTA ANITA RROPERTY OWNERS'
ASSOCIATION".
Councilmember Gilb inquired if this appeal was from the whole
Association. Staff replied there were two appeals to the Council
- one from Randy Stoke and one from Chris Brown.
