MINUTES
CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
DECEMBER 20, 1988
The City Council and the Arcadia Redevelopment Agency met in an
Adjourned Regular session at 7:00 p. m., December 20, 1988 in the
Conference Room of 'the Council Chamber.
PRESENT:
ABSENT:
Councilmembers Chandler, Gilb, Lojeski, Young and Harbicht
None
Recommendation by staff to schedule Consent Item 6a, on the Regular
Agenda for public hearing on January 3, 1989.
The City Manager regretfully announced the retirement from City service
of Chester Howard, the Director of Public Works.

Councilmember Gilb reported that Helen Schrader, former Editor of
the Arcadia Tribune, will be leaving the City to move to the State of
Georgia. Council, in conjunction with other groups in the City, such
as National Little League and the Downtown Business Association, will
organize a reception in her honor.

Councilmember Lojeski informed Council of communications received from
a member of the Lung Association regarding a no-smoking ordinance.
Information, including a model no-smoking ordinance, has been distributed
to Council. Councilmember Lojeski referred the gentleman to the City
Attorney who, upon tredirection of Counil, will'check with other cities
who have no-smoking ordinances in place, with respect to their experience
and enforcement problems, if any.

With reference to the clock sign in the downtown area, Councilmember
Lojeski inquired of the status of the situation. Councilmember Gilb
has ,been in communication with one of the owners and a contract has
been signed with the El Monte Sign Company. The sign company has not
as yet scheduled the project. The owners are aware of the City's sign
restrictions and must comply. Interest in the sign has been conveyed to
Councilmember Gilb by certain Arcadia Business Assoc. members who like it.
ANOAKIA Fire Chief Gardner reported that the Fire Department, in conjunction with
SCHOOL the Anoakia staff, will conduct a flow test on Thursday, December 22,
FIRE 1988, to determine where the sprinkler contractor can connect the water
SPRINKLERS ~ system. The Fire Department has informed the Anoakia administration
\~~n~that the sprinklers must be hooked up before the children return to
. \l/"Il- d school after the Christmas and New Year holiday break. It was the
? €>,)) consensus of Council that the buildings not be utilized until the ':fire
~ f.. codes are met. This direction was conveyed to the Fire Chief.
