A:i ii' .LL .,,- :f" PARKING Downtown I,IINUTES CITY CDUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOFMENT AGENCY ADJOURNED RffiillAR MEETING JULY 5, 1983 The City Council of the City of Arcadia and the Arcadia Redevelopnent Agency met in an adjourned regular session Tuesday July 5, 1983 at 7:00 p.m. in the City Hall Conference Roam. \ PRFS:ENl' : ABSENT : Councilmen Haltan, Pellegrino, Lojeski Councilmen Dring, Hannah On MOTION by Councilman Haltom, seconded by Councilman Pellegrino and carried Councilmen Dring and Hannah were EXCUSED. Discussion ensued on the lowering of the ceiling of the Planning Depart- ment. The Director of Public Works explained that the now Planning De- partment had previously been the Council Chambers and that plans are non- existent that would have shown the former Chambers had a suspended ceil- ing. In order to lo.ver the ceiling it would have to be a suspended ceil- ing on a suspended ceiling which would be in violation of the City Code. The Director of Public Works stated by poking holes through the second suspended ceiling and tying into the first suspended ceiling and to the concrete beam it would be adequately safe strength wise. This would be a change order in the already awarded contract. It was then I4JVED by Councilman Pellegino, seconded by Councilman Haltom and Carried on roll call vote as follows that an appropriation of $1500 be authorized fran the Capital Outlay Fund to complete the work already in progress. AYES NOES ABS:ENl' : CounCilmen Haltom, Pellegrino, Lojeski None Councilmen Dring, Hannah ~ The City Manager asked for a Closed session following the regular Council meeting this evening to discuss labor negotiations. Toward Utility Rate Normalization (TURN) requested financial support for their organization for funding participating and providing professional representation before the California Public Utilities Commission and other administrative agencies and courts on utility matters. This would cost the City approximately $4700 annually. Discussion ensued and it was MOVED by Councilman Haltan, seconded by Counclman Pellegrino and carried to deny the request at this time. The City has joined with five other cities to form a job training consor- tium. The governing lxxiy is canposed of one council manber fran each of the six cities and the alternate either a council member or staff member. Mayor Pro Ten Hannah is Arcadia' s delegate and therebv rp.CCJ!JJJP.nded , that Personnel Director, Steven A. Larson be designated as the City's alternate. It was then MOVED by Councilman Pellegrino, seconded by Mayor Lojeski and carried that the appointment so be made. Regarding the Job Training Partnership Consortium, Mayor Lojeski as!{ed that some communication with a time factor be directed to Kel Mason, Executive Vice President of the Chamber of Comnerce to fonnulate the business representatives. The City Manager referred to a memo fran the Parking Place Commission regarding the need for additional parking in the downtown area. Staff was directed to prepare a report and recommendation. -1- 7-5-83 25:0756 PARKING PLACE CDMMISSION It was indicated that Mr. Lome Blacklock, Parking Place CaImissioner, has sold his PIP business and that his resignation will be forthcoming. VEI'ERINARIANS HEARINGS July 19 Aug. 2 ADJOURNED Councilman Pellegrino submitted in part that local veterinarians are asking what they can do to stop Veterinary Medical' Associations from caning into the carrnunity giving free or discount rabies shots. He stated in part that the organization advertises that they will be lo- cated at a designated place, such as markets, county park, etc. Coun- cilman Hal tom noted that inaS1luch as the organization does obtain a business permit it is a matter of private enterprise and that the City should not interfere as long as they conform to the City's Codes. / V I JULY 19 was scheduled for a public hearing regarding the San Carl~~ barriers. AUGUST 2 was scheduled for a public hearing relating to Weed Abatement.
