ADJOURNED REXJULAR MEIITING
JULY 19, 1983
The City Council and the Arcadia Redevelopnent Agency met in an
adjuurned regular session at 6 p.m. July 19, 1983 in the Arcadia
City Hall Conference Room.

Councilmen Dring, Haltom, Hannah, Pellegrinu, Lojeski

Council convened and entered a CLOSED SESSICN, reconvened at 7 p.m.
On I.Dl'ICN by Councilman Dring, seconded by Councilman Hal tan and carried
unanim:lUsly Paul Mnoian was appointed to the Parking Place Coomission
to fill the vacancy created by the resignation of Loren Blacklock. This
term will expire June 30, 1984.
Sane discussion on an agenda itEm concerning barricades at San Carlos
and Orange Grove for the regular meeting of this date. Mayor Lojeski
explored sane conversations he had with a resident in this area.
Sane discussion held on the quality of service being rendered by Group
W at this time. Mayor Lojeski subnitted in part that his television
performance has not improved ... with the carment that the old cable
was better than the new.
The City Attorney will research ways in which matters from Planning
Carmission are appealed to City Council with changed plans which the
Carrnission does not have the opportunity to review; also methods of
speeding up the plan check procedure.
The City Manager advised that the County Parks and Recreation Depart-
ment will be reporting to Supervisor Schabarum concerning the condition
of the County golf course in Arcadia and what steps, are being considered
for upgrading the course ... copy will be provided the City.
On MarICN by Councilman Dring, seconded by Cuuncilman Hal tan and carried
unanimously Mayor Lojeski was appointed delegate and Councilman Pelle-
grino as alternate to the League of California Cities Annual Conference
to be held in San Diego October 2 through October 5.
On MJTION by Councilman Hal tom, secunded by Councilman Dring and carried
on roll call vote as follows City Manager George Watts 'was AUTHORIZED to
attend the Conference in San Diego on'October 2 through October 5.
Appropriated $400 from the General Fund Unappropriated Surplus for his
attendance.

Mayor Lojeski told of the recent visit of the Mayor of Tripulis, Greece,
Arcadia's Sister City.
Mayor Lojeski reccmnended that those who have not taken the tour of the
County Sanitation District facilities to make every effort to do so ...
that his tour was most informative ... they visited the Puente Hills
Landfill, the Carson Water Reclamation Plant, the Marine Biology Labor-
atory ...

Were explored with staff responding to questions ...
Mayor Lojeski brought up sane canplaints he has received concerning the
lack of visibility by persons endeavoring to go north to one of the
through streets and they cannot see because of the height of the shrubs
in the median strip, Staff will check into this.
Discussion held on the possibility of deriving revenue fran persons
who must go to jail for drunk driving and the like... It was noted by
Police Captain Johnson that Arcadia is a Type I facility and therefore
is not allo.ved to keep prisoners.
Mayor Lojeski advised COW1cil that they will be receiving material and
petitions fran groups organizing to protest the noise pollution fran
the freeway.

2.
