and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
SEPTEMBER 20, 1983
The City Council and the Arcadia Redevelopment Agency met in an
adjourned regular session at 6:30 p.m. September 20, 1983 in the
Arcadia City Hall Conference Room,
PRESENT: Councilmen Dring, Haltom, Hannah, Pellegrino, Lojeski
ABSENT: [NOTE: Councilman Dring arrived at 6:45 p.m.]
Staff advised that the Chairman of the Senior Citizens Commission
had asked that any decision on the Text Amendment for second unit
housing be postponed until a later-date - providing time for the
Commission to study the amendment. Council will continue this un-
til the regular meeting of October 18,
Communication was received from'Raymond Brockus concerning an item
on the regular agenda this evening relating to second unit housing.
The request for permission to use the City Seal by representatives
of a new travel agency to be opened in the city was denied, It was
submitted that it is City policy not to permit said use ... the only
exception being used by the Clarke City Directory,
Council also received material from Bert Johnson relating to property
tax.
Council was advised that the Arcadia High School Pep Squad will make
a presentation to Council credentials for athletic events for the
coming year.
Council received a Notice of a meeting in Los Angeles with the Crocker
National Bank,
It was agreed that any announcement in the press concerning the State-
wide Special Election with which the City was going to consolidate a
measure was not necessary now that the Supremem Court had ruled it un-
constitutional, Information to the effect will go out with the next
City Newsletter,
Agenda items for the regular meeting to convene at 7:30 p.m. were ex-
plored. In particular the item concerning an offer to purchase proper-
ty at 645-663 Naomi Avenue for the senior citizen housing project,
Sales agreement will be prepared for Council consideration at a later
date.
Council recessed in order to consider an Arcadia Redevelopment item.

did not participate in the discussion on the following matter.

present to elaborate on his proposal to develop the northwest corner
of First Avenue and Huntington Drive. He introduced Diane Reed who
exhibited pictures of the proposed prOject and also Jo Paul Rognstad,
architect for the project. Prospective tenants for the building would
be business-professional, commercial-retail, financial and various ser-
vices, including restaurant, swimming pool, jogging track, postal ser-
vice, beauty shop, etc. Approximate cost would be $14,000,000, Mr.
Falzone indicated that they have the financial end worked out. If pos-
sible he would like to start building as soon as possible.
THE AGENCY ENTERED A CLOSED SESSION - RECONVENED.

It was MOVED by Member Dring, seconded by Member Haltom and carried on
roll call vote as follows that staff be directed to prepare the DiSPOSil
tion and Development Agreement, review and if oossible prepare the Nega
tlve Declaration and to proceed as rapidly as possible. He also MOVED
for a good faith deposit of $50,000 as part of the agreement. This mo-
tion also seconded by Member Haltom.
