SAFETY RECORD (Police) 0 ~~I M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING OCTOBER 5, 1983 The City Council and the Arcadia Redevelopment Agency met in a regular session October 5, 1983 at 7:30 P.M. in the Arcadia City Hall Council Chamber. On MOTION by Councilman Pellegrino, seconded by Mayor Lojeski and carried the minutes of the adjourned and re~ular meeting of September 6, the, adjourned meeting of September 13 and the adjourned and regular meetings of September 20, 1983 were APPROVED. It was MOVED by Councilman Hannah, seconded by Councilman Pellegrino and carried that all resolutions and ordinances be read by title only and the reading in full be WAIVED. PRESENTATION Mayor Lojeski made a Presentation to the Police Department on the Safety award for this year. He explained the purpose and departments eligible for the award... Fire, Police and Department of Public Works. The Police Department had a 75% reduction in industrial injuries. The Personnel Board Chairman, Ted Sten, assisted in the presentation to Police Chief Mitchell, Police Captain Schneider and Police Sgt. Morgan. ANNOUNCEMENT PARENT Mayor Lojeski introduced Marilyn Bryant, President of Parent Alert and ALERT Ed Murphy, Chairman for a forthcoming prQgram on drug abuse. He then PROGRAM,{, read in full a Proclamation designating the month of October 1983 as . I' '- --<.. the Drug Abuse Education Month, in view of the national as well as the ~. ~~ ~ local problems of abuse which is growing among adolescents, and asking (frY ~'( citizens to become better informed concerning this menace to the young . '; people of this Community and the Nation. Mrs. Bryant announced the \ date of the event and the program - October 20 evening with Don Newcomb of the L. A. The Agency adjourned to 7 p.m. October 18, 1983. Counc il reconvened. Ed Jenkins, 9714 E. Callita, Arcadia Post Office address, representing a newly formed group called Homeowners for Water Rights to try to solve the problem with the East Pasadena Water Company. He said in part the group is now preoaring a petition to be circulated soon... It will eventually be directed to the Public Utility Commission Code No. 1402 which authorizes a city to undertake condemnation proceedings of a util- ity. Inasmuch as there are about 250 households of Arcadia which are served by the East Pasadena Water Company, he asked for cooperation on the part of Arcadia.. that is make it a joint effort. He will keep Council apprised of the progress~ 1 CONSENT ITEMS APPROVED the Engineer's Report Lighting Maintenance District. a time for public hearing will on Annexation No. 12 to the Consolidated (Res/lnt will be adopted October 18 and also be scheduled). APPROVED lease agreement with Cities of Sierra Madre and Monterey Park for the leasing of 2000 acre feet of water rights in the main San Gabriel Basin for 1983-84. APPROVED six months time extension for tentative map of Tract No. 23139, commercial condominum at 250 Colorado Blvd. The developer explained that this is necessary due to financial considerations delaying the com- pletion of the project. APPROVED the Conditional Use Permit granted for an automobile self-ser- vice station at 625 W. Las Tunas Drive. Planning Commission Res. No. 1246 set forth the conditions. APPROVED the issuance of dance permits for the Embers Restaurant 650 W. Duarte Road and Embers Too, 130 W. Huntington Drive, subject to the appropriate AMC Section 6412-6412-10. APPROVED the request of the Arcadia Tournament of Roses Association for I~ a waiver of the code section concerning no solitication at any dwelling included but not limited to a house, apartment, condominium on Sundays or any holidays, in order to solicit on Sunday November 6, 1983. APPROVED appropriation of $54,844 for traffic control for'the 32 day Oak Tree Racing Program. Council also received the proposed staffing chart and budget figures. ADOPTED Resolution for Performance of Services and Continuing Cooperative Agreement Amendment with the Southern California Association of Govern- ments for the preparation of the City's 1985-89 Short Range Transit Plan. The Plan is required in order to maintain eligibility for State and Fed- eral Transit Grant Funds. The Agreement is similar to those entered into by the City during the nast few years and will provide 80% reimbursement to the City for the preparation of the Plan which will cost $5000. The Mayor and City Clerk were AUTHORIZED to execute the Agreement in form approved by the City Attorney. APPROVED the preparation by Daniel Benson & Associates for the prep- aration of the City's FY 1985-89 Short Range Transit Plan, and " AUTHORIZED the Mayor and City Clerk to execute the agreement in form approved by the City Attorney. THE ABOVE CONSENT ITEMS WERE ALL APPROVED ON MOTION BY COUNCILMAN PELLEGRINO, SECONDED BY COUNCILMAN HANNAH AND CARRIED ON ROLL CALL VOTE AS FOLLOWS: AYES: NOES: ABSENT: Counc i 1 men None Counc i 1 man Dring Haltom, Hannah, Pellegrino, Lojeski Staff submitted petitions from residents in the Santa Anita Oaks area relating to additional stop signs and a summary of reported auto acci- dents, daily traffic counts and on-site inspection for unusual or haz- ardous conditions. The physical conditions were also explored in the V\\~report dated October 5. The petitions were supported by the Santa -1j!~~,.;l' Anita Oaks Homeowners Association. ~"~cv - It was the consensus of the Council that the stop signs would further ~ control the speed of vehicles in the subject area, it was MOVED by Councilman Pellegrino, seconded by Councilman Haltom and carried on roll call vote as follows that an additional two-way north to south, stop sign be installed at Hacienda Drive and Rancho Road. 6b. ADOPTED I AYES: NOES: ABSENT: Councilmen ~altom, Hannah, Pellegrino, Lojeski None Councilman Dring Staff reported on the request 'received from Edna M. Ariz for annexation to the City of her property at 9180 Arcadia Avenue along with her neighbor's property at 9174-9178 Arcadia Avenue. The various involved departments reviewed the request and a summary of their responses was .- set forth in the staff report dated October 5. It was noted by the Planning Department that based on the water problems relating to the water service by the East Pasadena Water Company in this area and the City's previous actions taken with respect to annexation which had sim- ilar problems it would recommend against annexation. Councilman Haltom stated in part that based on the fact that the area is served by a Water Company which does not have adequate water supply he would MOVE that the request for annexation be DENIED. MOTION sec- onded by Councilman Hannah and carried on roll call vote as follows: AYES: NOES: ABSENT: Councilmen Haltom, Hannah, Pellegrino, Lojeski None Councilman Dring The City Attorney presented for the second time, explained the content and read the title of Ordinance No. 1781, entitled: "AN ORDINANCE OF THE CITY OF ARCADIA AMENDING SECTION 9233.10 OF THE ARCADIA MUNICIPAL CODE TO REZONE THE PROPERTY LOCATED AT 180 WEST HUNTINGTON DRIVE FROM R-l TO C-O." It was MOVED by Councilman Haltom, seconded by Councilman Pellegrino and carried on roll call vote as follows that Ordinance No. 1781 be and it is hereby ADOPTED. '" CLAIM (Lewis) DENIED LOJESKI ADJOURNMENT ~ 25:0814 At the request of Moyor Lojeski the City Attorney presented, explained the content and read the title of Resolution No. 5128 entitled: "A RESOLUTION OF THE CITY OF ARCADIA WITH RESPECT TO THE DESTRUCTION OF A CIVILIAN AIRLINER BY THE USSR." It was MOVED by Councilman Pellegrino, seconded by Councilman Haltom, and carried on roll call vote as follows that Resolution No. 5128 be and it is hereby ADOPTED. AYES: NOES: ABSENT: Councilmen Haltom, Hannah, Pellegrino, Lojeski None Councilman Dring The City Attorney presented, exolained the content and read the title ': 1 of Resolution No. 5129 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA AUTHORIZING THE CITY MANAGER TO EXECUTE THE COST SERVICE CONTRACT AGREEMENT WITH THE CALIFORNIA STATE PERSONNEL BOARD." It was MOVED by Councilman Haltom, seconded by Councilman Pellegrino, and carried on roll call vote as follows that Resolution No. 5129 be and it is hereby ADOPTED. DENIED on MOTION by Mayor Lojeski, seconded by Councilman carried on roll call vote as follows: Lewis was Ha 1 tom, and AYES: NOES: ABSENT: Councilmen Haltom, Hannah, Pellegrino, Lojeski None Councilman Dring Staff will contact the City of Sierra Madre regarding the improvement of that portion of Orange Grove Avenue which lies within that City's jurisdiction. Staff to report back concerning possible changes in the code which would enable younqer people - 20 to 30 year category - to embark on home ownership. Council concurred. Councilman Hannah MOVED to adjourn the meeting in memory of: Mrs. Arline Fry, who passed away September 17th following a lengthy illness. Mrs. Fry came to Arcadia in 1946 and opened her own law office. Practiced law until her marriage to Dr. Robert Fry, also of Arcadia. In addition to her membership in the California State Bar, .Mrs. Fry was in- I volved in Republican Activities, was past President of the Republican Women's Club, Member of the California State Central Committee and was an alternate delegate to the Republican National Convention in 1980. Local- ly she has had many offices in the Arcadia Assistance League, was immedi- ate past president of the Associated Women Golfers, and Annadale Country Club where she and her husband were members. Mrs. Fry and her husband were active members of the Arcadia Methodist Church of the Good Shepherd for many years, later joining the Sierra Madre Congregational Church. Mrs. Fry was born in Santa Monica, and graduated from the Westlake School for Girls before obtaining her Bachelor of Arts Degree from USC. She received her Juris Doctor degree from the USA School of Law. Mrs. Fry is survived by her husband, by her children Robert Jr., of Irvine, Cynthia Fry Williams of Palm Springs, Eric of Arcadia, granddaughter Jennifer.. Mrs. Fry was the daughter of Dr. Joseph Salin also of Arcadia, and is survived by her mother. -4- 10-5-83 ADJOURNMENT October 18 I "l ATTEST: 25:0815 Mayor Lojeski also MOVED to adjourn in memory of: Marion McGrew Woodard who passed away September 28 at the age of 86. She had been an Arcadia resident for nearly 50 years. Mrs. Woodard began her teaching career in Arcadia in 1943. In 1947 she became a Guidance Consel- lor at First Avenue Junior High School. She retired from there in 1965. She served as a volunteer with the Methodist Hospital and often served as the contact person for the Hospital's Holiday Homes Tour Fund raising events. Mrs. Woodard is survived by her daughter, Marion Passey, her son John, six grandchildren and 18 great grandchildren.
