CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
NOVEMBER 15, 1983
The City Council and the Arcadia Redevelopment Agency met in an
adjourned reoular session at 7 p.m. November 15, 1983 in the Arcadia
City Hall Conference Room.
PRESENT: Council/Members Dring, Hannah, Pellegrino, Lojeski
ABSENT: Council/Member Haltom
On MOTION by Councilman Dring, seconded by Mayor Lojeski, Councilman
Haltom was excused.
Request of the Worldwide Bloodstock Agency, Albert Yank, for permission
to use a portion of the City Hall parking lot at the northwest corner.
Permittee to provide comprehensive liability insurance and reimburse
the City, and be responsible for any damage to City property which
might result from such use. The Aoency is located at 180 W. Huntinoton
Drive.
Discussion ensued and Councilmen Dring and Hannah recalled that Mr. Yank
had said at the time of rezoning that he did not have any walkup busi-
ness... there were only a few employees and that he himself was out of
the City a great deal. In response to a question the City Attorney
stated in part that a certificate of insurance has been provided naming
the City as an additional insured - all subject to Council's approval;
that he (City Attorney) has provided a release in the proposed agree-
ment but there is always a liability exposure.
It was MOVED by Councilman Dring, seconded by Councilman Hannah that
the request not be approved. Councilman Pellegrino submitted in part
that the need for parking has probably been brought about because park-
ing is prohibited in that particular portion of Huntington Drive.
Councilman Hannah said that the City changed the zoning to commercial
and Mr. Yank should provide his own parking if he is using the property
for commercial. Mayor Lojeski was advised on the way parking is con-
trolled in the city lot.... it is patrolled at intervals in order to
provide space for those coming to City Hall.
Roll call vote was then taken 'on the motion.

This being a tie vote the matter will be held over until December 6, 1983.
Staff advised of the forthcoming Walk-A-Jog-A-Ooo Dah-thon between the
School Board and the City Council - December 1st at 6 p.m. .The Board
will. be advised that Council will accept the challenge.
Agenda items for the regular meeting were explored.
Mayor Protempore Hannah will attend Thursday's Chamber of Commerce
meeting. Mayor Lojeski will be unable to attend.
Council entered a CLOSED SESSION to discuss litigation matters.
