Council received the staff report and recommendation concerning under-
taking a major review of the City's existing General Plan Land Use
Element. It was noted therein that the Planning Department is of the
opinion that a city-wide review should not be undertaken at this time -
but rather postponed until the completion of the Downtown Revitalization
Study. This study would include economic market overview and area trends'
which would be important in any subsequent city-wide Land Use Element
review... also, the revitalization plan and implementation program may
have application and/or bearing on future commercial 'developments in
other parts of the City. Council concurred in the postponement.
Some discussion held on the problems pedestrians have going to or from
Holy Angel's Church on Sundays. The police department is endeavoring
to resolve it.
Pursuant to Councilman Dring's concern about alerting the citizens
relative to the 9 1 1 program the Police Chief will see what can be
done about the placement of signs to publicize 9 1 1.
Some discussion held on items to come before Council at 7:30 p.m. this
date. Public Hearings were scheduled for February 7 for two items (will
be indicated in the minutes of the regular meeting). The Finance Direc-
tor responded to questions relative to an agenda item regarding appro-
priation of funds to write 'off delinquent receivables. He noted how'
difficult it is to collect from some individuals - even after taking
them to the Small Claims Court. '
The City Clerk and others in attendance took their leave and the. Council
entered a CLO?ED SESSION with the City Attorney on litigation.
Council reconvened and adjourned at 7:30 p.m. sine die.
