Rev. Roger Kramer, Arcadia Christian Reformed Church Gerald Gardner, Fire Chief of Arcadia PRESENT: Councilmen Dring, Haltom, Hannah, Pellegrino, Lojeski ABSENT: None On MOTION by Councilman Dring, seconded by Councilman Pellegrino and carried the minutes of the ajourned and regular meetings of January 17, 1984 were APPROVED. ORD. & RES. It was MOVED by Councilman Pellegrino, seconded by Councilman Dring and READ BY TITLE carried that ordinances and resolutions be read by title only. PRESENTATION On behalf of the City Council Mayor Lojeski presented a plaque to Water Department retiree Benjamin Pirih in appreciation of his 23 years of service to the City, and wished him well during his retire- ment. With unanimous consent the followinq aqenda item was taken out of sequence. lOb. RESOLUTION The City Attorney presented, explained the content and read the title NO. 5160 of Resolution No. 5160, entitled: "A RESOLUTION OF THE CITY COUNCIL ADOPTED OF THE CITY OF ARCADIA DECLARING THAT WEEDS GROWING UPON AND IN FRONT (Feb. 21) OF, AND BRUSH, RUBBISH, REFUSE, AND DIRT UPON AND IN FRONT OF CERTAIN " PRIVATE PROPERTY IN THE CITY ARE A PUBLIC NUISANCE, AND DECLARING ITS .J INTENTION TO PROVIDE FOR THE ABATEMENT THEREOF". / /t" \ ~ \/ I 1. It was MOVED by Councilman Dring, seconded by Councilman Pellegrino and carried on roll call vote as follows that Resolution No. 5160 be ADOPTED. PUBLIC Plannin9 Commission Resolution No. 1251 recommending approval of an HEARING amendment to the General Plan Land Use Designation for a portion of General Plan the property located at 285 W. Huntington Drive (Santa Anita Race Land Use Track) from "Horse Racing" to "Commercial". Amendment ./ iJl -1- 2-7-84 / \ l<\ J \ 25:0878 Staff advised that the applicants, Los Angeles Turf Club, Inc., are proposing this change in order to construct an 84,000 sq. ft., 7-story medical office building. The Commission approved the change with the condition that if the construction did not commence by June 30, 1985, subject to possible extension of time by the City, the zoning shall re- vert to its current status. Mayor Lojeski declared the hearing open and Mrs. Johanna Hofer, 875 Monte Verde Drive, asked if there were communications from doctors and dentists on file for or against this project. Staff responded in the negative. Mrs. Hofer felt a study should be made as to whether or not there is sufficient demand for professional space from doctors, dentists and surgeons. She wondered how many professional offices are available within the City. She referred to the EIR which indicates that a medi- cal buildino is not consistent with horse racino or the long range plan- I nino use in the General Plan. She said that when Fashion Park was voted in (1971) it was said that would be the last chanae in land use until racing was no longer held at Santa Anita. Mrs. Hofer would like to have this matter placed before the electorate as an advisory vote and further that if this use is approved by Council she would like to see Santa Anita Race Track donate some land for housing for the handicapped and senior citizens. Francis Bergweger, attorney with the firm of O'Melveny & Myers, repre- senting the Turf Club, stated in part that there is need for the change to commercial for this land situated across from the hospital. As a matter of fact it was first propounded to the Turf Club by the Methodist Hospital. A feasibility study was done and it is felt there is need by the professional people. The Turf Club has no intention of giving up its racing interests. The office buildino will take up space that is now'being used as parkina for the race track... the' parking spaces to be used by the medical buildinq would be available on weekends... that no residential use is proposed'- the land is too valuable for residen- tial purposes. The proposed facility would have very little adverse impact on the community. Mr. Beraweoer continued in part that economic feasibility and market studies were conducted to determine if there were a demand with the result that there is a substantial demand for this project... the site is uniquely suited to satisfy the demand to provide'medical office space adjacent to the hospital. In response to a question raised by Council- man Drina he said it is difficult to propose a study of the situation where the landowner of a substantial parcel of land has no intention or design in producing other uses than what is currently there. In response to Councilman Haltom's concern Mr. Bergw~ger said the pro- posed zoning is for a limited commercial cateaory.. physician and surgeon use, medical offices, 'laboratory... and in his view it would be a mistake to delay the project to make a study of the track and consider planning for uses other than residential.. such studies can take 18 months just for the environmental impact report. Mr. Haltom said he was not suggesting a delay.. only when the C,ty does plan to change the entire zoning. I No one else desiring to be heard the hearing was CLOSED on MOTION by Councilman Pellegrino, seconded by Councilman Hannah and carried. Councilman Pellegrino then MOVED to APPROVE the General Plan Amendment subject to the conditions specified by the Plannina Commission and that the City Attorney be directed to prepare the appropriate document for consideration. Motion seconded by ~ouncilman Haltom. Councilman Drina submitted in part that in his view this is piecemeal planning and would not be prudent for that particular property.. it is the heart of the City and everyone would be ben~fitted by long range planning. He felt.to allow a seven story building at that site would be setting a precedent; that it is a vast open space now which is pleasant to all residents.. He felt the City should plan for the future use of the property. -2- , 2-7-84 2. AYES: NOES: ABSENT: Councilmen Haltom, Hannah, Pellegrino, Lojeski Councilman Dring None Planning Commission recommendation for a zone change on a portion of the race track property (285 W. Huntington Drive) from S-l (Special Use) and R-l (Sinqle Familv Residential) to CoO & H (Pro- fessional Office with high rise overlay). The Commission felt that this zone change should be restricted to the proposed use and if the project did not materialize the property should retain its current zoning of R-l and S-l. Mayor Lojeski declared the hearing open and Mrs. Johanna Hofer, 875 Monte Verde Drive, said her remarks made on the aforementioned item would apply here - and in response to a question Councilman Hannah advised that if the project does not materialize by June 30, 1985 the zoninq reverts to its current zoning. No one else desirinq to be heard the hearinq was CLOSED on MOTION by Councilman Pellegrino, seconded by Mayor Lojeski and carried. It was then MOVED by Councilman Hannah, seconded by Councilman Pelle- orino and carried on roll call vote as follows that the City Attorney be directed to prepare the appropriate ordinance to effect the requested zoning. Foothill Boulevard. This would be used to house it's correspondence department until such time as the new office build- ing is completed... it is under construction now at 50 East Foothill Boulevard. The variance shall expire on February 7, 1985 and not extended. The temporary office trailer shall be removed by said date. 2. Fire resistive construction, exterior wall openings, handicapped access, and wall parapets shall be provided to the satisfaction of the Chief Building Official. 3. Trailer skirting, sprinklering and other fire protection measures as may be required shall be provided to the satisfaction of the Fire Chief. Hannah, Pe11e9rino, Lojeski ABSENT: None On MOTION by Member Dring. seconded by Member Hannah and ~arried the minutes of the regular meeting of January 17, 1984 were APPROVED. There being no further business to come before the Agency. the meeting adjourned to 7 p.m. February 21, 1984. COUNCIL RECONVENED AUDIENCE PARTICIPATION Ed Zareh, 1051 Catalpa Road. was advised on what transpired at a recent I meetin~ between the Mayor,' Assemblyman Mountjoy, Robert Caldwell and City staff members, concernin9 the need for a soundwa11 on the 210 Free- way as it traverses through the City. A decision was not made, however the Highway and Freeway Subcommittee of the Los Anae1es County Transpor- tation Commission indicated they did not look favorably on the project because Arcadia still cannot qualify with regard to the minimum sound levels. Assemblyman Mountjoy was asked to intervene for the City and he said he would. Mr. Zareh submitted the many ways in which he and others have been endeavoring to get some action and noted. that the City of Santa Fe Sprin9s have been able to accomplish this in its area. Staff will check with that city to ascertain how they went about it. Councilman Hannah commented in part that he has asked staff to determine what it would cost to duplicate the barriers similar' to Pasadena.. and then perhaps Council co~ld fiqure out where it would obtain the money. Mrs. Johanna Hofer, 875 Monte Verde Drive, submitted a copy of an article which appeared in the December 5, 1983 issue of the Daily News in Los Angeles concerning bid rigging for Council to peruse. In response to a question the City Attorney advised in part that Arcadia has a very stringent Purchasina Manual. Mrs. Hofer then referred to.her recent communication to Council re1atin9 to various items she would like to see placed before the electorate for' an advisory vote... and 'if too late for the forthcoming General Munici- pal Election then perhaps they could be placed on the June Primary or the November General. 'Her letter referred to horse racinq on Sundays; redevelopment; rent controls for senior citizens on fixed incomes; rent controls on a city-wide basis; another fireworks ordinance prohibiting use of fireworks by private individuals; usina Proposition A funds for public school bus transportation and whether or not the electorate approves an International Nuclear Weapons Freeze. Mrs. Hofer felt Council should consider creatinq Advisory Boards in the future. Bonnie Hooker, 2727 Warren Way, Arcadia, spoke at length to the petition appearing on the agenda relating to the need for a stop light at the intersection of Warren Way and Las Tunas adjacent to'the Longley Way Elementary School. She explored the danger to children crossing the I street.. although there is a crossing guard at the location - still he is not present at all times during the day... they do have after school activities and he is not present. Harry Shib1e the temporary crossino ouard told of the near misses he had witnessed and also felt a stop light is needed - one that could be pressed when required. Beverly Voss, 5431 Robinhood, Temple City, spOke to the need for pro- tection at the above mentioned crossing... asked for a boulevard stop sign at least. Garrison a plaque in appreciation of his 36 vears of service to the citizens of Arcadia throuqh his affiliation with the County Sanitation District. Mr. Garrison has now retired from the District. Mr, Garrison responded in part that this plaque has special meaning for him, havinq lived in Arcadia since 1950 when the northern part of the city was virtually all orange groves ... he is proud of the way the City has grown and the residential areas have been protected. He expressed appreciation for the presentation. CONSENT ITEMS The request for a zone change from M-l to (-M-l for properties located at 15 West St. Joseph and 300, 312 and 318 Rolyn Place SCHEDULED for a pUblic hearina on February 21, 1984. Petition and staff report for street liahts at the intersection of Hugo Reid Drive and Golden West Avenue. Hearinq SCHEDULED for March 6, 1984. APPROVED and AUTHORIZED the Director of Public Works to execute the subdivision agreement for Tentative Parcel r1ap 83-10 for two-unit residential condominium at 613 South Third Avenue. APPROVED and AUTHORIZED the Director of Public Works to execute the subdivision aoreement for Tentative Parcel Map 84-1 to create two lots from one lot at 401 Los Altos Drive. AUTHORIZED staff to advertise for bids for the rebuildinq of Unit 183 water tanker. It is estimated that the project will not exceed $30,000 to rebuild. AUTHORIZED staff to advertise for bids for a new brush chipper. This will replace a chioper that is in very poor mechanical condition. It is estimated that this replacement will cost approximately $12,000. APPROPRIATED $25,000 from the Equipment Replacement Fund for the re- manufacture of a 1974 Mobil Street Sweeper and AUTHORIZED the Director of Public Works to proceed with said work. It is estimated that the job can be completed in three months. DENIED petition from area residents for installation of additional stop signs at the intersection of Arcadia Avenue and Golden West Avenue. Staff submitted a report which consisted of reported automobile-related accidents, traffic accidents and inspection for unusual or hazardous conditions. (See staff report dated February 7, 1984). ACCEPTED the work performed by Quality Construction Managers, Inc. in the construction of the Emergency Dispatch and 9-1-1 Communication Center, Job No. 538. AUTHORIZED final payment pursuant to the terms of the contract. APPROVED agreement between the City and Daniel Benson and Associates, less Task 2 and Task 6, of the proposal. Council .reviewed the plans to accommodate the Engineer's office which will be a sinqle story buildinq with about 7100 sq.' ft. Inaress and ~qress to the parkinq area wouid be from th~ existin9'entry'to the parking lot which is co~trolled by traffic light located on Baldwin Avenue. . ! It was noted in. the staff ,report that the County is not required to ob- tain the City's approval :but it is County policy to attempt to obtain concurrence and cooperation from any incorporated city within the jur- isdiction they would like to build a facility. During this consideration Stephen Koonce of the County Engineer's Office, assured Council that the facility and grounds would be planted in a manner suitable to the area and acceptable to the City and main- tained by the County. In response to a question abo~t the architecture of the building - to be compatible with that of the .Santa Anita Train Depot located close by - Mr. Koonce said in part that'he did not have the authority to guarantee.a change and that if sucr change were made it would increase the cost of~the building. Mayor Lojeski asked that the meetino adjourn in memory of the , ' following: I Mrs. Linda M. Krajian of Arcadia who passed away on January 20. She was a real estate broker with the Helen Hauser Company. Mrs. Krajian is survived by her mother and two dauohters, Lynette and Lorene. Lorene was one of our newly selected princesses for the Arcadia Tour- nament of Roses Association. Funeral services were held ,January 26 at the Church of the Recessional at Forest Lawn Cemetery in Glendale. In lieu of flowers contribLtions may be made to the UCLA Medical Research Center. ".' , Also, two very close. friends of mine passed away this past week. One ! ,., was Mr. Bill Seinsoth, whom I happened to personally know, and his son Bill, Jr., from years back from my days at Arcadi~ High School. Bill, Sr. was first employed by the School District in 1975. Prior to that time he was an employee with: a dairy company and had been: active in the field of baseball all his 1i~e -- baseball, football, b~s~etba11 and track. He was a professional ;'1 believe he played with tneiold St. Louis Browns and was a semi-professional in these fields as well as a coach. His son, Bill, Jr., was one'of the finest athletes ever to nraduate from Arcadia Hioh School. He was an all CIF ball player ~ o~ baseball and basketball at Arcadia High. He was an All-American baseball player at USC and was the No.1 draft choice of the Los Angeles Dodgers. During his senior year at USC;.just after being drafted by the Dodgers and signed by the Dodgers, he was on his way to a professional game and was killed, unfortunately, in an ilutomobile accident. Bill, Sr. was a very dedicated employee. He.had the responsibility of Head Equipment Man for all of the athletic teams at Arcadia High Schqol for the past few years. He was a frien9 not' only of the players, th~ coaches, the fac- ulty, but also most of ;the young players in the community and he did much for the total athletic department and the student body of Arcadia High School. He wil,.'~e sorely missed by the School District. Finally, also in memory tonight of a former employee at City Hall and actually my first boss when I orininally came to wor~ at the City Hall many years aoo in the Recreation Department - Charles M. Greenstreet, former Director of Recreation for the City of Arcadia. Charlie, as he was known to his frie~~~, passed away on January 31'; 1984 after a long ill ness. He was born' 6n June 13, 1926 in Pasadena: He served in the Navy from 1944 to 1946:; 'graduated from Pasadena City College in 1948. After 'I' . graduatino from co11eq~~ and althouoh a school teacher from the Monrovia School District, Charlie still found time to supervise a number of Arcadia Special Events:' As time passed, he found Recreation Administra- tion more to his likinq and in 1964 applied for and was hired as the Assistant Director of: Recreation under the late John Panatier. In 1970 Charlie was promoted to Director of Recreation and 'served until 1978. Athletic Federation, the San Gabriel Valley Municipal Athletic Associ- ation. Civic affiliations include former Board Member and President of the Arcadia Community Theatre, past President and member of the Arcadia Exchange Club and Charter member of the Arcadia Rogues. He is survived by his father, Albert D.
