HomeMy WebLinkAboutFEBRUARY 21,1984 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK 25: 0886 I ROLL CALL PHYSICAL EXAI~S FOR POLlCE/FIRE ( March 21) I I MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING FEBRUARY 21, 1984 The City Council of the City of Arcadia and the Arcadia Redevelopment Agency met in an adjourned session at 6 p.m. February 21, 1984 in the Arcadia City Hall Conference Room. The 6 p.m. meetinq was to enter a study session on police/fire physical examinations. PRESENT: Councilmen Dring, Hannah, Pellegrino, Lojeski ABSENT: Councilman Haltom It was MOVED by Councilman Dring, seconded by Mayor Lojeski and carried that Councilman Haltom be EXCUSED. MR. HALTOM ARRIVED AT 6:10 p.m. Extensive discussions held on the recommendation concerning a change in the physicians conducting police and fire examinations. The report noted that the police and fire departments used to have annual/biennial type physicals conducted by Dr. Evans. Dr. Evans has informed the City that he will no longer be able to conduct such examinations. The Per- sonnel Director has since been in contact with the Methodist Hospital and Foothill Industrial Clinic regarding proposals. The City has provided police physicals for over 22 years and fire physicals for almost 10 years. The City agreed with both police and fire associations last summer that the physicals would continue, how- ever, there would be a delay because of the need to arrange a new location for conducting the physicals. Previous examinations were the basic office type examinations conducted on a biennial basis. The program offered by the Methodist Hospital was explained in detail.. as was the program offered by the Foothill Industrial Medical Clinic. These proposals included the costs of conducting annual pulmonary function tests for the fire employees, Public Works Sewer Crews and Water Pump Repair Crews which either wear 'breathing apparatus or have the apparatus available for their use. Pesticide tests would also be given to the Public Works Spray Crews. During the consideration it was noted that the Memorandum of Under- standing signed with the firemen does not guarantee a physical, however, the MOU with the Police includes a quarantee for the life of the three year contract. The proposals from the Methodist Hospital (Dr. Maatz) and the Foothill Clinic, after the initial start-up costs, are within approximately one thousand dollars of each other. These costs were set forth in the staff report dated February 16, 1984. Following further questions and answers it was MOVED by Councilman Haltom, seconded by Councilman Drinq that the physical examinations for police and fire be continued comparable to what they have been receiving.. the amount to be determined at a later date.. the program not to be expanded. AYES: NOES: ABSENT: Councilmen Counc i1 men None Dring, Haltom Hannah, Pelleqrino, Lojeski MOTION DlDNOT CARRY -1- 2-21-84 J Item withdrawn J ADJOURNMENT 25:1)887 It was then MOVED by Councilman Hannah, seconded by Councilman Haltom and carried on roll call vote as follows that the initial tests be extended to include chest x-ray, EKG and 8100d tests; that both med- ical facilities submit proposals, definin~ what they would provide and at what cost. This would be for police and fire only. MOTION WITHDRAWN. Staff was then directed, by unanimous consensus, to contact both the Foothill Industrial Medical Clinic and the Methodist Hospital and solicit the following three items from each: 1. The frequency of how often such examinations should be given. 2. Cost proposal to qive the same examination which have been previously given by the City. 3. 8ased on their professional opinion, the minimum basic physical I needs, listing all the individual tests, the frequency and cost of such examinations. Council then considered agenda items to come before it at the regular meeting to convene at 7:30 p.m. Staff advised of the withdrawal of item 8a relating to a request from "Focus on the Family" orqanization for tax-exempt bonds. This at the request of the applicant. The Plannin~ Director distributed Environmental Impact Reports on a subdivision proposed in the Whisperinq Pines area. This is for study by Council in preparation of a public hearinq tentatively scheduled for March 21. Council was agreeable to Mayor Lojeski's request that the March 20 meetina be held on March 21 thus enablin~ him to keep a previous commitment.
