The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in a regular session Tuesday, April 17,'1984 at 7:30 p. m.
in the City Hall Council Chambers.

On MOTION by Councilman Hannah, seconded by Councilman Pellegrino
and CARRIED the minutes of the adjourned and regular meetings of
March 21, 1984 were APPROVED.
It was MOVED by Councilman Pellegrino, seconded by Councilman
Lojeski and CARRIED that all ordinances and resolutions be read
by titl e only. '
ELECTION CERTIFICATION
The City Clerk recited the results of the General Municipal
Election held in the City on the lOth day of April, 1984 and
declared the results thereof pursuant to the provisions of the
City Charter, indicating the election of Charles E. Gilb and
Mary B. Young as Council Members and Christine Van Maanen as
City Clerk. The City Clerk presented and read the title of
Resolution No. 5170 entitled, "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA RECITING THE FACT OF THE
GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON THE lOth DAY OF
APRIL, 1984 DECLARING THE RESULT THEREOF PURSUANT TO THE PROVISIONS
OF THE CITY CHARTER". It was MOVED by Councilman Haltom, seconded
by Councilman Pellegrino that Resolution No. 5170 be ADOPTED. It
was CARRIED on roll call vote as follows:

The oath of o(fice was administered to the City Clerk by the
Honorable John H. Saunders, Judge of the Santa Anita Municipal
Court. Certificate of Election was then presented to Mrs. Van Maanen.,
The City Clerk administered the oath of office to Charles E. Gilb
and Mary B. Young and Certificates of Election were presented tQ
the new Council Members by the City Clerk.
The newly elected Council Members then assumed official positions
at the Council Table.

Councilman Hannah presented Mayor Lojeski with a plaque in
honor of his tenure as Mayor. It carried the names of the
City Councilmen, the City Clerk, and the ity Manager.
The following presentations were 'hen madt to Mayor Lojeski:

Letter of congratulations from Senator Pete 'Iilson was read
by Councilman Hannah.
Presentation was made by Charles Bluth representing the Santa Anita
Little League.
Mayor Lojeski made the following remarks: "Well, it's all come
down to the end.. The last meeting was kind of a sentimental meet-
ing in the Council Chambers here and you quickly decide and dis-
cover as the Mayor that there is that last meeting. Congratula-
tions also, again, go to Charles and Mary -- welcome to the
Council and to an exciting, I think, what's going to be four
years on the Council.
"I'd 1 i ke to persona 11y thank all of the presenters of all of
the multitude of awards this evening. 1 become very speechless
and am at a very great loss for words when my people -- the
citizens of Arcadia -- give me those types of honors. It's very
gratifying and its very humbling.
"At this time, I'd like to personally introduce my wife, Janet
and my two children, Brian and Michelle. And my parents, Mr.
& Mrs. Lojeski. It's nice to see mom and dad, after 32 years
in Arcadia, finally attending a City Council meeting.
"I would like to thank each and every citizen of Arcadia, but
particularly my fellow Council Members for displaying their
confidence in me while allowing me the leadership opportunity
of being Arcadia's forty-seventh mayor this past year. This
past year, I have continued to give my dedication of time and 1
soul, a willingness for hard work and sacrifice such that Arcadia's
progress would, hopefully, be in a positive direction through what-
ever leadership efforts I could extend. I have always tried and
I will continue to represent my City with dignity and class, to
help the City progress with concepts of well being and a quality
of life we all would respect and wish to have and be proud of.
My hope one ye~r ago was to -- not to coast because to me that
meant we would be going downhill -- but to progress and build on
our illustrious past. If Arcadia today, in my mind and in yours,
is just a little bit better off today than it was a year ago, then
1 am pleased and we have progressed. Any gains have all been for
my City because, number one, my love is for my City and not for
anything personal in nature nor any personal motives.

"It's a 1 ways been to ca rry out the wi sh and the will of the
people. This past twelve months have passed very quickly. MY
experience, my education, my exposure will never be forgotten.
Time has passed quickly and I must commend the Mayor's secretary
and George Watts' secretary, Cindy RoWe for handling those daily
chores that an agitated or an upset o~ a questioning Mayor comes
in with. She always handled them with that smile on her face --
and her two illustrious assistants, Caroline and Kay. My apprecia-
tion grows each day for the excellent City staff we have which has
been responsible in assuring and in giving their dedication to
Arcadia and the even greater management staff of all of the depart-
ments. George Watts, our City Manager, Mike Miller, our City
Attorney, deserve a continuing stream of thanks for their prompt
answers and actions at all times. Any structure is only as good
as its foundation and in this case, our Director of the City Hall
functions, the City Manager, George Watts. George, thank you very
much,
"A year ago, I was very humble to have bestowed upon me by my
fellow Council Members the title of Mayor. I am proud of Arcadia's
past which we can dedicate and direct towards building our wealth
of heritage today. The present has brought a pride of our Council
this past year. Any and all accomplishments are not one man's
endeavors. They have been a group effort. Council, despite at
times, definite differences in philosophy and opinions, conflicts
of interest, sometimes poor attendance -- I am really proud to say,
accomplished more positive direction and growth and realization
than many Councils in the past. They were our accomplishments --
not mine -- not anyone person's -- but ours -- the City of Arcadia's
accomplishments. The continuing anticipation in these will be the
seeds which we have planted and we'll see what happens in the future.
"This past year, there have been a couple of nice accomplishments,
I think, that the Council has seen -- the City/has seen. We created
a Blue Ribbon Committee of Arcadians to make/the Olympic Equestrian
events at Santa Anita a success and to showcase our City of Arcadia.
We recently completed an agreement with the Los Angeles Olympic
Organizing Committee which guarantees that the Arcadia taxpayers
will not be taxed for fi nanc i n9 these events. In the pub 1 i c safety
area, we constructed an Emergency Operations Center and initiated
a 9-1-1 emergency system -- one of the few that are working through-
out the County. We have put into operations a new fire truck, two
new ambulances, thereby doubling our paramedic capabilities, we've
added five Dial-A-Ride vans because of an increased use to 207,000
passengers for this current fiscal year. The long-awaited 100 unit
senior citizens' building was started -- it's not going as expected
and we must attack that question -- to find out why it's not going
and get that project going but it has been started. We negotiated
a very fair and equitable labor contract with the City employees
for not a one year period, but a two year period -- until 1986. We
played host throughout the Christman holidays to a hundred young
musicians, approximately 300 sister city members from our sister
city in Newcastle, Australia. Sections of our Santa Anita Blvd.
from Colorado to Camino Real were reconstructed. We re-contoured
and re-surfaced many streets, we slurry sealed alone 34 residential
roadways. The most dramatic improvement that the City has seen
in many years finally opened -- that being the 194 unit Granada
Royale Homtel at Huntington and Fifth. In the next few months,
hopefully, the rarmor Development Company will construct a three
story or 45,000 sq. ft. office building to be completed by 1985 with
a ground floor tenant already signed, sealed and delivered --
Southland Bank. On the grass at Huntington and First Avenue, a

"possible eight story building, 110,000 sq. ft. office building
with multiple-deck parking elevation structure. To the East. at
the hospital site, you've all seen the Red Cross Building is
finally going up. It's to be completed within the next couple
of'months. Right across the street a possible new medical office
building on race track property. We are undergoing right now a
revitalization study which is being done in the downtown area.
The findings and recommendations will be coordinated so that the
Council can act and react on this. Having the faith and doing our
homework as Council, we passed judgement on a budget which I was
very proud to say was probably passed in record time. We survived
very well this past year. It was through the hard work, again, of
our hard working City staff. Much has been accomplished; much more
will be accomplished.

"Our election last week proved that Arcadia is strong -- our work
is not finished, but as a town, we're standing very tall. I look
forward. again, to working with Mary and Charles and my two best
friends over the last two years. Don and Dave. I also look forward,
to this Council addressing the problems of the senior citizens'
housing project. Addressing the problem of the housing for the
first time home buyer, working out our current Cable TV problems,
improvements of our current Civic Center facility and particularly
our police facility, particularly those dressing room facilities
for our police officers, looking at that noise attenuation problem
that has been a Council problem and a City problem ever since that
210 Freeway went in. And continued and renewed interest in the re-
vitalization. And 1 firmly believe and firmly hope that our Council
will extend an invitation to developers and say we want proposals --
not how difficult can we make it for them. And we should continue
to realize that of all of the services, facilities and other
amenities that we can provide, few matter more than the type of
housing which we live in and the kind of neighborhood in which we
and our housing is a part of. I believe this past year as been --
wisdom is knowing what to do; knowledge is knowing how to do it;
but success is actually getting in and doing it.
"I thank each and everyone of you for all of the cherished
moments of this last year, the honor of serving the greatest
people in the greatest City in the world. Thank you very, very
much.

start cuttino and I just didn't know where to cut, so thanks one
and all -- you're very specia1."
At the end of his speech. ' on behalf of the City Council, Mayor
Lojeski presented a plaque for four years of energy, hard work
and distinguished service for the years 1980-84 to Councilman
Richard A. Haltom.

Councilman Haltom responded: "Well, as usual, I'm totally un-
prepa red. I wi 11 say thi s -- it has been probab ly the second
greatest honor in my life -- my wife knows what the first one
was. Thank you very much."
It was noted by Mayor Lojeski that Councilman Jeffrey A. Dring
will also receive a similar plaque. Councilman Hannah read the
following letter from Councilman Dring:

"To the Members of the City Council: I have sincerely enjoyed
the opportunity to serve the City of Arcadia as a member of this
Council for the past four years. In this regard I would like to
extend my appreciation to the fellow members of the Council for
always making the job interesting. To the City Clerk and the
City Staff I want to express my recognition for a job well done.
And to the newly elected members of the Council I wish 'CO extend
my congratulations and best wishes for a rewarding four years to
come. Sincerely, Jeffrey A. Dring."
REORGANIZATION OF THE CITY COUNCIL FOR 1984-85
The City Clerk declared the Office of ~ayor vacant and called
for nominations. It was MOVED by Council Member Young, SECONDED
by Councilman Pellegrino to nominate Councilman David Hannah to
be the presiding officer for the ensuing year. 'No other nomina-
tions were made and the City C1erk declared the nominations c10sed.
Unanimous ballot was then made that Councilman David Hannah be
Mayor for the ensuing year.
Mayor Hannah assumed his place at the Council Table and called
for nominations for the Office of Mayor Pro Tempore. Councilman
Lojeski nominated Councilman Pellegrino for Mayor Pro Tempore for
the ensuing year. No other nominations were made and the City
Clerk declared the nominations closed. The nomination was
SECONDED by Mayor Hannah. Mayor Hannah then call ed for-
the City Clerk to take a roll call vote.

Mayor Hannah remarked as follows: "He1en Schrader, who is the
Editor of the Tribune, has to be some sort of a Trojan because
she comes to every City Council meeting and her first question
a1ways is: "Is it going to be a short meeting tonight?" I
promised her that this year we would try to keep them as short
as possible and with that thought in mind, I would like to
introduce three people or at least acknowledge three people that
have been instrumental in my career here. Ed Butterworth has
been my mentor, and he's the one who encouraged me to run for
the City Council. He t01d me it would be fun. I now have found
out that he has a distorted sense of humor. Marce1la Whitmore
was my campaign chairman. She is downtown tending to her Arcadia
Republican functions tonight and can't be with us although she
may still show up. Wayne Butterfield was my assistant campaign
manager and he's spent a lot of long hours. I would like to
acknowledge him.
"I see many, many faces here of people who have spent time
walking the street, passing out brochures, just doing everything
to help me get elected. I would like to acknowledge them but
I'm not going to take the time to introduce them individually.
But they know who they are and I thank you.
"I would 1 ike to introduce my wife of 35 years, Nancy. I have
numerous childre~, so h01d your applause. I'd like to introduce
Bob, who is a great guy and his wife,.Susie and at the same time,
Bob's mother, Marge Hi11man. I have three girls and one boy.
Unfortunately, two of my daughters can not be with us tonight, but
they are with us in spirit. My son, Mark, who is on his spring

"vacation is with us from St. Mary's. And, last but not least,
my wife and I share one grandchild and we're absolutely delighted
with her, Stacey E11en,wi11 you stand up and show how pretty you
are. I want to conclude by thanking my associates for giving
me this honor and I hope that I can fulfill the high standards
that Dennis has set this past year and to try to please all of the
people -- which you can't -- but I'm going to make every attempt
and I want to welcome you, Charles -- you're a great addition
and you, Mary -- welcome. Thank you all. Now we'll have some
remarks by our new Mayor Pro Tempore."
"I would first of all 1 ike to have my wife and my son, Dominic,
stand up. Without my family, I don't think any of this would
have been possible. Second of all, I would like to have the
audience -- and to repeat the Mayor -- the Mayor stole my speech
I wrote a speech four times today; if someone said this, I'll read
this, if someone said that, I'll read this line -- then my last
speech I read to my wife and she threw that one away. I have to
congratulate none other than Charles E. Gi1b and Mary Young. I've
waited four years for a Council that would work together. In God's
name, I hope we work with one intent. if possible, for the good of
Arcadia for the people of Arcadia."

Councilman Gilb congratulated, Mayor Hannah and reminded Councilman
Pellegrino that he was on the Council with Jack Sae1id two years
ago and continued:
"I would like to introduce my wife of 37 years - Ruth, would you
please stand up and it is a distinct honor to introduce my mother-
in-law who is here for the Citizen of the Year Banquet from Haver,
Montana, Mrs. Joseph Va1adon and Ruth's sister, Josephine, who is
here from Conrad, Montana. I'd like to introduce my oldest
daughter, Denise; and my youngest daughter, Valerie. I remember
one time I came to the Council Meeting and Mr. Butterworth
introduced me as his compaign manager and I remember when he ran
that time and I would now like to introduce my campaign manager
who did a fantastic job for me, Jack Sae1id. I would also like
to recognize former Mayor, Jim Helms, who is here tonight. Jim
is at the back of the room and Mr. Butterworth is a former Mayor,
too.
"And I would like to thank all of those on the committee who
helped me get elected and I want to particularly ask all of the
Charlie's Angels if you would please stand up. I want to thank
all of the committee people who helped in the election.
"You know, running for reelection is like goin9 to church -- it's
kind of soul searching. You go out into the community and the
community tells you what's wrong with the Council and somehow
they're afraid to tell the Council that is in power at that time, 1
because they feel a little away from it, but when you go out for
election -- more for reelection than for election -; you find out
all of the things that you did wrong and all the things that
people don't like and also the things that people don't like you
for and I think it's interesting to find out that in this
commun i ty wha t ,people 1 i ke and wha t they don't 1 i ke. And they
certainly are very vocal about it.
"Some of the things that we hope will happen this year would
depend upon budget -- that the library would be opened again on
Mondays -- that was the number one priority of everyone I talked
to during this election. The new City Hall Center that people
are very interested in -- they think they should have something

to say about it -- the downtown business district and all the
other business districts are important to the people. As
Dennis said, we have to show the business community that we
are interested in' them comin9 into our community and doing
business and 1 think that should be one of our No.1 priorities
-- encouraging good businesses to come into our community. That's
an advantage and is in the best interests of all of those of
the citizens. But most important,I think, is that we have to
maintain our residential areas and this was a top priority in
almost everyone of the coffees and parties that we had. The
people want their homes protected and I have to say that I told
them on numerous occasions that I have every confidence in the
fire and safety services of the community. I think they are
second to none.
"I would also 1 ike to thank everyone again. It is interesting
to be back after serving eight years and being off two. When
they deli vered the Counc il pac ket on Thursday, I thought it
was a little strange. We used to get it on Friday, but it was
just as thick and so we kind of muddled through the thing, but
I look forward to serving on the Council. Mary, I congratulate
you on your election. It was a good compaign with a lot of
very good candidates running. It was a great credit to the
community. Christine, I am very glad to see you back here again
with your gimpy arm and all and I want to say this that it's a
great honor to serve this community. I believe I can add some-
thing in a business expertise way. I would hope that we all get
off on the right foot and get started and get to the business
a t hand. Thank you very much."
Council Member Mary B. Young said: "It's a pleasure for me to
be here tonight and I hope that I can serve you well. I can
assure you that I will work hard. I would like to introduce
my husband of 39 years, Dick Young. He was one of my best
precinct workers. I would like to also introduce my daughter,
Carolyn, and her twin brother, Bob and his family, Sydney and
my grandson, Reed ..... and my campaign manager, Pat Wallace.
I am a person of few words and I'm ready for act i on. Thank you."
Mayor Hannah commented, in part, that with three former mayors
on the Council, the City is in good hands, after which he called
for a recess.

The Council reconvened and entered an Arcadia Redevelopment
Agency meeting.

AUDIENCE PARTICIPATION
Mrs. Johanna Hofer, 875 Monte Verde Drive congratulated the
new Mayor and Council members. She then read a communication
entitled, "Contest and Challenge Certification of April 10, 1984
General Municipal Election Results". Her concerns were expressed,
primarily because of the location where the ballots were counted.
She asked that steps be taken to see that this does not occur in
the future. (Letter on file in the Office of the City Clerk.)'
Don Fickas, President of the Arcadia Board of Education congrat-
ulated the new Mayor and Council Members. He thanked former 1
Mayor Lojeski for the times he joined the Board in its meetings
and also Messrs. Hannah, Pellegrino and Lojeski for their recent
presentation. Mr. Fickas then invited the Council Members to
attend the Public School Week luncheon to be held soon as their
guests. At the suggestion of Mr. Fickas, Council will consider
a time for a discussion meetinq with the School Board.
CONSENT ITEMS
SCHEDULED Public Hearing for May 1, 1984 on Text Amendment to
amend Section 9267.1 of the Arcadia Municipal Code relating to
the review and approval procedures for land uses and develop-
ments in the M-2 (Heavy Manufacturing) zone.
APPROVED additional leave without pay for Barbara Martin,
Library Technician III.
APPROVED the plans and specifications and AUTHORIZED the
City Clerk to ADVERTISE for bids for traffic signal at Las
Tunas Drive and Warren Way - Job. No. 555.
APPROVED plans and specifications and AUTHORIZED the City Clerk
to ADVERTISE for bids for intersection lighting at Hugo Reid
Drive and Golden West Avenue - Job No. 556.
AUTHORIZED City Engineer to purchase supplies and equipment for
the Emergency Operations Center, Fire Headquarters. Estimated
cost of listed items is $18,000 which is to be appropriated
from Capital Outlay Funds.

Pursuant to Councilman Gilb's request for information concerning the
Transit Operator's Performance Study for the Dial-a-Ride, and the
proposed amendment to the City's 1984 Transit Consultant Services
Contract, staff explaine~ in detail that there are currently three
vans and ten sedans which are city owned.. taxicabs are used when
needed. Funding will come from Urban Mass Transit Administration...
80% from that source and 20% from Proposition A Local Return Funds.
Some of the monies have already been used for capital equipment for
Dial-a-Ride in terms of a computer.. some could be used to purchase
bus stops and bus shelters.. perhaps for road widening for a busway.
It was noted two of the vans have wheel chair lifts... the types of
vehicles used is determined by usage and rider characteristics. At
the present time about 80% of the total ridership is from individual
callers.. however, more group calls and handicapped persons are re-
questing service.. hence three new vans will soon be placed in oper-
ation. It was also stated by staff that persons are only picked up
within the confines of the city. The ridership during the current
year has been between 205,000 and 210,000,.. and that it appears that
will be the peak which could be funded in future years.
The recommendation to retain a consultant was explored.. who would
come in and look at our system to see if the fares are at an equitable
rate.. if the service could be improved, etc. The dispatcher procedure
was explained in detail. In response to Councilman Gilb's question as
to whether or not staff member Bocian could perform the duties to be
required of a consultant the City Manager said in part that he could,
but it would take him (Mr. Bocian) away from his many other duties.
It was then MOVED by Councilman Gilb, seconded by Councilman Pelle-
grino and carried on roll call vote as follows that a contract be
awarded to ATE Management & Service Company, Inc., for the completion
of the Arcadia Dial-a-Ride TOPIF Study at a fee of $7,990 and that the
Mayor and City Clerk be AUTHORIZED to execute the contract in form
approved by the City Attorney.

It was further MOVED by Councilman Gilb, seconded by Councilman Pelle-
grino and carried on roll call vote as follows that the amended 1983
Dial-a-Ride Consultant Agreement with Daniel Benson & Associates for
$14,000 be APPROVED and that the Mayor and City Clerk be AUTHORIZED
to execute the agreement in form approved by the City Attorney.

Room on the presentation by Beck & Associates on Target Stores and the
proposed Civic Center facility.
It was MOVED by Councilman Gilb, seconded by Councilman Lojeski and
carried that Herb Fletcher be reaPPointed to the Watershed Commission
for another two year term begjnning May 1, 1984 to 1986.
Mayor Hannah distributed copies of his l~aison, delegate and alternate
appointments for the ensuing year - various Boards and Commissions -
and organizations.
