OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING May 15, 1984 The City Council of the City of Arcadia and the Arcadia Redevelopment Agency met in a regular session Tuesday, May 15, 1984 at 7:30 p.m. in the City Hall Council Chambers. Johenk, Chaplin, Arcadia Methodist Hospital City Attorney, Michael Miller PRESENT: Council Members Gilb, Lojeski, Pellegrino, Young and Hannah ABSENT: None On MOTION by Council Member Pellegrino, seconded by Council Member Gi1b, the minutes of the Adjourned Meeting of April 24, 1984 were APPROVED on roll call vote as follows: AYES: NOES: ABSENT: Council Members Gi1b, Lojeski, Pellegrino, Young and Hannah None None On MOTION by Council Member Pellegrino, seconded by Council Member Gi1b and CARRIED, the Minutes of the Adjourned and Regular Meetings of May 1, 1984 were APPROVED as corrected to reflect the inclusion of a motion by Council Member Pellegrino, seconded by Council Member Gi1b that the ordinances and resolutions be read by title only and that the reading in full be waived. It was MOVED by Council Member Young, seconded by Council Member Lojeski and CARRIED that all ordinances and resolutions be read by title only and that the reading in full be waived. Mayor Hannah announced that, at the request of the applicant, Dr, Darrell J, Holman, the application for modifications relating to a proposed medical office building at the northwest corner of Lovell and Naomi Avenues was WITHDRAWN, (M-84-35) Therefore, the hearing will not be held, (Item #3 on the agenda) Planning Commission recommendation concerning the tentative map of Tract No. 43268 for a 20-unit residential condominium at 309-315 East California Street. The conditions for approval were set forth in the staff report dated May 15, 1984.' A Negative Declaration has been prepared. ARCADIA REDEVELOPMENT AGENCY PRESENT: ABSENT: Agency Members Gilb, Lojeski, Pellegrino, Young and Hannah None The Minutes of the Adjourned Meeting of April 24 and the Regular Meeting of May 1, 1984 were APPROVED on MOTION by Member Gilb, seconded by Member Lojeski and CARRIED unanimously. There being no business to come before the Agency at this time, the meeting was adjourned to 6:00 p. m. May 22, 1984 on MOTION by Member Pellegrino, seconded by Member Young and CARRIED un- animously. Council reconvened. ~, PRESENT: ABSENT: Council Members Gilb, Lojeski, Pell~grino, Young and Hannah None AUDIENCE PARTICIPATION Ms. Mae McKernan, 1324 Lovell Avenue, spoke at length concerning the traffic problem existing in an already congested and vehicle laden area, especially on Lovell Avenue which permits parking on both sides of the streets and with cars going in both directions, hazard is constantly being created, This is compounded by the two exits from the 612 and 622 Lovell Street exits from the medical building. She also recalled that when the buildinq was approved some years ago, they were promised a six foot high wall with over- hanging greenery..,. however, they have a three foot high wall and. upon inquiry, she was told there was an ordinance which called for a three foot wall. They finally have the greenery. Ms. McKernan asked if it would be possible to have a light at Lovell and Duarte and to have the block wall continued over those two exits onto Lovell. , . as to restricted parking, which has been suggested. then the residents would suffer, Ms, McKernan then spoke to a drainage problem and asked for some relief -- perhaps at the construction of a storm drain, The Director of Public Works said, in part, that his department is aware of the runoff and in the Capital Improvement Program which will be before Council soon there is funding for a storm drain project on Lovell.., as to the traffic signals he suggested having a study made to determine if there is justification for signa 1 i zation, ,-'., Mr. Paul Klein, 60 W. Naomi Avenue, agreed with what has been said regarding the congested traffic situation on Lovell due to the bank, small shopping centers on Baldwin near Naomi and the little produce market. He then referred to the proposed senior citizen housing project and asked if Council had any information he could relay to the residents of the condominium. He was informed that the revised plans are now in the hands of the structural engineer and, once the plans are approved, the contractor will start construction. Mr. Klein felt the traffic problem will only increase when the housing project is completed -- not so much because of the tenants but with their visitors. He appreciated, the fact that the Council is going to study the s'ituation. 5-15-84 -3- lOVEll/ NAOMI TRAFFIC & WATER REPORT (Due June 19, 1984) (cont'd) REPORT TO BE MADE ON VAR IOUS STEPS TO IMPROVE TRAFFIC PROBLEMS SEN lOR C IT I ZEN HOUSING PROJECT 25:0954 Mr. Norm Morris, 606 Naomi Avenue, also spoke to the same subject -- and recalled that the original environmental impact report reflected that the zone change could increase the parking problems because it would permit parking lots to be developed in the area.., that traffic hazards might increase, however, if Naomi Avenue were widened, the problem most likely would be eliminated, He questioned as to what the residents could do to impress upon the Council that the residents did not want the medical building now or in future years, Ms, Donna,Coupland, 538 Naomi Avenue, expressed appreciation that the Council is taking positive interest in this matter and 1 recognized that many of the Council Members were not on the Council when the problem was created ,.. that it will take professional solutions now. The residents were originally promised a six foot high wall to enclose the complex similar to what surrounds the Sears Store in East Pasadena", which also abuts residential areas", if such a wall ;s presently illegal, then the law should be changed, Ms, Coupland also spoke to the driveways exiting from the medical building onto Lovell and felt that no exits should be permitted therefrom -- entrances only. Perhaps a traffic light could be installed at the corner of Duarte Road and Lovell, She felt this is what is needed to right a wrong which has been done, Mr. Del Coup1 and, 538 Naomi Avenue, a sked if the Counc i 1 has the authority to suggest or demand the owner of the subject property to place a wall around his property and putting up tiger teeth to disallow cars to exit on Lovell. He was advised that the City Attorney will include the legal aspects of that in his report. During the Council consideration it was the consensus that the Director of Public Works meet with the residents in the subject area and with the West Arcadia Business and Professional Association and reoort back to Council June 19 -- with recommendations concerning the feasi- bility of the installation of a traffic signal at Duarte and Lovell and also the closure of driveways from the medical building onto Lovell, . The Planning Director to report on the difference in cost in moving the Senior Citizen Housing Project ahead as originally planned. Mr. Herb Fletcher, 175 W, Lemon Avenue, spoke to property taxes and distribution and noted that the Los Angeles County budget for the ensuing year will be increased about 5,9% which means the County will be spending almost a million dollars a day more than in this year. He felt that most of that money should be coming to the cities and schools. He compared that to San Francisco City and County with its one government. He suggested that the City Council take the ' initiative by referendum and change the distribution of the property 1 tax. Second Avenue, was APPROVED pursuant to conditions set forth in staff report dated May 15. 1984. Subdivision Agreement for Parcel Map 84-8 at 225-227 E, California Street, a proposal for a residential condominium. was APPROVED pursuant to conditions set forth in staff report dated May 15, 1984, Tract No, 36277 - Rafael Drive, ACCEPTED. The public improvements have been'comp1eted in accordance with City requirements and conditions as imposed by the Planning Commission and the City Council. It is also ACCEPTED for maintenance by the City, APPROVED the plans and specifications for the surface reconstruction of Santa Anita Avenue from Camino Real to Palm Drive - Job No. 544. This project will be financed by Federal Aid Urban and State Gas Tax funds, The City Clerk is AUTHORIZED to advertise for bids upon approval by Ca1trans, ACCEPTED - the staff recommendation pursuant to report dated May 10, 1984 and DIRECTED the City Attorney to prepare an amendment to the City Municipal Code reflecting procedures as recommended. ACCEPTED the work of Motorola, Inc, in the installation of the communication equipment in the 9-1-1 Communications Center. It was noted in the staff report that the cost of this project was $145,937.23 and AUTHORIZED the City Clerk to file Notice of Completion, Final payment to be made. pursuant to the terms of the contract. APPROVED the request of Colleen Hostetter, Parking Control Specialist, for a Leave of Absence Without Pay. ALL OF THE ABOVE CONSENT ITEMS WERE APPROVED ON MOTION BY COUNCIL MEMBER GIlB AND SECONDED BY COUNCIL MEMBER LOJESKI AND CARRIED ON ROLL CALL VOTE AS FOLLOWS: AYES: NOES: ABSENT: Council Members Gilb, LOjeski, Pellegrino, Young and Hannah None None C!TY MANAGER Council received a report from the Director of Public Works concerning parking conditions at the Northeast corner of Baldwin and Naomi Avenues. This was brought about by the receipt of public comments at the May 1, 1984 Council Meeting, at which time staff was directed to make a survey of the said conditions in an endeavor to determine what improvements are possible to alleviate the problems. (See report dated May 15, 1984,) In the report it is recommended that no changes be made in the existing "buddy system" in the intervening red zone areas inasmuch as the removal of the red zones does not preclude the issuance of citations for the violation of the parking spaces markings. Mr, James Plotkin, owner and operator of a business at 1310-15 5, Baldwin Avenue said, in part, that he does not have a problem with the report; however, there are parking problems, He felt that a traffic plan is needed, 5-15-84 -5- 9a. ORDINANCE No. 1790 ( INTRODUCTION) 25:0956 Mr. Plotkin also said, in part, that the produce business, which is north of his, has one space more than required. Some discussion was held on the possibility of forming a parking district, as was discussed a number of years ago. Mr. Robert J. Bowen, Vice President - Board of Directors of the West Arcadia Center Business and Professional Association and Manager of Hinshaw's Department Store, read and presented to the City Council a letter concerning the difficulties encountered with customers receiving citations for red zone encroachments on Baldwin Avenue, This has proved to be very detrimental to customer relations in West Arcadia and also very costly to the merchants, He requested consideration of the matter which will result in a mutually satis- factory solution to this very serious condition. Mr. Joseph Levine, Owner, Hair Together, 1314 S. Baldwin Avenue said, in part, that the present situation causes him loss of clients and that, as a matter of fact, he has been paying some of the citations which his clients receive so that they will return to his shop. I Mayor Hannah asked that those interested get in touch with the Director of Public Works and that the Director prepare a report for Council's consideration, The Director was also requested to look into the'possibi1ities of enlarging the parking spaces by the means of reducing the sizes of the red zones. Council Member Lojeski brought up another matter which centers on the east side of Baldwin Avenue in front of the Santilli's Restaurant where it is almost impossible for passengers to leave their cars due to the fact that there is a long row of newspaper racks lining up to the curb. Staff will look into this. Toward the end of February, 1984, staff was directed to obtain proposal information from the Arcadia Methodist Hospital and the Foothill Industrial Clinic in connection with physical examina- tions for the police, fire and management personnel, (See staff report dated May 8, 1984.) During these dlScussions, Dr. Russell Mantz, Medical Director, Methodist Hospital, responded to questions said, in part, that he would be handling most of the examinations and that the hospital is equipped for this service, It was MOVED by Council Member Lojeski and seconded by Council Member Young that staff be directed to proceed as outlined and that $31,000 be allocated to conduct physical examinations for fire and police employees from the Revenue Sharing Fund for FY 1983-84 and that $20,000 be budgeted from the Revenue Sharing Fund for FY 1984-85, It was further directed that $4,700 be allocated to conduct physical examinations for management employees from the Revenue Sharing Fund for FY 1983-84 and that $5,400 be budgeted from the Revenue Sharing Fund for FY 1984-85.
