ADJOURNED REGULAR MEETING
MAY 22, 1984
The City Council of the City of Arcadia met in an adjourned
re9u1ar session Tuesday, May 22, 1984 at 6:00 p. m. in the
Arcadia City Hall Conference Room.
PRESENT: Council Members Gilb, Lojeski, Pe11e9rino, Young and Hannah
ABSENT: None
Primary purpose of this meeting was to consider the proposed
budget fqr FY 1984-85 as submitted by the City Manager. Council
reviewed each departmental and account budget.
Only change -- to delete Charles E. Gilb from the dental and
medical coverage.
No change. ,
No change. Finance Director to work with City Clerk in determining
the type of microfilm machine and reader required for the preserva-
tion of the official documents. Report to be submitted to Council.
Research to continue on automated record retrieval system.
No change. Transportation item to be discussed in closed session.
No change. Security measures for the Treasurer's area to be
reviewed by the Finance Director and the Police Chief.
The Planning Director responded to questions concerning
1) used cars for sale on private property... the City Attorney
advised on the legal aspects and will advise Council on remedies.
2) the need for another property maintenance inspector to service
the community in a more timely manner. Budget to be amended to'
include salary and benefits for this additional employee.
Communications to be directe~ over the Mayor's signature to
the property owners concerning cars parked on their property
and maintenance problems.
No change.
Reviewed all activities in this account and it was MQVED by
Council Member Pellegrino, seconded by Council Member Gilb to
budget $2500 out of Revenue Sharing Funds for 1983-84 for the
Arcadia Olympic Commission.

The need for more police officers on the street was stressed and
it was suggested that the City might utilize a program now being
effective in other cities -- that of Public Service Officers who
are civilians which frees the officers from duties such as routine
report taking. The employee who would do this type of work could
be a police oriented person, but one who could not qualify as an
actual police officer. Staff to research the program and prepare
a report as soon as possible. The new police vehicles were

, explained along witt) the,cost. The need for shower and dressing
room facilities for the women in the police station was discussed

Kel Mason, Vice President of the local Chamber of Commerce, made
a presentation concerning the need for additional funding and
asked for a return of what was allocated to the Chamber prior
to Proposition 13. He noted cuts in staff, salaries remain the
same as last year ... the need for painting the building ... the
fact that they have, lost the money raising event -- the concert
,"at the Arboretum -- due to losing money. He explained in detail
the revenue making programs and the many ways in which the
Chamber represents the City. During this consideration, James
Hanrahan, President of the Chamber, also spoke to the need of
the additional funding.
It was MOVED by Council Member Gilb, seconded by Council Member
Lojeski and carried on roll call vote as follows that the City
'reinstate $40,000 and that the same be placed in the budget for

FIRE DEPT. In response to a question, the Fire Chief said .the 9-1-1 program
in going very well -~ the equipment has proven to be excellent.
The back-up program was explained in deta il.. No changes.

PUBLIC WORKS' The Director of Public Works explained the yard and garage
operation '" and in response to a question said, in part,
that he is not satisfied with the landscaping maintenance
currently being performed -- that he has had meetings with
the contractor and will hold additional ones to see what can
be done to improve the situation ... the park~ays, median strips,
etc. are not being maintained as tbey should be. As far as the
First and Huntington site maintenance, it was noted that the
Redevelopment Agency is paying the cost therefor.
RECREATION No change.
LIBRARY The Librarian said, in part, that the Library Board had recommended
the Library be opened on Monday nights '" that he agreed also.
Council concurred and it was MOVED by Council Member LOjeski,
seconded by Council Member Young and carried that this be in-
corporated in the budget. The Librarian said it could probably
become a reality in August. The building will be painted with anti-
graffiti paint. $10,500 to be included from Revenue Sharing to
provide for restroom facilities for the handicapped.
No change. Some discussion held on the need for another employee
in the department -. due partly to the number of reports necessary
on the many projects.

It was the consensus of Council that one million and a half dollars
be placed into a Special Reserve Fund for City improvements.

It was MOVED by Council Member Pellegrino, seconded by Council
Member Lojeski and carried on roll call vote as follows that
the fourth quarterly payment to HOY be made immediately and
that the proposed budgeted amount of $7,500 for the ensuing year
be deleted.

Gilb and carried on roll call vote as follows that the building
permit fee of $1,998.05 be refunded the Arcadia Chapter of the
