Tuesday, June ,19, 1984 at 6:30 p.m. in the City Hall Council Chambers,

210 Freeway Proposed Ramp Metering,

Whereupon the City Attorney presented, explained the content
and read the title of Resolution No. 5179, entitled, "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF ARCADIA AMENDING REQUIREMENTS
FOR MEMBERSHIP ON THE CITY YOUTH COMMISSION", It was MOVED by Council-
member Gilb, seconded by Councilmember Young and CARRIED on roll call

PRESENTATIONS
ARCADIA BEAUTIFUL COMMISSION
I
Dr, Margaret Gale, Chairman of the Commission, introduced the
Commission members, explored the purpose of the Commission and the
participation and accomplishments of the Commission. Dr. Gale noted
the awards to be made this year -- Residential, Commercial, Apartment
or Condominium, Block,Gardener, Sister City Award and a Special
Olympics Award, There were over 100 nominations and, during the year,
the Commission will be recognizing by Letter of Commendation additional
properties which have been improved, Former Commissioners who were
present were introduced -- Mrs, Marcella Whitmore, Grace Pelto, Elsie
and Ernie Hetherington and Pat Inbody,
Milton, Inbody, Chairman of the Committee, then exhibited slides of the
selected properties listed below and Mayor Hannah congratulated and
presented each participant with a plaque:

Mayor Hannah presented and read RESOLUTION NO. 5181 in full
entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF,
ARCADIA HONORING REVEREND DR. PAUL'G. JOHENK FOR HIS MANY YEARS
OF SERVICE TO HIS COMMUNITY". The Resolution set forth the
participation and accomplishments of Reverend Johenk during the
past 25 years. It was MOVED'by Councilmember Lojeski, seconaed by
Councilmember Gilb and CARRIED on roll call vote as follows that

Councilmember Pellegrino presented Linda Exton with a Certificate of
Appreciation for her tenure on the Youth Commission.
The City Clerk administered the Oath of Office to incoming Youth
Commissioners Jeff Clark and Jim Trigonis. Councilmember Gilb then
presented each with credentials and welcomed them to the Commission.
The public hearing on the proposed Revenue Sharing Budget for 1984-85
was declared OPEN by Mayor Hannah. During this consideration, Mrs,
Johanna Hofer, 875 Monte Verde Drive, spoke to the possibility of
using some of these funds to build fences around schools, particularly
the High School. She felt this would prbtect the schools from vandalism
and also the Police would not have to patrol so much, The City Attorney
advised, in part, that the funds cannot be distributed to the school "
and that the schools have not gone on record as requesting such fences.
No one else desirinq to be heard. the h~arinq was CLOSED on MOTION hv

Councilmember Gilb then presented and read the title of RESOLUTION

The public hearing on the proposed budget for ]984-85 was declared
OPEN by Mayor Hannah. Marilyn Daleo, 618 Flamingo Way, current Chair-
man of the Library Board, expressed appreciation to the City Council
for including the additional funds in the budget to provide for the
reopening of the Library on Mondays. Gloria Horstman, 116 W. La Sierra,
also thanked the Council for making it possible for the Library to
remain open on Mondays.
Mrs. Johanna Hofer, 875 Monte Verde Drive, also expressed appreciation
~Council for its action in making funds available for Mondays to be
open at the Library, and said, in part, that a copy of the proposed
budget was not available at that facility and felt it would accommodate
those interested if a copy were there, In response to her inquiry as
as to whether or not funds are in the budget for the Police on Campus
program, she was advised by the City Manager that they were not, She
also felt it strange that there were sufficient funds to provide a salary
raise for the City Manager and plans for a new Civic Center and not for
such things as fencing schools or a Police on Campus program. She was
advised that it is unknown at this time how much the architectural
services for a civic center study will cost, A negative response was
also submitted to her question concerning any phasing out of racing
if the forthcoming November election results in a State lottery.
Mrs, Hofer favored going to the voters for such things as a recreation
senior citizen facility and/or community auditorium. She also felt
an inexpensive way to provide additional space for the Police Depart-
ment would be the use of mobile trailer-type units. She asked Council
to give some thought to her suggestions,
Mayor Hannah said, in part, that the City in no way is committed to
building a civic center '" it is only under discussion now". many
of the Councilmembers would be opposed to it " the cost is high and
if something in the City takes priority -- that priority will be
assessed", the funds will be spent on the most important. He could
not assure Mrs, Hofer that a new City Hall will ever be built". it
is a good idea '. it is being talked about -- that is all.
No one else desiring to be heard, the hearing was CLOSED on MOTION
by Councilmember Gilb, seconded by Councilmember Lojeski and CARRIED

AUDIENCE PARTICIPATION
Herb Fletcher, 175 W, Lemon Avenue, spoke to many things - 1) Council
consideration of constructing a new civic center and auditorium at
an estimated cost of about $20,000,000; that an investment of this
nature should be put before the people for a bond issue with an
assessment on every single piece of property wherein everyone pays
his fair share, 2) That perhaps the utility tax and sewer tax could
be eliminated thereby giving the residents a break. 3) As far as
the need for an auditorium is concerned, he noted the new hotel has
a banquet room ,., and also the Arboretum has an adequate building
that could probably be leased..,. He felt in considering all' of these
things, Council should obtain some public input", there are many
different options " Arcadia is a fine City and could be better,
Gene Reed, 1511 Cambury Avenue, referred to a s itua t ion on Cami no
]feaT between Baldwin and Golden West,., vehicles parked in yards and
a great deal of festivities on weekends. Council will have the matter
investiqated, He also expressed concern over the pOSSible expansion of
the Arcadia Convalescent Hospital in the immediate vicinity. Council-
member Gilb noted that the new budget includes funds for another
property maintenance person ... there will be two instead of just one.

Dorothy Maddox, 634 W. Naomi Avenue, was advised on the status of the
proposed Senior Citizen Housing across from her address " the plans
are now being checked and, if they are in compliance, the building
permit can be issued. It is understood that the developer is ready
to proceed.
Mary Gray, 1044 Balboa Drive, spoke at length concerning her petition
ror-sidewalk construction on her property,.. at the corner of Cortez
and Balboa .,. over which the school children continually walk '"
it is a blind curve ". if the children walk in the street, there is the
safety factor ,.. the cars come around the corner at a fast rate and
she expressed concern for their safety. She asked Council to consider
a sidewalk in front of her property. Mrs. Gray also stated, in part,
that they could not fence the property unless they would place the
fence or hedge twelve feet back from the curb" She felt this would
place the children into the street and to her this seemed unfair.
As far as installing the sidewalk herself, she said it isn't her
responsibility to provide a safe place for the children to walk and
noted that the other three corners at the subject intersection have
sidewalks,

Appeal from the decision of the Planning Commission for denial of
a Conditional Use Permit to expand the existing convalescent hospital
from 74 to 160 beds at 1601 S. Baldwin Avenue. PUBLIC HEARING to be

RECEIVED report on traffic signals at the intersection of Orange
Grove Avenue and San Carlos Road. The report included traffic counts,
a review of accident reports and physical inspection of said inter-
section. The results of the study are compared to the Caltrans Traffic
Manual to determine if the installation of a traffic signal is warranted.
Analysis from the Caltrans Traffic Manual indicate that this does not
satisfy the conditions set forth in the report. Signals not approved.
Copies of the report to be submitted to the homeowners of the subject
area.

APPROVED request for street closure for block party on Magna
Vista and Ewell Lane from Lyndon Way to Le Roy Avenue on July 4,
1984, pursuant to conditions set forth in the staff report,
DENIED request for street closure for block party on Anita Crest
from Grandview to Chantry on July 4. 1984. The ~nial was based
on problems encountered by the Fire Department in the past due to
use of ill ega 1 fi reworks,
DENIED the petition for sidewalk construction at 1044 Balboa Drive
with frontage on Cortez Road as well as Balboa Drive, Investigation
of the parkway obstructions indicates that the most practical location
for sidewalk is adjacent to the curb, Estimated cost of the work is
$3,200. Further investigation did not disclose any pedestrian traffic
shortcutting across the front yard areas of the property, Staff noted
that the City has never had City funded programs on a lot-by-lot basis,
APPROVED staff request to write off uncollectible accounts as set
forth in the report dated June 11, 1984 in the tota 1 amount of
$6,612,57, Council AUTHORIZED the appropriation of funds from
Capital Outlay Funds to write off these accounts.
APPROVED a capital improvement project for construction of a storm
drain on Huntinaton Drive Westward to Civic Center Place. Estimated
cast is $225,006, The Police Department as well as the L,A. Turf
Club have complained of a drainage problem an this roadway which
results in the closure of the Number 3 traffic lane during periods
of heavy rainfall, With the proposed development of the medical complex
and the associated increment of drainage to Huntington Drive, the
problem will become more pronounced, Appropriation of the $225,000
would be from the 1983-84 Capital Outlay Fund. Plans and specifica-
tions'will be submitted to Council, It is anticipated that construc-
tion would start around the end of April 1985 and be completed prior
to the Oak Tree Race Meet, (During the consideration, Ray Rogers of
the L, A, Turf Club indicated the need for the storm drain.)
To meet the increased expenses of DIAL-A-RIDE staff recommends that
Council authorize the transfer of Proposition A Local Return Transporta-
tion Funds to the City Transit Fund. As indicated in the staff report,
, $160,903 would be transferred from the Proposition A-55 Fund to the
City's Transit Fund to balance the FY 1984 Transit Fund budget, Council
appropriated said amount for transfer,

CITY MANAGER
Council reviewed the request for Proposal in connection with the civic
center project, which staff prepared at Council's request. This would
be submitted to the five architectural firms as recommended in the
staff report dated June 19, 1984. It was MOVED by Councilmember Lojeski
seconded by Councilmember Pellegrino and CARRIED on roll call vote as
follows that staff proceed with the distribution of the RFP with a
modification to reflect that certain firms may be asked to make oral
presentations before the City Council.

MATTERS FROM ELECTED OFFICIALS
In response to Councilmember Lojeski 's inquiry concerning the
proposed expansion of Fashion Park, the City Attorney advised that
the matter is one to be discussed in a closed session,
Suggested that material which Councilmembers already receive through
other sources need not be duplicated by staff and submitted to them.
Felt the 9-1-1 Center is in need of landscaping. Fire Chief Gardner
responded stating, in part, that there have been unavoidable delays,
but work should begin shortly on the landscaping.
Also noted that the north side of the May Company (where a gas station I
was formerly located) needs weeding badly -- and the American Savings
& Loan site on Santa Anita and Wheeler (between retaining wall and the
sidewalk) appears to be a litter-collecting area .,. bottles, etc.
With the forthcoming Olympics, there will be additional traffic on
Baldwin Avenue and noted that the parking lot beside the Depot on
Arboretum property needs weeding.., neighbors are complaining,
Suggested that a letter be directed to the Arboretum in this regard,
Was advised on the procedure being followed this year on the issuance
of permits for the sale of fireworks, They are being handled by
staff and the permits have already been issued for this year.
Advised of attending a recent Parent Alert meeting along with Council-
member Young during which appreciation was expressed to Council for
the contribution which has been approved by Council.
Advised that the escrow on the Fifth and Huntington property (Larmor)
will be closed on the morrow, Reasons for the delay were explained by
staff,
Brought up the possibility of the need of a Code of Ethics for City
Council, The City Attorney will prepare a report for Council.
Upon inquiry, the City Clerk said, in part, that a report and
recommendation on the microfilming of records and the installation
of an automated filing system in her office is being pursued,
Referred to the meeting she attended with Parent Alert and how much
she was impressed ..' that she learned much on the use of marijuana,
Suggested that the Councilmembers submit a list of goals in priority
order to the City Manager,
