The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in a regular session Tuesday, September 4, 1984 at 7:30 p.m.

Consideration of the tentative map of Tract No. 43371 for a
proposed 8 unit residential condominium at 812 S. Sunset Boule-
vard. Staff explained that the project would have a 100 ft.
frontage on Sunset Boulevard and is in an R-3 zone. Properties
to the north, east and west are all developed with multiple family

that there would be 100'-0" frontage on Alice Street and the site

& H. Surrounding zoning was explained and the General Plan
designation is Multiple-Family Residential.

Mayor Hannah declared the hearing open and Jack Herron, 45 Alice
Street, stated, in part, that on behalf of the tenants at this
address, the proposed development would be most welcome ... it
would improve the entire area.

Staff advised that the subject site is now vacant and is zoned

evaluation of the environmental impacts as set forth in the

Zone change request for a change of zoning from R-O (12,500 sq. ft. )
to R-l 00,000 sq. ft.) at 183 W. La Sierra Drive. The Planning
Department included the remaining lots along La Sierra Drive --
100-182 and 105-183 W. La Sierra Drive. The applicants have asked
for this zone change in order to apply for a lot split at a later
date. A lot split requires a separate application with its own
hearing. The Planning Commission approved the zone change request.
Prior to the hearing portion of these proceedings, Councilmember
Gilb asked if the zone change could be granted for just the corner
lots and not change any of the the other lots on that portion of
La Sierra Drive. Staff said that this is possible.
Mayor Hannah declared the hearing open and the applicant, Daniel
Sztraicher, 183 W. La Sierra Drive, said in part that his lot is
more than he can care for and that he would like to eventually
apply for a lot split and build another home for a member of his
family... he understood he would have to have the zone change first.
He felt the new home, which would face El Monte Avenue, would beautify
the corner and also add value to the neighborhood. He noted that
only two of the lots involved would be affected ... that the zone
change would make the zoning consistent with the surrounding tracts
eliminating the spot zoning existing at the present time. He sub-
mitted for Council's review the results of a survey he made from
statistics from the 16 District Multiple Listing Service computer
readout ". this indicated the selling prices of selected properties -
all between $150,000 and $300,000 in the subject vicinity. He asked
Council to look favorably on the zone change.
Gerald M. Plessner, 59 W. La Sierra Drive, said in part that the
new home or homes on the subject sites would lend an overall improve-
ment to the neighborhood and would accrue to the benefit of the
adJacent .property owners. He urged the Council to look favorably
on this zone change as it affects the two properties only and ex-
clude the others from any zone change.
John Espinoza, 182 W. La Sierra Drive, across the street from the
applicant, said in part that he, too, is finding the care of the
large parcel almost too much ... and that a new home there would
also be an asset to the area. He felt the objections were from
those on the street who did not want their properties rezoned ...
not on the development of the two corners.
Frank Waite, 143 W. La Sierra Drive, spoke in favor of the zone
change. In response to his suggestion that only the lot split be
considered, he was advised that the hearing proceedings on the zone
change request must be completed. Consensus of the Council at this
stage was to grant the zone change on the corners and not alter the
zoning for the balance of the street.

William Lewis, 105 W. La Sierra Drive, spoke in opposition.
(Mr. Lewis had submitted a petition in connection with this
matter.) The 20 property owners who had signed the petition
were opposed to the rezoning of all the properties. He ex-
plored the history of the Tract'since 1952 and said further, in
part, that none of the lots, other than the two at the corners,
could ever be subdivided. The corner properties should be con-
sidered on their own merit and not change the R-O zoning of the
other lots.

Councilmember Young MOVED to APPROVE the zone change to R-l for
only Lots No.1 and No. 26 of Tract No. 1344B (182 and 183 W.
La Sierra Drive). The appropriate ordinance will be prepared for

At the request of Council, Gordon Penharlow, 301 Sharon Road,
Chairman of the Arcadia Olympic Commission. summarized his written
report to Council and responded to questions. He said, in part,
that the Commission endeavored to provide an opportunity for
residents and business owners in the City to become involved.
One of the activities was the establishment of a permanent
Olympic Rose Garden at the Library with 20 Olympiad roses as
a living rememberanceof the events held in Arcadia.
They had an essay and poster competition in the schools ... there
were 8,000 participants in this competition. Plaques and certificates
were awarded the ~inners. They obtained banners from the Los Angeles
Olympic Organizing Committee. There was an American Flag program
where residents purchased the flags at cost .., these were hung
throughout the City and at the end of the games the flags were
returned to the purchasers.
There was an Information Center established at the Chamber of
Commerce office which provided information to the community and
those outside. They also had Olympic Plaques which were sold to
raise money to finance other activities of the Commission. There I'
was a volunteer program ... assisting at the Equestrian events
at the race track and at other community functions including the
trip to Fairbanks Ranch during the horse events. There was also the
time the rack track was opened the day before the Games began ..,
over 10,000 people attended this to see the new stadium and an
equestrian exhibition.
Mr. Penharlow had also submitted a financial statement showing the
net income from the activities in the amount of more than $12,000.
He asked for guidance with what should be done with the 50 remain-
ing banners. They have taken sealed bids on these and asked'Council's
preference as to whom should open the bids. He asked permission to
erect a small plaque at the Olympiad Rose Garden. Perhaps a bronze
statue of a horse and rider ... all things to be worked out.

Mr. Penhar10w said further, in part, that the metal Equestrian
signs are available and asked for Council's preference in this.
In response to questions, he said further, in part, that the
$2,500 from the City has been paid back ... the original $200 from
the City has never left the City... they followed the guidelines
of the Council to make certain the Olympic Games did not cost the
taxpayers of this City any money.
It was the consensus of Council that the Commission could be dis-
banded by resolution at the next regular meeting and then establish
an advisory committee for the specific purpose of recommending 'on
the use of the remaining funds; also that the Commission proceed
with the opening of the bids for the remaining banners and dispose
of the remaining metal signs in the best manner available; that
the Committee take whatever time is necessary to consider and make
recommendations in addition to the plaque in the Olympic Rose
Garden for an appropriate lasting memento commemorating the City's
involvement in the 23rd Olympiad.
Counci1member Gilb submitted for consideration by the Commission
a way to dispose of the metal signs ... that if they are offered in
a silent auction, the people who have the most money will get them
... which really is not a silent auction .. that perhaps they could
be given to the various local service clubs to raffle off ... for
their own particular charity... just a thought for the Commission
to ,onder. As far as a bronze plaque or statue is concerned, he
mentioned that they have been stolen in Los Angeles ... it would
have to be in a safe place ... inside where there's security.
The Olympic Commission was highly commended by each member of
Council on its outstanding work and achievements in making the
Olympic events in Arcadia so successful and memorable.

Staff noted that Bowden Construction, Inc. has submitted plans to
remodel the exterior building located at 315 N. Santa Anita Avenue.
The design must be reviewed by the Agency to ensure that the
project results in an architecturally attractive structure compat-
ible with surrounding uses and with the redevelopment plan. Staff
explained how the applicant intends to rehabilitate the exist-

Council reconvened.
AUDIENCE PARTICIPATION
Warren Shaw, 1635 S. Third Avenue, Chairman of the Arcadia
Senior Citizen Commission, made reference to a report recently
submitted to Council concerning a Multi-purpose Center and advised
that members of the Commission were going to visit the Multi-
purpose Senior Center in Whittier on Wednesday of this week and
invited the Council to also attend if possible.
Herb Fletcher, 175 W. lemon Avenue spoke to the freeway noise which 1
has come before Council many times. He felt that there are different
areas near the freeway all with different problems. He realized
those residing near the east end of the freeway in the City need
some special consideration, but at the west end many of those homes
were buil t after the freeway was constructed and they knew the free-
way was there ... he did not feel the City has the responsibility
to expend public funds in that area in comparison to those who were
seriously harmed. He felt a study should be made of the area from
Santa Anita to Fifth Avenue to see if the people there have been un-
justly harmed ... also some of the properties are in the redevelop-
ment area and perhaps those people could be helped. The matter
should be given a lot of study.
CONSENT ITEMS
September 18, 1984 on the Appeal of the Planning Commission's
action granting a 6 month time extension for a condition of
approval of a conditional use permit at 132 W. Las Tunas Drive.
Petit'on for curb, guttet and driveway aprons from Baldwin
, Avenue to the West City 1 imits.
APPROVED the Short Range Transit Plan for FY 85-89, with the
deletion of reference to bus shelters, and AUTHORIZED staff to
submit same to SCAG (Southern California Association of Governments)
and to the Los Angeles County Transportation Commission.
AWARDED the contract for surface reconstruction of Santa Anita
Avenue from Camino Real to Palm Drive - Job No. 544 to the low
bidder, Vernon Paving Company, in the amount of $139,319.40;
APPROPRIATED $25,000 from State Gas ,Tax Funds to cover the City I s
share of the contract amount, engineering, inspection and contin-
gencies; waived all irregularities or informalities in the bids
or bidding process and, following receipt of Caltran's concurrence,
AUTHORIZED the Mayor and City Clerk to execute the ,contract in form
approved by the City Attorney.

APPROVED the request of the Methodist Hospital for use of specified
public streets, from 8 a. m. to 11 a. m. on September 16, 1984.
Thi s wi 11 be the second annual "On the Move to Good Hea lth" 5K
and 10K runs.
REDUCED the required fee from $30 to $5 per amusement device in
connection 0ith the fund raising event of the Holy Angels Church
on October 5, 6, & 7,1984. Insurance to be provided. Said

Staff recommended a meeting with selected architects to
discuss the Civic Center Project ... Cashion-Horie-Cocke-Gonzales,
H. Wendell Mounce and Wolff-lang-Christopher ... such a meeting was
scheduled for 7:30 p. m., October 9,1984. During this considera-
tion, Councilmember Gi1b submitted, in part, that he was not in
favor of a new Civic Center, but was definitely in favor of a
new Police Station. If there is a surplus of money, there is
a list of priorities, i. e., redevelopment, cable TV, freeway
noise, etc.
The City Manager said, in part, that hearing the presentations
from consultants, Council would not be committing to anything,
however, there is an assumption that the Council is somewhat
serious about this project by having the firms go to all the
work and trouble of making the presentations.
Counci1member Pellegrino commented, in part, that this will
probably be included in the costs if there is a future bid.
He felt Council should hear them out and then decide whether
or not to go ahead.

Counci1member Young said, in part, that whatever they pay the
consultant, it should be on a step by step phasing so that, for
example, the new police station could be built first and then
years later perhaps something else could be added ... it would
not have to be the whole package.
CITY ATTORNEY
The City Attorney presented for introduction, explained the
content and read the title of Ordinance No. 1796 entitled, "AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
AMENDING SECTION 9269.5 OF THE ARCADIA MUNICIPAL CODE BY ADDING
PARKING REQUIREMENTS FOR PLACES OF ASSEMBLY".

Councilmember Gilb asked that the meeting be adjourned,in
"memory of Gretchen Merritt who passed away Monday, August
23, 1984. She was a member of the Arcadia Presbyterian
Church and was very prominent in this community. She was
born in Wyoming,; moved to Monrovia as a child and went to
high school here when it was Monrovia-Arcadia-Duarte High
School and then went on to Mills College: She was President
of Friends of the'Arcadia Library and Chairman of the book
committee which, was responsible for publishing the book,
"Arcadi a, Where Ranch and City Meet". She 1 eaves her husband,
Jim and daughters, Stacey and Dana. She was a member of many
organizations in this community. We will miss her very much."

The meeting adjourned at 9:00'p. m. to 7:00 p. m., September
18, 1984 in the Conference Room to conduct the business of
the Council and Agency and any Closed Session necessary to
discuss personrel, litigation matters and evaluation'of
properties.
