ADJOURNED REGULAR MEETING
September 18. 1984
The City Council of the City of Arcadia and the Arcadia Redevelopment
Age"cy met in an adjourned session at 7:00 p, m., September 18. 1984,
in the Arcadia City Hall Conference Room.
PRESENT: Councilmembers Gilb. Lojeski. Pellegrino. Young and Hannah
ABSENT: None
Age"da items explored. Council received new material relating to the
first hearing to be considered. at the regular meeting this date.
The City Manager requested a CLOSED SESSION on redevelopment property
evaluation.
Cou"cil scheduled a public hearing for October 2 on the Appeal filed
by Orlando Cla~izio from the denial of the Planning Commission of his
application for an expansion of 'his convalescent hospital at 1601 S,
Baldwin Avenue.
Cou"cil reviewed the draft on prohibition of signs on public property
and the City Attorney was directed to prepare 'the appropriate ordinance;
however, political signs will be exempted,
It was MOVED by Councilmember Pellegrino. seconded by Councilmember
YOU"g and CARRIED on roll call vote as follows that the resignation of
Lorraine Fricke from the Arcadia Beautiful Commission be accepted with
regret, Mrs, Fricke's term would have expired June 30. 1988.

The City Manager referred to City Flags which have been presented to
the schools. the hospital and various organizations, Some need to be
replaced. It was the consensus of Council that the surplus be used
until such time as it is reduced to a minimum and that. staff bring
the matter back to Council at that time when it can be decided how
many to reorder. etc, i
Cou"cilmember Lojeski was advised by staff that there would not be
a problem in changing the procedure for trimming trees on East
Huntington Drive.
Councilmember Gilb brought up the rain problem on Orange Grove Avenue
with the water running down Sunnyside from Sierra Madre, Some of the
homes on Orange Grove have truly been damaged from this runoff. Staff
will check to see if the flood control channel could be al tered in
some way so the water could run into it.

Counci1m~mber Gi1b noted there has been a very low flying plane over
the City advertising Orange County properties. He has received a
complaint from a resident because the plane flies so low. He has
not seen any.
Counci1member Young, liaison to the Senior Citizen Commission, said
the Commission would 1fke to have a meeting with Council - about an
hour - to acquaint Council with its findings on various Senior Citizen
Centers, Such a meeting was scheduled for October 2 at 6:00 p.m. in
the Conference Room.
Mayor Hannah advised that the School Board would also like to have
a joint meeting with Council. Staff will check with the Board to
ascertain a date convenient to both agencies. An agenda to be
prepared for the meeting.

Councilmember Lojeski brought up the need for housing for first time
homebuyers ... this was brought to his attention by the fact that
there aren't enough children to have four Little Leagues in the
City - they have now changed to only two Leagues - he felt this
may be due to the fact that young families cannot find affordable
housing in the City. The Planning Director responded to questions
concerning the possibility of low income housing.
Council concurred with Counci1member Lojeski's suggestion that the
report concerning actual costs incurred by the City in connection
with the 1984 Olympics be made public. He felt the report is excellent
and the public should know that the City did not incur any expense
and actually returned some of the funds received from the Los Angeles
Olympic Organizing Committee.
Council entered a CLOSED SESSION, reconvened and adjourned sine die
at 7:30 p. m.
