Minister Gary Stouffer, Church of Christ Public Works Director Chester Howard PRESENT: ABSENT: Councilmembers Chandler, Gilb, Lojeski, Young and Harbicht None On MOTION by Councilmember Young, seconded by Councilmember Lojeski and CARRIED, the Minutes of the Adjourned and Regular Meetings of February 21, 1989 were APPROVED. It was MOVED by Councilmember Chandler, seconded by Councilmember Young and CARRIED that Ordinances and Resolutions be read by title only and that the reading in full be waived. CITY ATTORNEY The City Attorney announced that "the Arcadia Redevelopment Agency met in 'a CLOSED SESSION this evening pursuant to Government Code Section 54956.8 to give instructions to the City's negotiator re- garding negotiations and potential acquisition of the Cotten property at 153 East Wheeler and the Falzone property at 168 East Huntington and 9 South First". PRESENTATION jBarbara Saelid, 821 Balboa Drive, that the Third Annual Arcadia PTA this coming weekend, March 10-12, and invited all to attend. was present to remind Councilmembers Council Community Fair is to be held on the campus of Arcadia High School In drafting Ordinance No. 1881 (adopted April 5, 1988) which amended the setback and height regulations in the single family zones, the portion which limits single family residences to two stories in the R-O and R-l zones was inadvertently deleted. While Ordinance No. 1881 established new height limits for single family residential buildings, the effect of the deletion can be interpreted to mean that within the maximum building height, any number of floors can be built. Because this Text Amendment is to correct an inadvertent deletion, it is being brought directly before the City Council instead of being reviewed by the Planning Commission. Whereupon the City Attorney presented, title of Ordinance No. 1904 entitled: ARCADIA AMENDING SECTIONS 9251.2.1 and CODE TO LIMIT BUILDINGS AND STRUCTURES for introduction, and, read the "AN ORDINANCE OF THE CITY OF 9252.2.1 OF THE ARCADIA MUNICIPAL TO TWO (2) STORIES (T.A. 89-001)". 1 MOTION seconded by Councilmember Chandler and CARRIED on roll call vote as follows: AYES: NOES: ABSENT: Councilmembers Chandler, Gilb, Lojeski, Young and Harbicht None None AUDIENCE PARTICIPATION vi Herb Fletcher, 175 West Lemon, stated, in part, that there were a number of parcels of land in Arcadia which had been former locations of gas stations. Since soil testing has apparently been initiated quite recently, he was concerned about the possibility of contamination of the water table. He noted a story published in the Arcadia Tribune about a person who purchased a former gas station site in Monrovia and, while clearing the property of contaminants, went down as ' far as 80 feet and was still finding contaminated soil. Perhaps it would be wise to determine the sites of former gas stations in Arcadia and check to see if there is any danger. CITY COUNCIL RECESSED IN ORDER TO ACT AS THE ARCADIA REDEVELOPMENT AGENCY PRESENT: ABSENT: Agency Members Chandler, Gilb, Lojeski, Young and Harbicht None On MOTION by Member Gilb, seconded by Member Lojeski and CARRIED, the Minutes of the Meeting of February 21, 1989 were APPROVED. In preparation for beginning work on the two new projects at the northwest and southwest corners of Second Avenue and Huntington Drive, Agency staff obtained telephone bids for a professional services contract from three title companies. Companies considered in the survey include Ticor, Chicago Title Co. and First American Title Co. of Los Angeles. It is estimated that the full value of these services will total $15,200 ($13,800 plus 10%). The Agency recommends engaging Ticor to provide these professional services for reasons set forth in staff report dated March 7, 1989. 1 3/7/89 -2- 4d. AYES: NOES: ABSENT: Members Chandler, Gilb, Lojeski, Young and Harbicht None None Three out of four firms responded to the Agency's Request for Propossl for relocation consulting services for two new projects at the northwest and southwest corners of Second Avenue and Huntington Drive: Wildan Associates, Port & Flor, Inc., and Pacific Relocation Consultants. Staff recommends contracting with Port & Flor, Inc., as set forth in staff report dated March 7, 1989. It was MOVED by Member Lojeski, seconded by Member Gilb and CARRIED on roll call vote as follows that a contract be AUTHORIZED, in form approved by the Agency General Counsel, with Port & Flor, Inc. for relocation services at the northwest and southwest corners of Second Avenue and Huntington Drive and that the Executive Director be AUTHORIZED to sign the contract. The County of Los Angeles has gone to bid for police patrol vehicles for the Sheriff's Department and has given permission to the Purchasing Department to purchase vehicles from their contract (Ref. Q-585). Funds in the amount of $64,000 are budgeted in the Capital Outlay Fund FY 1988-89. APPROVED purchase of three specially designed wheelchair lift-equipped vans for Dial-A-Ride. In FY 1989 the City was allocated $105,000 by LACTC and UMTA to replace three vans at $35,000 per vehicle. ' Staff has identified specially-designed DAR vans the costs of which are approxi- mately $45,000 per vehicle. These specially-designed vans are superior to the conventional DAR vans for reasons set forth in staff report dated March 2, 1989. APPROVED allocation of an additional $45,000 to the previously approved $21,000 for Proposition A Local Return requirement on the vehicles; the $45,000 providing a contingency of $3,000 per vehicle over the estimated price. Yamashiro On recommendation of the City Attorney, all of the above claims were DENIED on MOTION by Councilmember Gilb, seconded by Council- member Young and CARRIED on roll call vote as follows: AYES: NOES: ABSENT: Councilmembers Chandler, Gilb, Lojeski, Young and Harbicht None None MATTERS FROM STAFF At the request of the Planning Director, it was MOVED by Councilmembur Lojeski, seconded by Councilmember Chandler and CARRIED that a public hearing be set for the April 4, 1989 Council Meeting to consider an appeal to the Planning Commission's denial of T. M. 47234 to create a one-sided cul-de-sac for an eight lot single-family subdivision with a one foot trust lot at 1715-1723 South Baldwin Avenue. MATTERS FROM ELECTED OFFICIALS Councilmember Gilb inquired what the side yard setbacks are for the houses currently under construction on First Avenue since they seemed to be very close together. Staff replied the setback could be as narrow as 5' for the first floor on each lot. ./ Councilmember Gilb stated, in part, that since recent incidents of criminal activity in residential areas have come to his attention, it is his feeling that Arcadia needs more police. When the Police Department has been strengthened in the recent past, the increased efforts have been directed toward narcotic problems. He feels at the present time the Police Department is spread too thinly especially during racing season when many police officers must be on traffic detail. He strongly feels that the sight of police cars patrolling the City residential areas, gives the residents a sense of confidence and helps deter crime. Further, that the Police Department budget should be in- creased to provide for more officers and patrol cars. Mayor Harbicht requested that the City Manager have the Police Department bring a report to Council on what the cost might be to add more police and vehicles to the Department. 3/7/89 -5- LOJESKI (Dia1-A-Ride) f \O{o3 11. ADJOURNMENT (Mar. 21, 1989 - 6:30 p.m.) Attest: 31:0051 ./ Counci1member Lojeski inquired of the City Manager whether or not it would be possible to have the Dial-A-Ride vehicles pick up and deliver passengers in the County strip area between Monrovia and Arcadia. The City Manager replied that this question has come up in the past. It is not feasible because the Arcadia Dia1-A-Ride was established and is maintained for transportation of Arcadia residents only. If Dial-A-Ride services that area, there will be no way to refuse service at other peripheral areas around Arcadia. However, these persons can use the Dia1-A-Ride service if they come to the Arcadia City line and board the vehicle at that point.
