ADJOURNED REGULAR MEETING
MARCH 21, 1989
The City Council and the Arcadia Redevelopment Agency Adjourned
Regular Meeting scheduled for 6:30 p. m., March 21, 1989, for a
presentation by the architect for the Senior Citizen Center, was
adjourned for lack of a quorum to 7:00 p. m., March 21, 1989 in the
Conference Room of the Council Chamber for the Adjourned Regular
Meeting.
PRESENT: Councilmembers Chandler, Gilb, Young and Harbicht
ABSENT: Councilmember Lojeski
The Mayor noted that Councilmember Lojeski was on the way.
Councilmember Lojeski arrived at 7:02 p. m.
The City Manager noted that the previously scheduled 6:30 p. m.
meeting regarding the Senior Citizens' Center had been cancelled.
He requested that this be re-scheduled for April 4, 1989 at 6:30 p.m.,
and that the regular meeting be adjourned to that time and date.

Inquired of staff why two appraisers were being recommended (re.
Item 3b of Regular Meeting). Staff replied there is legal requirement
to have at least one; however if there are two appraisals, they have
a better feeling for the actual market value. If only one appraisal
is received and, for any reason, it is off, there can be serious
negotiating problems. Therefore, staff has historically recommended
two ... both the Souths ide and Northside projects have had two
appraisers to assist in negotiations. Mayor Harbicht inquired if
condemnation proceedings become necessary, would these appraisals
be the basis for setting compensation? Staff replied, yes; the
one they had the most confidence in would be chosen.
Requested more information regarding the recommendation to retain
consultant to perform cost allocation plan for the City (Item 5a
of Regular Meeting); specifically if this has an influence on the
Gann limit. After some explanation from staff, Mayor Harbicht in-
quired if he were clear that the purpose is not only to set, the "right
number" but could be used as support that the City is not overallocat-
ing overhead to certain things to get around the limit. Mayor Harbicht
also inquired if it were merely a matter of internal transfer of funds,
why is this necessary? Staff replied it assures that the overhead
charge for a department is reasonable. There are ongoing problems
with the general fund and any time they can optimize the general fund
revenues even though it comes from other funds within the City; it is
of benefit to the City. Staff also explained that when Federal grarit
monies are applied for, the City adds an overhead charge, and if audited
by the Federal Government, it is necessary to have something formal
in place.

Councilmember Gilb questioned why so many consultants are needed
and inquired just how many consultants the City has at the present
time, and what is the cost to the City? Some consultants are
mandated by State law, he noted; staff agreed. A brief discussion
then ensued on the matter and the request for information with
respect to the above was reiterated.
At 7:13 p. m. Council entered a CLOSED SESSION, RECONVENED and
ADJOURNED sine die at 7:30 p. m.
