CITY ATTORNEY The City Attorney announced that "the City Council met in a CLOSED SESSION pursuant to Government Code Section 54956.8 to give instruc- tions to the City's negotiator regarding potential lease or acquls1- tion of the Marshall property at the southwest corner of St. Joseph and Firs t Avenue". PRESENTATION ~ A presentation was made by Mayor Harbicht on behalf of the City Council to Dr, Robert Costarella and Mr. Frank Holmes for their dedicated work in Scouting and their help 'to the Scouts in attaining their goals to become Eagle Scouts. These two individuals have recently received a high award from Scouting -- the Silver Beaver Award -- and Mayor Harbicht noted that it is a pleasure to honor them tonight and to thank them for all of their work on behalf of the youth of the community. Mayor Harbicht noted that Councilmember Gilb had in the past also received the Silver Beaver Award and re- quested his help in presenting the Certificate of Commendation to Dr. Costarella and Mr. Holmes. It was noted'also that Police Chief Neal Johnson and Police Captain Rick Sandona had been recipients of the Silver Beaver Award in the past. The commendations were then presented to Dr, Costarella and Mr. Holmes in recognition and appreciation of their outstanding service to the community, and as recipients of the Silver Beaver Award in particular. 3/21/89 -1- 1. 2. 3. 3a. AGENCY LIABILITY INSURANCE /1-3q y\:f-q') 3d, APPRAISAL SERVICES CONTRACT (Ind.Appraisal Co. & Lea Associates) (APPROVED) 1..1;11;0'1.\4> ~/v fl,'f-CI 31:0055 AUDIENCE PARTICIPATION None CITY COUNCIL RECESSED IN ORDER TO ACT AS THE ARCADIA REDEVELOPMENT AGENCY PRESENT: ABSENT: Agency Members Chandler, Gilb, Lojeski, Young and Harbicht None On MOTION by Member Young, seconded by Member Chandler and CARRIED, the Minutes of the Meeting of March 7, 1989 were APPROVED, I The Agency has previously maintained liability insurance on its properties to cover claims from $1 to $300,000, at which point the City's major risk policy takes over (ICRMA). The annual premium cost has increased over the years, and the deductibles and exclusions have increased also. Last year the policy cost was $24,000 for 20 properties. The quote for coverage into February was $10,300 for the three remaining properties, one of which has since been conveyed to the City, The insurance agent has advised that notwithstanding this, the premium will still remain the same for the coverage, further he advises that even if Kiewit-East is sold by the Agency in Mayas planned, there will be no pro-rata rebate of some of the premium. Staff recommends that the Agency self-insure the properties to $300,000. It was MOVED by Member Gilb, seconded by Member Chandler and CARRIED on roll call vote as follows that the Agency self-insure the Agency-owned properties to $300,000. AYES: NOES: ABSENT: Members Chandler, Gilb, Lojeski, Young and Harbicht None None On January 30, 1989, Agency staff solicited bids for appraisal services from 19 firms for work on the Agency's newest projects located on the southwest and northwest corners of Second Avenue and Huntington Drive. Nine firms responded to the RFP. A summary of bid responses is shown in staff report dated March 21, 1989 as well as staff's analysis of the three firms best qualified to complete the Agency's appraisal work; and staff's recommendation. I It was then MOVED by Member Lojeski, seconded by Member Young and CARRIED on roll call vote as follows that the Arcadia Redevelopment Agency AUTHORIZE and DIRECT the Executive Director to execute contracts with Industrial Appraisal Company and Lea Associates for appraisal services as outlined in the January 30, 1989 RFP in amounts not to exceed $19,950 and $25,000 respectively. Said contracts are to be reviewed and approved as to form by Agency General Counsel. AYES: NOES: ABSENT: Members Chandler, Gilb, Lojeski, Young and Harbicht None None 3/21/89 -2- 3e. TRAFFIC STUDY CONTRACT (Barton- Aschman Assoc.) (MPWVW) I q0 q1~~ rl~ 31:0056 Six of the nine traffic engineering consulting firms solicited responded to the Agency's Request for Proposal for a traffic study to analyze the impact of current and future development projects on the City's main thoroughfares, Huntington Drive, in particular. Four firms were evaluated as best qualified under the guidelines as out- lined in the March 21, 1989 staff report which also includes the staff recommendation. It was MOVED by Member Gilb, seconded by Member Young and CARRIED on roll call vote as follows that the Arcadia Redevelopment Agency AUTHORIZE a contract with Barton-Aschman Associates to conduct a traffic study of the main thoroughfares in greater downtown Arcadia, in an amount not to exceed $22,000; and AUTHORIZE the Executive Director to execute the contract in form approved by Agency General Counsel. Member Lojeski inquired of staff why Barton-Aschman was recommended over Justin Farmer. Staff replied as a result of their analysis, it was felt that this firm would give a better professional anslysis of the City. Also, two of the principals are Arcadia long-time residents. The firm also has a long background in Arcadia's traffic needs. Member Lojeskifurther inquired if they had not already done a downtown traffic study. Staff replied they had done a study for the Beck-Target proposal and the Souths ide-Gribble proposal 'and others. Member Lojeski stated, in part, that his concern was with the cost involved and what was to be gained by having this study when many small studies of the area have already been done, The Chairman replied the Agency had already approved the traffic study; it was a question of who would do it. Member Lojeski noted he had voted against having the traffic study to begin with ... it had been a 3 - 2 vote. With no further discussion on the matter, the Chairman then called for a roll call on the motion. AYES: NOES: ABSENT: Members Chandler, Gilb, Young and Harbicht Member Lojeski None 3f. FINANCIAL In March 1987, after soliciting bids, the Agency entered into a ADVISORY general financial advisory contract with Kelling, Northcross and SERVICES Nobriga, Inc. (KNN). This contract considered the possibility of (1989 a future bond or note issue, but cost for such work would be Refunding negotiated separately. Agency staff have been satisfied with KNN Bond and recommended entering into an advisory services contract with Issue) them for services related to refunding the $3.4 million note, since (APPROVED) this work was not specifically included in the 1987 contract. ~A'\OU Services to be provided to the Agency by KNN are listed in staff n'1'~ report dated March 21, 1989. f\~\ I 3g. I APPROVED the selection of David M. Griffith & Associates to develop a cost allocation plan for the City and that $14,025 be appropriated from the Capital Outlay Fund for this project.
