CITY ATTORNEY ./ The City Attorney announced that "the City Council and Arcadia Redevelopment Agency met in a CLOSED SESSION this evening pursuant to Government Code Section 54956.9(a) to discuss the pending lawsuit of Arcadia Redevelopment Agency vs. Kiewit". PRESENTATIONS TO MAYOR ROBERT C. HARBICHT "Thank you very much. I really appreciate the recognition accorded to me this evening. One thing that John did not point out was that each one of those clippings that he cut out cost me twenty bucks in fines. This, of course is an exciting evening for me but I really have mixed feelings. I considered not showing up, figuring maybe, that if they didn't see me here, they'd forget to replace me, but I really can't believe that this year has gone by -- it's gone by so quickly. During this past year I've tried to represent Arcadia in a manner which is consistent with the image of Arcadia and a year ago when I aF.sumed office, I made a commitment to myself -- I was going to attend every event possible to represent the City at every event that I could possibly make. Just for fun, the other day, I got out my calendar for the past year and went through and kind of relived some of the things that I had gone to over the past year and made kind of a quick count and I came up with 227 events that I had been to as Mayor of Arcadia. These range from business meetings to ribbon cuttings, Eagle Scout award ceremonies to 100 year old birthday parties. And I have to tell you that I thoroughly enjoyed the opportunity to represent the City at these various things. One of the things that made it easier to attend this many events was that on many, many of these occasions, I was accompanied by my wife who supported me all the way through this year and I would like to take the opportunity to introduce my wife, Patsy Harbicht. I'd like to thank you publicly for all your support ... I really appreciate it. I would also like to introduce the two other members of my family: my son, Rob and my daughter, Jill. I ~ould also like to thank my colleagues on the City Council for giving me this oppor- tunity: Dennis, Charles, Mary, Roger; I sincerely appreciate it and it has been an opportunity -- this has been a very special year for me and I thank you very much for that. And, lastly, I would like to thank our City staff. I am not going to thank them individually because so many of them have been so helpful I would probably have to go through nearly 300 names and I know if I started going through, I would leave some of them out who justly deserve my thanks, and so I would just like to thank them collectively. And I would like to say that I, probably along with a lot of other people, who have been critical of government employees over the years and the waste and inefficiency that we see at various levels of government, but I am here to tell you that Arcadia has outstanding employees. They are dedicated to Arcadia and they keep in mind that their job is to make Arcadia a better place to live for the citizens of the community and they take the term, 'public servant' very seriously; and having had the opportunity to be very closely involved over the past three years, particularly in the last year, with our staff, I am very, very impressed and we should all be thankful for the job that they are doing. So, to the staff, I would like to say please accept my thanks, not only as Mayor, but as a citizen of this community for your outstanding efforts. I would like at this point to pledge my full support to our new Mayor and I am looking forward to another year working with an outstanding City Council and with colleagues who I not only consider outstanding City Council Members, but also friends in every sense of the word. So thank you very much for this opportunity." 1 REORGANIZATION OF THE ARCADIA CITY COUNCIL FOR 1989-90 1 The City Clerk then declared the Office of Mayor vacant and cAlled for nominations from the Council for the Office of Mayor for the ensuing _ year. AYES: NOES: ABSENT: Councilmembers Gilb, Harbicht, Lojeski, Young and Chandler None None ./ REMARKS AND INTRODUCTIONS BY MAYOR CHANDLER "At this time, I would like to -- as Bob thanked the Members of the Council for being the Mayor last year -- I'd like to thank them for having the confidence to elect me as Mayor for this year. It was a real privilege just being elected by the public to the City Council and now to be put in this position is truly my honor and I thank you very much. I would like to introduce some people who have helped me a great deal. The number one person is my wife, Jane and our oldest son, Greg, is here tonight. And our youngest boy who is 16 is Jeff. Jeff brought his friend, Isabel with him tonight. Also, at this time I would like to introduce my mother and father who were long-term Arcadia residents but do live in Santa Barbara now and made a trip down here for this occasion so, Dorothy Chandler, my mother and my father, Stan Chandler. We have some special parts of the family, my brother-in-law, Rob Wiegand is here. He brought our nephews -- Nicholas, Scott and Matthew and I am sure glad they are here -- they are all going to school in Arcadia and so I am pleased to have them here. Without continuing too much further I would just like to thank other people that I can recognize out there and I think you know who you are, who supported me originally when I got involved in this City Council business and who are here tonight to encourage me. And to thank Bob and I just want to say, 'thank you' and 'thank you, George, and &ll your staff members who have helped me along'. At this point, I think I would like to turn it over to Mary Young and see what she would like to say." ./ REMARKS AND INTRODUCTIONS 'BY MAYOR PRO TEMPORE MARY YOUNG "Thank you, Roger. Good evening everyone. I must say 'thank you' to the Council for electing me Mayor Pro Tem and say that I have enjoyed my years on the Council and have enjoyed working with all of the other Councilmembers, and the staff and the employees. It's been challenging and it's been rewarding and I have a regret or two: we don't have sound walls yet. A large number of citizens serve on commissions and more are involved in other ways, here in town and it is this volunteerism that adds to the stability, richness and dignity of the character of Arcadia. I thank you all again for electing me Pro Tern tonight and I am here to serve the citizens and I am available to one and all. I would like to introduce tonight my husband, Richard. And I must say that no one on the Council can do this without the support of their spouse and family. My family is leaving the Arcadia area -- one son has moved recently to Oregon; so I can't introduce that family. Another daughter is moving to San Diego County. so I can't introduce that family and our Pasadena family have commitments tonight and were not able to be here. Thank you." REMARKS AND INTRODUCTIONS BY COUNCILMEMBERS / COUNCILMEMBER DENNIS A. LOJESKI "Thank you, Mr. Mayor, Madam Pro Tern. I would like to introduce, first of all, my wife, Janet -- I don't think she needs an introduction, but, Janet, stand up please ... as I call her, the true first lady of Arcadia. My son and daughter are both home studying for finals; my son, Brian; my daughter, Michelle. Michelle is also getting a little bit excited because tomorrow is her fifteenth birthday. This is my last year on the Council; it has been an exciting seven years. I want to see that eighth year be- come every bit as exciting. ( , -=---~- 31:0075 "continue to become, and continue to be creative and very innovative, I think the future for our City is very bright and very exciting. And I am sure that with the makeup of the Council as it is today, that can be assured at least for another year. It seems like not very long ago that I was in Roger's position; I was in Bob's position; I was in Mary's various positions ... you are taking your oath of office and all of a sudden that time comes to a screeching halt and the last seven years have gone very quickly for me and I am sure the last year will go equally as quickly. It is very gratifying -- Mary, Roger, congratulations to both of you -- it is very gratifying to be honored by your fellow Council people. It will be an exciting year for both of you; it will be an exciting year for this Council; and it's my pleasure to serve again for my last year. Thank you very much." 1 COUNCILMEMBER CHARLES E. GILB "Thank you, very much. Congratulations on your election, Roger. Mary, congratulations. Well, as I begin my fourteenth year on the Council -- my god, I was forty-nine years old when this started -- I can't even believe it. Anyway, I would like to thank you all for all the support you have given me over the past year. I would like to introduce my wife, Ruth and my daughter, Valerie. My son Michael now lives in Albuquerque and Denise had a previous commitment. The Kings are on the ice and when the Kings are on the ice, you don't even bother Denise because she is a true hockey fan. There are some people I would like to thank and congratulate. June Alford, I would like to tell you what a fantastic job you have done as the City Clerk. For this last year you have brought great credit to the office. Your office has done a very, very fine job and I want to tell you what a good job'you have done and how appreciative we are at the Council'level. I also would like to say again, good-bye to Chet Howard who is retiring. And I see out in the audience we have Helen Schrader here again at a Council meeting and she will be moving and we just had a farewell for her. Mr. Howard is being replaced by Joe Lopez from Simi Valley who is in the audience for the first time tonight and we look forward to working with him. I want to congratulate the staff for all the work they have done. Of course, at the Council level, we are more in tune with what goes on in the City Manager's Office, but we do know what is going on in all the other departments and I have to agree with Bob Harbicht -- this City has a very, very fine, dedicated staff and we are to be complimented by the work that they have done and the quality that they have put into this City. I want to thank Bob for the job he has done this last year ... I sent him a card. He didn't bring it, but anyway Bob found out at the beginning that when' you become the Mayor of a city that you are the Mayor of all the people, and you attend everything whether you like it or not and you enjoy it, and you do the best you can to put the best foot forward of your City. I would like to thank all of the people from the legislative area that have been here tonight and have taken the time to come and honor Bob as he truly deserves it. We have one of our members of our staff _-Alan Murphy who is in our Finance Department -- he is one of the family of the City and family of the Council. He has a little physical problem. He is going to be going away to Indiana for some treatment and the entire staff, City, and all of us wish him the best and look forward to his return. Thank you. 'I MAYOR CHANDLER THEN CALLED A BRIEF RECESS COUNCIL RECONVENED v AUDIENCE PARTICIPATION, Helen Schrader stated, in part, that she was present this evening because she could not leave Arcadia without coming to one last Council meeting. She had been involved in many candidate races during the years and had always been careful to be impartial until, after her retirement, she had the opportunity to work on the campaign of Roger Chandler. She was pleased to see his election to the Council. She is particularly pleased to be present this evening when Roger Chandler is being installed as Mayor. 4/18/89 -4- .. .r I 3. 3a. ROLL CALL 3b. Second (Falzone) (APPROVED) l-\'+' '1~ '],,:Z": r \0- 31:0076 Herb Fletcher, 175 West Lemon, stated, in part, that he had noticed while driving around the City that most people are now using the new trash containers but that most people are not using the containers' provided for segregating trash. He feels that all parts of the new system just adopted have to work in order for the entire system to function. He feels that Best Disposal is incurring much greater expense with this new system, for instance, three trucks are collect- ing trash each day instead of one. If people do not cooperate by set- ting aside the recyclable material, the cost of trash collection will have to increase. Also recycling cuts down on the amount of 'trash taken to the landfills. He would like to suggest that the "City work closely with Best Disposal on this and if people do not voluntarily separate their trash the possibility of making it mandatory should be considered. Those people who chose not to do this could be charged more. CITY COUNCIL RECESSED IN ORDER TO ACT AS THE ARCADIA REDEVELOPMENT AGENCY V P\l.ESENT: ABSENT: Agency Members Gilb, Harbicht, Lojeski, Young and Chandler None On MOTION by Member Gilb, seconded by Member Harbicht and CARRIED, the Minutes of the Meeting of April 4, 1989 were APPROVED. Design Review for 133-37 E. Huntington Drive -- proposed work consists of remodeling front and rear facades of existing commercial building and roding a 2,380 square foot second floor on that portion of the structure located at 133 E. Huntington Drive. Details of the Design Review are set forth in staff report dated April 4, 1989. It was MOVED by Member Lojeski, seconded by Member Gilb and CARRIED on roll call vote as follows that Design Review for 133-37 E. Huntington Drive be APPROVED subject to conditions outlined in the staff report of April 18, 1989. Member Lojeski complimented Mr. Landsperger on the design for this property; and observed that it will do a great deal to improve this depressed area. AYES: NOES: ABSENT: Members Gilb, Harbicht, Lojeski, Young and Chandler None None In mid-January 1989 Mr. Sam Falzone, owner of one of the properties at the southwest corner project at Huntington and Second Avenue advised the Agency that his property was for sale. After review of the property by an Agency appraiser, Agency staff and Mr. Falzone proceeded to negotiate a preliminary agreement. Because the property was formerly occupied by a gas station and tire repair shop, Agency staff and Special Counsel have been working with Mr. Falzone and his attorney on how to deal with the potential presence of subterranean tanks, pipes, debris and/or hazardous waste on the proprty. The agreement attached to staff report dated April 18, 1989 appears to meet the needs of both parties; the main points of said agreement are outlined in the staff report. 4/18/89 -5- 31: 0077 v It was MOVED by Member Young, seconded by Member Lojeski and CARRIED on roll call vote as follows that the Agency APPROVE the contract with McLaren Environmental Engineering for soil testing and remediation, in a form approved by the Agency Attorney; and that the Agency APPROVE the agreement for Purchase and Sale of Real Property (Falzone); AUTHORIZE the Executive Director to execute all documents related to the Agreement with any minor revisions approved by the Executive Director and by the Agency Attorney as to form. MOTION Member Gilb inquired if, after this property is acquired, a~e they going to vacate the property and remove the trucks and other items. Staff replied yes, that at the close of escrow, Mr. Falzone will vacate the propl erty, allowin~ the Agency to demolish the rear building. Notice will be given to the current tenants, Arcadia Van Lines and Olympic Storage. How- ever there are relocation problems here, so these moves will not be accomplished so quickly. The soils testing will be done quickly;' the site should be cleared by summer, if all goes well. Member Gilb in- .quired if this would include the property to the east where there are weeds, cars and other items at the present time. Staff replied yes, that area and the building, presently being used by Mr. Falzone for storage, will be one of the first to be demolished. Member Harbicht inquired about Item 6 in the staff report stating when the site is clear and any liens have been paid, if such funds would be paid out of other funds rather than the Soils Contingency Fund. Staff replied mechanic's liens and funds required for soil cleanup would come from the Soils Contingency Fund; other liens such as taxes would come from other funds. Cost of police personnel commitment is $1,700.00 to be borne by the San Gabriel Valley Council of the Boy Scouts of America. No cost to the City is anticipated. APPROVED agreement and AUTHORIZED the Mayor to sign, subject to the final form of the contract being approved by the City Attorney with ALIA/Interior Architecture, a division of Anthony & Langford, for interior design services for the proposed Senior Citizens' Center. The proposed fee for the services is $30,000. The City Clerk replied one hearing concerned street lights on Kingsley, Old Ranch Road to Magellan; another for Text Amendment 89-002 adding home furnishings and accessories stores to the C-l zone; and another concerning zone change 89-001, C-O and D to C-l zone at 721 W. Huntington Drive which is an appeal. CITY ATTORNEY The City Attorney presented, explained the content and read the title of Resolution No. 5474, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, APPROVING WITH FINDINGS, AN APPEAL OF THE PLANNING COMMISSION'S DENIAL OF T. M. 47234 (I.E., APPROVAL OF T. M. 47234)". The City Attorney noted that this reflects the Council's decision made at last Council Meeting. It was MOVED by Councilmember Harbicht, seconded by Councilmember Young and CARRIED on roll call vote as follows that Resolution No. 5474 be and it is hereby ADOPTED. CITY MANAGER 8. HARBICHT LOJESKI (Galindo) AYES: NOES: ABSENT: Councilmembers Gilb, Harbicht, Lojeski, Young and Chandler None None MATTERS FROM STAFF The City Manager thanked Councilmembers Harbicht and Gilb for the nice comments earlier regardng staff. They are sincerely appreciated and staff has enjoyed this past year and look forward to another great year with this City Council. He also thanked Helen Schrader for all her service to the community and wished her a nice retirement in the Atlanta area. Also, tonight is Chester Howard's last Council meeting as Public Works Director for the City of Arcadia and he publicly thanked him for his 29 years of service to the community and especially for the last 19 years when it was the City Manager's pleasure to work with him, to learn from him and enjoy the benefits of his exceptional work over the years. His integrity, loyalty and professionalism were appreciated by all. On behalf of the staff and City Council, he wished Mr. Howard the best in his retirement. MATTERS FROM ELECTED OFFICIALS Introduced another friend pres~nt tonight -- Mrs. Nickie Watts, the City Manager's wife. 1 j Noted that "services were held this past week for a long-time individual who was involved with the youth of our community. The gentleman's name wa Renn'e Galindo. Memorial services were held last Saturday at Annunciation Catholic Church, l307 East Longden Avenue in Arcadia. Those of you in the audience and those of you at the Council table who had children and particularly young boys in the baseball program in the City recognize Renn'e Galindo's name. He served as a coach in the Arcadia Pinto-Pony League Baseball program for over twenty years. He passed away very suddenly. Mr. Galindo was a print detective with the Los Angeles County Sheriff's Department for eighteen years before he retired last January. Interestingly enough, upon retirement, his wish was to devote his full- time activities basically to coaching the young men of the community. He also coached the Demons and the Wallabies in the Arcadia Region of the American Youth Soccer Organization. He was most known for his coaching of the Huntington Desk team in the Arcadia Pinto-Pony League for many years until he recently served as coach for Baldwin Realty. -8- 4/18/89 LOJESKI (cont'd) HARBICHT (Wiltsey) 1 GILB (Lame1) (Daniell) 1 -. :::- .- 31: 0080 If you ever went over to a Pony League game in the evening, particularly, you could always see Renn'e with his hat that had the initials B R on it. He had already drafted his players for this season's team prior to his illness. He is survived by his wife, Mary Lou; daughter, Anna and son, Benito, and he will be surely missed in the community and all of his efforts with our young people.' Mayor Chandler said he seconded that thought because he knew Renn'e. Noted that " for those of you who are not aware, on Saturday, April l5 the City's Code Enforcement Officer, A1 Wiltsey, passed away from an apparent heart attack. On November 26, 1975 Alvah Wiltsey, III, known to everyone as Al, began working for.the City of Arcadia'asan Administrative Aide in the Personnel Department. In 1976 he transferred to the Planning Department where he began his career as a Property Maintenance Inspector and in October 1979, A1's perserverance and abilities resulted in his appointment to the position of Code Enforcement Officer. In addition to Code Enforcement, he also performed swimming pool and spa inspections for' the Building Department. In 1980 A1 received a merit salary increase because of his excellent work. Al had one of the most difficult jobs in the City. As Code Enforcement Officer he had to continually tell people what they could not do. Al had a unique ability to get people to correct their code violations without making a potentially negative situation worse. Letters in the file from property owners attest to his ability to deal positively with people and at the same time to get the job done., A1 was s conscientious, hard-working employee and will be missed by all of us here at City Hall. He is survived by his wife, Pat,.and four grown children. Services will be Friday, April 2l at 10:00 a. m. at Rose Hills Memorial Chapel." Noted that "Saturday night Art Lamel passed away very unexpectedly. Art has lived upon Foothill since 1951 and he was very involved with the Property Owners' Association in that area and he spent a great deal of time -- I think he went on quite a few of the Sister City trips -- and he and his wife were very involved with the community. He is survivlld by his wife, Doris. He died the lSth of April and his funeral was the 17th of April at Forest Lawn." Noted that "another gentleman who passed away was Ed Daniell, Jr. Ed had lived on Anoakia Lane since 1966. He was born in Pasadena December 19, 1925 and he died April 20, 1989. His services were held at Santa Anita Church, a memorial service with Margaret Stevens. Ed and I became quite well acquainted in '66 when he moved into the area and Anoakia was still part of the County area and ,Ed became involved with the Board of Directors of the Rancho Santa Anita Property Owners' Association at the time that I served on that Board. He became the Chairman of the Architectural Review Board. He served as Chairman of the Architectural Review Bd. for that area for about fourteen years and he just went off as Chairman last year when his health gave out on him. He passed away from cancer. The area that we live in, North of Foothill Blvd. .,. many of the lots were not developed when Ed took over as Architectural Review Chairman so many of the lot developments and the great character of the lots has to do with his tenacity and devotion to that job. Many of the improvements of the homes and the encroachment, stopping the encroachment into other home areas, was because of Ed's having to approve all of the plans and he worked very closely with the Planning Department for the City. The Anoakia property, in itself, was kind of his watchdog area. Due to the fact that he lived right next to the main gate on Anoakia Lane, there wasn't anything that happened over there that he didn't call me about or call somebody about. Ed got interested in doing some work on clocks and as a result of that, he opened a, little company that made clocks and fixed clocks, repaired clocks and he was really very good at it and really enjoyed it. I talked to him about a week before he passed away and he was still very optimistic, about making it and, as a matter of fact, the day before, about two houre before he passed away he was giving somebody hell because his oxygen wasn't :Morking very good. We are going to really miss Ed Daniell. He was a fine guy and a great credit to our community. He is survived by his wife, Jo Ellen and his children.
