MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING MAY 2, 1989 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular session May 2, 1989 at 6:30 p. m. in the Arcadia City Hall Confer- ence Room of the Council Chamber. PRESENT: ABSENT: Councilmembers Gilb, Harbicht, Lojeski, Young and Chandler None At 6:32 p. m. Council adjourned to a Closed Session for the purpose of discussing labor negotiations with the City's labor negotiator; re- convened at 7:00 p. m. for the regular pre-meeting. Public Hearings scheduled for May 16, 1989 for Consent Items on the Regular Meeting Agenda this date: 8a. Consideration of T. A. 89-003, a text amendment adding definitions for Administration Modification, Modification, Variance and Conditional Use permit to the Arcadia Municipal Code. 8b. Consideration of the Capital Improvement Program, 1989-90 through 1993-94. Scheduled for Thursday, May 18, 1989, at 6:00 p. m. ./ Staff reported that the City's agreement with the County for animal control services runs to 1992. This in reference to a request from "Actors and Others For Animals" that the City stipulate in the City's renewal contract with the County that Arcadia animals may not be sold or given away for medical research purposes. On March 16, 1989, the Planning Department received a letter from Harold Hedlund on behalf of McCaslin Properties inquiring about the zoning status of the Anoakia property. Files were searched. A summary of the action taken on the property is included in the April 6, 1989 staff report. In August of 1975 the Anoakia area, including the Anoakia property, lots west west of the Anoakia property and lots on Anoakia Lane, were annexed to the City with a zone classification of R-l 7,500 square feet as per Section 9232.6 of the Arcadia Municipal Code. The General Plan designation was single-family residential 0-2 dwelling units per acre. Following is a brief overview of subsequent zoning changes of the Anoakia area: March 1, 1977 the entire Anoakia area was rezoned (Z-76-3) from R-l 7,500 to R-O 30,000 by the City Council. On April 18, 1978, the City Council, acting on a petition submitted by 16 of 17 property owners in the area, on December 1, 1977 adopted Ordinance 1625, reclassifying the entire Anoakia area from R-O 30,000 to R-O 30,000 & D. -1- 5/2/89 PERSONNEL ./ DIRECTOR (Resignation) LOWER RANCHO (Min.Lot Size Request) o~€.. f'~ Alf'~ CLOSED SESSION ADJOURNMENT ATTEST: Alford, 31:0083 May 6, 1980, the City Council, acting on a request for a zone change filed by Mr. McCaslin in February of 1980 (Z-80-lh approved the zone change to R-O 22,000 & D,with the conditiionthat the applicant comply with all provisions contained in Resolution 4740 (outlining the archi- tectural overlay conditions for the Rancho Santa Anita Property Owners' Association) and that he agree to abide by all the decisions rendered thereunder. Ordinance 1708 rezoning the Anoakia property to R-O 22,000 & D was subsequently introduced at the June 17, 1980 City Council meetlng. City Attorney Liberto forwarded a copy of the Ordinance and Covenant to Mr. McCaslin on July 1, 1980. The Covenant was subsequently signed I on July 24, 1981 and returned to City Attorney Liberto for action. Thereafter other activity on the matter occurred with respect to City Attorney Liberto and the McCaslins (staff report April 6, 1989), how- ever, Ordinance 1708 was never adopted and the zoning on the subject property remains at R-O 30,000 & D. In the ensuing discussion this date, upon the recommendation of the City Attorney, Council determined to direct staff to place the matter on the May 16, 1989 agenda for the setting of a public hearing date; with the possible adoption of Ordinance No. 1708 after the public hearing. Councilmember Harbicht expressed his regret that Madalyn Martinez, Director of Personnel, is leaving the employ of the City. In reference to the report staff is preparing concerning the lot sizes in the Lower Rancho area, Councilmember Harbicht requested the report include the total number of lots in the area; the number of lots that are 30,000 square feet or more; the lots that are 40,000 square feet or more; the number of potential lot splits under the current zoning; and the number of potential lot splits possible under the increaseci zoning requested. Staff suggested the report contain au estimate " of potential lot splits in the area as opposed to the above. It was noted that because of the configuration of some of the 30,000 square foot lots, many could not be split. Moreover, if two,lots were acquired the potential for a cul-de-sac was there. Requested by the City Manager before the Regular Meeting this date. At 7:23 Council entered a CLOSED SESSION, RECONVENED and ADJOURNED sine die at 7:30 p. m. ~ I Chandler, Mayor j 5/2/89 -2-
