Presentation) ~ ~ M I NUT E S ARCADIA CITY COUNCIL and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING August 15, 1989 The City Council and the Arcadia Redevelopment Agency met in an ". Adjourned Regular Meeting at 6:30 p. m. in the Conference Room of the Council Chambers. ,PRESENT: ABSENT: Councilmembers Gilb, Harbicht, Lojeski, Young and Chandler None Mr. Tony Anthony and Ms. Jeannie Fields were in attendance to present their concept of the interior finishes for the Center. A color palette and complementing furnishings were displayed as well as various samples of materials and products. The carpeting was the first item examined by Council. Ms. Fields expounded on the various attributes of the patterned carpet, such as, it is a solution dyed product that will resist stains and not fade. The carpet is color coordinated through- out the building with solid color borders in certain areas. Samples of vertical blinds for window treatment were distributed as well as washable vinyl wall covering for the rest rooms and folding walls; floor tiles; porcelain tile, which will be applied on the interior of the building and continued on into the lobby area. Acrylic impregnated parquet flooring was shown for the dance area, banquet facility and meeting room .., which carries a 20 year guarantee, according to Ms. Fields. It was explained that parquet flooring was replacing the vinyl in the meeting room area which increased the cost by $20,000. Council expressed concern of the durability of the parquet and the high maintenance costs such as periodically resurfacing the parquet. Mr. Anthony noted that vinyl would not look well; parquet used in the large banquet room and the large meeting area is the proper look for a quality building. Ms. Fields commented that this parquet is a commercial product, not residential. Council questioned if the use of vertical blinds would properly darken the room to be used for movies and slide presentations. Ms. Fields suggested using a shade slat behind the vertical blinds to further darken the area. Mr. Anthony commented that the windows will be low trans- mission glass which, when used in conjunction with the vertical blinds, there will be no problem of light control for viewing the presentations. Samples were also shown of the laminated formica counter tops planned for the service and crafts rooms. Council inquired if the formica looked as good as Corian, which is a very durable product. The architect agreed that Corian is a suprior product '" it is also very expensive; it marks up; certain chemicals can ruin it; it can also burn and change color under some conditions. Much discussion ensued on the differences between the laminated formica and the Corian product. Mr. Anthony commented that if there is great concern of burning or otherwise damag- ~ng the counters, stainless steel or some type of chemical impregnated product such as that used in laboratories could be used. Council noted that the crafts room may contain a kiln for ceramics and copper enamel- ing and other uses. Usually a piece of marble or asbestos is kept beside the kiln to place hot things on. Staff commented that there are usually coverings for these hot materials ... and they would not be placed on Corian or the laminated formica counter top. 8/15/89 -1- AGENDA ITEMS AIR QUALITY MGE.PLAN 31:0167 Ms. Fields also displayed the carpet samples and the wall coverings with the comment that the interior decorating such as wall decorations, patterned carpet and such have not been finalized. They are simply presenting idea, and the direction in which the interior decorating/ design is moving. Also mentioned were 36" x 36" square folding tables for the card room; 66 inch table rounds for the banquet facilities '" which is somewhat larger than usual to accommodate the metal stacker arm chairs. The crafts room and meeting room tables will be 30" or 36" x 72" to serve also as head tables for the banquet facility. Wood arm stacker chairs are under consideration for the card roomS. Mr. Anthony noted that the majority of chairs will be metal stackers as they are less expensive than the wood. The plan for the furnishings for the Center, he explained, was a combination of in-I put from City staff and the Senior Citizens' group. The Seniors prese id a list to the designers of what they believed was necessary. The list, according to Mr. Langford, was refined during the design of the ,building and made more flexible by planning how tables and chairs, etc. work together in the card room and banquet space. Effort was made to coordinate all the input received from staff, Seniors and Ms. Fields. Mr. Anthony noted that the furnishings have not been finalized as yet but he guaranteed the furnishings will not be over budget .., which is at $278,000. The City Manager announced that the next step after this presentation tonight is to have Council approve the plans and specifications and authorize to go out for bid on the project at the September 5, 1989 meeting. Construction is expected to begin the end of November or the first of December, 1989 ... and the building to be opened by February of 1991. Mayor Chandler then expressed Council's apprecia- tion to the interior architectural designers for the presentation and at 6:45 p. m. ADJOURNED the meeting to 7:00 p. m. COUNCIL RECONVENED AT 7:00 p. m. THE MEETING WAS CALLED BACK TO ORDER BY MAYOR CHANDLER. On the Regular Meeting Agenda this date, the following Consent Items will be scheduled for public hearing on September 5, 1989. 6a. Appeal of Notice to Abate a Nuisance on property located at 631 Walnut Avenue. 6b. Request for a Variance from the Building Code under Ordinance No. 1885 in connection with security bars at Arcadia Coin Co., 147 North Santa Anita Avenue. Council inquired if Item 6b, could be affected by Item 7b., which will be a discussion regarding amending the security device regulations to exempt such devices which are located on: 1) building walls which face toward public alleys and, 2) rear and side building walls which face the rear and/or side walls of buildings on immediately adjacent commercially or industrially zoned property. The City Attorney explained the pro- cedure if Council decides to direct staff to initiate a text amendment, I however, only four businesses actually have the situation with bars on the back of the building. Staff does not recommend a test amendment . that only affects four buildings, moreover, the City Attorney noted the text amendment would not be effective for about 6 weeks. In the meantime, the request for a Variance from the Building Code submitted by the owner of the Arcadia Coin Company in connection with the pre- existing security bars (Item 6b.) could be adjudicated. The process of going through the Variance procedure would clear up all four properties. This alternative will be presented to Council at the Regular Meeting. It was noted that the fee for a Variance from the Building Code is $240 .., Council could also waive the fee. In reference to the communication received from Los Angeles County Supervisor Michael Antonovich regarding the Air Quality Management Plan, staff noted that previously the Supervisor had requested a less costiy alternative approach to the Plan and the Council had endorsed that. Three changes are outlined in the report. In the ensuing discussion of the request, Council determined to endorse Item No.1) "Independent Cost-Effectiveness Study", and Item No.2) "Regulation of Growth Measurement". It was the general consensus of the Council that Item No.3) "New Source Review" not be included in Council's endorsement. Staff was then directed to forward letters to the appropriate agencies stating the City Council's position on the matter. Councilmember Harbicht reported that he has received a request from a member of the "Mount Wilson Hang Gliders" group for a meeting to dis- cuss a possible landing site on Flood Control property. They are no longer allowed to land at Pasadena High School. They have approached the County for permission to land in the Flood Control District and ~ince that area is within the City of Arcadia, County has directed them to approach the City first before County will consider their ,request. As Councilmember Harbicht views this, he believes the purpose of the meeting is to listen to what they have to say; give them Council's reaction td some of Council's concerns, such as, liability protection. And possibly a hold harmless agreement should be discussed. Further, a specific area in which they can land, perhaps an acre within the Flood Control area should be determined. Council- member Young commented that she has observed them landing in Flood Control near her home. They then collapse and pack up their hang gliders and carry them out of Flood Control to Sycamore Road where they are picked up. The hang gliders usually hang glide on Saturday or Sunday afternoons. Councilmember Young noted also that they were landing in Victory Park in Pasadena but there were too many people using the park ... no one is usually in the Flood Control area. Council- member Harbicht will report back to Council on the matter. The City Manager requested a Closed Session before the Regular Meeting this date. Los Angeles County Supervisor Pete Schabarum has alerted Council that the Arcadia Mental Health Center is now funded through September 30, 1989. He is encouraging the cities to contact the Legislature for additional funding to keep up the level of services. Councilmember Gilb commented that Arcadia should keep after this also '" Council- member Young agreed. Council and staff discussed at length the situation at l440 San Carlos Road. At the July 25, 1989 Planning Commission meeting a public hear- ing was held on the matter. The builder had approval for a six foot wall and built a ten foot wall. Staff explained that it is ten feet measured on the adjoining property owner's side, but six feet on the builder's side. Trees and shrubbery were discussed at the Commission meeting as a means as softening the effects of the wall. Staff n~ed that the real concern of the adjoining property owner is the size of the 2-story house with windows that over look his property. The wall situation was created by a driveway adjacent to the wall... there were a multitude of problems with this situation. Staff also noted that the Code reads that the height requirement for a six foot wall is measured from the lowest grade ... so this wall is six feet on the builder's side and measures ten feet on the neighbor's side. If the house had been placed on the property in a reversed position, it would have resolved much of the problem. It was noted also that the new house is a "spec" house and is for sale for $1,395,000.
