OCTOBER 3, 1989
~he City Council and the Arcadia Redevelopment Agency met in an
Adjourned Regular Meeting at 7:00 p. m., Tuesday October 3, 1989
in the Conference Room of the Arcadia City Hall Council Chambers.

In response to the request of the Council of Mayors suggesting each
City send funds to aid the hurricane victims of Charleston, South
Carolina, Council considered the matter ... no action was taken on
behalf of the City.
The Planning Commission at its September 26 meeting voted to approve
C.U.P. 89-015, to construct and operate an Olive Garden Restaurant
containing 9,200 square feet at the Arcadia Gateway Centre (Gribble
Development/Southside Huntington). The restaurant was approved subject
to conditions. A resolution is prepared for adoption at the Commission's
October 10, 1989 meeting. In reference to this, Councilmember Lojeski
expressed his concerns of the parking situation ... one concession has
already been given to the developer and now they are asking for another
... also a restaurant that is a third larger than originally proposed.
Councilmember Lojeski questioned whether Council would also be willing
to make concessions to a future developer who may also ask for park-
ing concessions. Staff explained that under the conditions imposed
by the Planning Commission, the developer must keep 4,000 square feet
of the proposed office building to the south of the restaurant vacant
until the developer provides a parking study indicating that they have a
5% parking space vacancy within the area north of the office building
and retail building and/or within 200 feet of the restaurant pads.
Also before the 5% parking spaces can be used, the office building and
the retail building would have to each be 90% occupied. If these
requirements are not met then the City does not have to release the
4,000 square feet of vacant office space. Council noted that staff
would have to monitor the situation to determine if the 5% vacancy
rate is maintained. Staff commented that Council has received all
the information that had gone before the Planning Commission; the
resolution will be before the Commission for adoption October 10 and
will contain all the conditions after which Council may appeal if they
wish to do so. Councilmember Lojeski reported that although he will
not be in attendance at the October 17 Council meeting, he will appeal
C.U.P. 89-015.
On the Regular Meeting Agenda this date to be scheduled for public
hearing:
9a. Consideration of revisions to the Planning and Building Division
fees. To be set for public hearing on October 17, 1989.
9b. Consideration of adoption of BuiLding Regulations to mitigate
earthquake hazards in existing buildings. To be set for
November 7, 1989.
Also Item ge. on the regular agenda "Recommendation to approve
contract for Police Department communications repeater system",
to be approved subject to review and changes by the City Attorney.

The City Manager announced that Ken Petty has been appointed to
replace Marc Mueller as Recreation Supervisor and had assumed the
position October 2, 1989.
The City Manager reminded Council of their meeting with State
Newton Russell scheduled for Monday, October 16 at 7:30 a. m.
topics for discussion have not been compiled as yet.

The City Council of Diamond Bar has unanimously passed a resolution
beginning the process to bring a new University of California to their
City by the year 2005. They request the City of Arcadia's expression
of support in this effort. At Council's direction, a resolution will
be placed on the October 17th Agenda for Council approval. I

Staff reported that the Commercial Rental List is produced by the
Redevelopment Department every year, generally in August. Staff
provides the list as a service to developers and realtors who are
seeking office space in the City. The list also provides the Redevelop-
ment Department with comparable rental rates and is useful for neogita-
tion purposes.
At 7:17 p. m. Council entered a CLOSED SESSION, RECONVENED and
ADJOURNED sine die at 7:30 p. m.
