REGULAR MEETING
JANUARY 6, 1981
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in a regular session at 7:30 p.m. January 6, 1981 in the
Arcadia City Hall Council Chamber.

Staff advised that a request had been received from David Mi for a
variance from the Building Code driveway ramp regulations for a pro-
posed residential condominium project at 509 W. Duarte Road. The Pub-
lic Works and Planning Departments have reviewed the request and it is
consistent with the driveway ramp design which has been approved in re-
. / cent variance applications. In response to an inquiry by Councilman
DI V Haltom staff advised that sump pumps will have to be present to take
out the water in heavy rains. The developer's engineer is required to
submit a 'grading and drainage plan and if satisfactory it is approved ...
this would provide for pump drainage or some other positive means of
handling drainage rather than dumping it in a concentrated manner onto
adjoining property. Council was advised that a text revision in the
building code will probably be adopted in May.
Mayor Pellegrino declared the hearing open and Sam Ferrara, owner of a
condominium at 503 W. Duarte Road, spoke in opposition to the proposed
block wall to be constructed on the west side of his property. He has
a brick fence with hardwood running the length of his property. He felt
the proposed block wall would downgrade his 'property. Staff advised that
the hearing on the tentative tract map of 509 W. Duarte Road would be
before Council at the January 20 meeting at which time the matter of the
fence should be properly considered. During this consideration, Mr. Mi,
the architect for 509 W. Duarte Road, explained what he intends to do.
It was suggested that Mr. Ferrara and Mr. Mi confer during the interim
before the public hearing on the tract map.
No one else desiring to be heard the hearing was CLOSED on MOTION by
Councilman Gilb, seconded by Councilman Saelid and carried unanimously.
It was further MOVED by Councilman Gilb, seconded by Councilman Haltom
and carried on roll call vote as follows that the variance request for
a driveway ramp be APPROVED.

Planning Commission recommendation concerning the tentative map of Tract
No. 41251 for a 16 unit residential condominium at 841 - 849 Fairview
Avenue. Conditions of approval were set forth in the report dated Janu-
ary 6, 1981. This project is consistent with the General Plan and the
Zoning Ordinance.

Mayor Pellegrino declared the hearing open and no one desiring to be
heard the hearing was CLOSED on MOTION by Councilman Saelid, seconded
by Councilman Gilb and carried unanimously. It was MOVED by Councilman
Haltom, seconded by Councilman Cilb and carried on roll call vote as
follows that the Negative Declaration be approved and filed; that the
project will not have a significant effect on the environment; that the
tract is consistent with the General Plan; that the waste discharge from
the tract would not result in a violation of the existing requirements
set forth in the Water Code and that the Director of Public Works be
authorized to approve the subdivision agreement for said tract.

Councilman Gilb commended the developer of the above project Sam J.
Falzone, on the design of the proposed condominium - that he has done
an outstanding job on all of his condominiums. Councilman Haltom com-
mented that the project was accomplished without one modification which
he said is rare for such projects.
Council then recessed in order to act as the

final map is recorded all outstanding conditions of approval be complied

GRANTED a six month time extension for the tentative map of this tract
for a 10 unit residential condominium at 409 Genoa Street. It was noted
that this will be the last extension permitted under the State Subdivision
Map Act.
ACCEPTED work performed by Larsen and Leaverenz, Inc., in the paving of
the Library and Eisenhower Park parking lots. Final payment authorized
pursuant to the terms of the contract.
AUTHORIZED the renewal for three years of the Cost Service Contract
Agreement with the State for personnel testing services. The current
contract expires December 31, 1980. (NOTE RESOLUTION NO. 4930 ADOPTED
LATER IN THIS MEETING.)

The Director of Personnel recommended hourly pay adjustments for part-
time classifications as of January 11, 1981 that would remain in effect
for the 1981 calendar year. He noted that effective January 1, 1981 the
minimum wage increases to $3.35 per hour and in order to remain competi-
tive with other employers and be able to attract competent part-time help
the City needs to pay at the minimum wage level for those positions requir-
ing minimal experience.
During this consideration the Recreation Director and the Police Chief
responded to questions and submitted justification for the recommended
hourly increases. The Personnel Director also responded to questions
propounded by Councilman Dring concerning some of the increases. It was
MOVED by Councilman Gilb, seconded by Councilman Haltom and carried on
roll call vote as follows that the recommendation of the part-time adjust-
ments be APPROVED. (NOTE RESOLUTION NO. 4931 ADOPTED LATER IN THIS MEET-
ING) .

The Personnel Director explained that the position of Radio Technician
became vacant last September and since that time the work has been per-'
formed by a Police Reservist who has a full time position elsewhere; the
inability to find qualified applicants and in order to do so it was rec-
commended that the salary be increased to attract those with the necessary
skills; also that the title be changed to Communications Technician to aid
in the recruitment process and better describe the position.
Councilman Saelid commented in part that the City does not have anyone
within its staff who is capable of repairing or supervising the mainten-
ance of the computer controlled traffic signals; that he would like to
think that in the future and possibly within the recommended salary range
it would be possible to find someone with the combination of skills to
cover both aspects .. that of radio technician and computer equipment re-
pair.
It was MOVED by Councilman Saelid, seconded by Councilman Haltom and
carried on roll call vote as follows that the title of Radio Technician
be changed to Communications Technician and that the salary range be in-
creased by 13.7% effective January 11, 1981 - $1,469 to $2,031.

Request from U. S. Sign & Lighting Company on behalf of Von's Market for
permission to display a banner 4' x 50' for approximately 60 days on,the
south side of the building at 133 E. Foothill Boulevard. It will advertise
VOn's anniversary. Staff advised that the Code states that such signs shall
not exceed 32 sq. ft.
It was MOVED by Councilman Dring, seconded by Councilman Haltom and carried
on roll call vote as follows that permission be GRANTED for a period of 60
days and that the sign comply with the Code requirement; i. e. it shall not
exceed 32 sq. ft.

COuncil received the report and recommendation for the purchase of one
Ifospeed Print Finisher/Dryer for use by the Police Department Laboratory.
Quotations were submitted to three vendors with two responses. The Po-
lice Chief explained the need for this equipment and it was MOVED by Coun-
cilman Saelid, seconded by Councilman Gilb and carried on roll call vote
as follows that the equipment be purchased from Lee Mac's Camera Exchange
for a total of $1,828.50. Funds are in the Revenue Sharing Account
FY 1980-81.

COuncil received the report and recommendation concerning the 110 ton
capacity Carrier centrifugal air conditioner that provides refrigeration
to the Police Department and City Hall - there is a control damper fail-
u r e, the extent of which cannot be evaluated until the equipment is torn
down for inspection. This is now being done and it is proposed that the
existing control unit which is electro-mechanical be changed out to a
modular control which will provide more dependable and efficient opera-
tion. (See report dated January 6). 4
It was MOVED by Councilman Saelid, seconded by Councilman Dring and
carried on roll call vote as follows that $15,000 be appropriated from
Capital Outlay Fund to pay the cost as well as provide for minor contin-
gencies and that staff be authorized to proceed with the necessary repairs.

CONTRACT AGREEMENT WITH THE CALIFORNIA STATE PERSONNEL BOARD."

Would like a study of the pollution of lighting in the City parks and on
the light fixtures; a cost analysis of what it would cost to make the
change, cost analysis of the energy use under the old system plus the
energy to be used under a new lighting system - taking into consideration
the City Code for lighting and maintain this code in the new lighting
standards. This to be a joint effort of the Recreation and Public Works
Departments. This was made in the form of a MOTION by Councilman Haltom,
seconded by Councilman Gilb and carried on roll call vote as follows:

Commented again on the winning performance of the Arcadia High School
Band and reminded all of the forthcoming Spaghetti dinner on January 17.
Reggie Mason from Arcadia's Sister City Newcastle, Australia, spoke of
his trip this year and hoped to see members of the Sister City Commission
in Newcastle during the coming year. He spoke of the work done on behalf
of the Sister City Commission by Councilman Saelid and Councilman Gilb who
is well known in Newcastle. He told of a link up now between Newcastle
and Ube Japan, about 100 miles south of Tokyo. Council extended a warm
welcome to Mr. Mason and sent regards to Newcastle.
Council entered a Closed Session at 9:00 p.m. Reconvened at 9:30 p.m.
and took the following action concerning assistance to the City Attorney
in Code enforcement.
It was MOVED by Councilman Saelid, seconded by Councilman Gilb and carried
on roll call vote as follows that the City Attorney take a more aggressive
posture with regard to Code Enforcement; that the firm of Richards, Watson,
Dreyfuss & Gershon, Attorneys At Law, be retained pursuant to the terms set
forth in their communication dated December 30, 1980, and that the City
Council be brought up to date at every meeting as to the extent of outside
reSources being utilized and the cost of those services.
