HomeMy WebLinkAboutAPRIL 13,1981 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK I ROLL CALL SANITATION DISTRICT I PATROL WAGONS j REPORT CALIFORNIA STREET TO REMAIN CLOSED WATER RATES I I 25 :0260 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING APRIL 13, 1981 The City Council and the Arcadia Redevelopment Agency met in an adjour- ned session on April 13, 1981 at 7 p.m. in the Arcadia City Hall Confer- ence Room. PRESENT: ABSENT : Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None Staff submitted a communication from Azusa concerning the proposed fees and service charges being considered by the Los Angeles County Sanitation District. The City Council of Azusa went on record as op- posing the imposition of such fees without a vote of the people. Councilman Saelid said in part that he felt the people would support the imposition without a vote and it was MOVED by Councilman Gilb, seconded by Councilman Saelid and carried on roll call vote as follows that the District proposal be supported. AYES NOES Councilmen Gilb, Haltom, Saelid Councilmen Dring, Pellegrino Council received statistics covering the operation of the Police Patrol Wagons since the program began (November 1980). It was noted therein that there is a fuel savings and more officers are available for cases. In order to act on the following matter the prOV1S1ons of the Procedural Ordinance were waived on MOTION by Councilman Gilb, seconded by Council- man Saelid and carried unanimously. On MOTION by Councilman Gilb, seconded by Councilman Dring and carried on roll call vote as follows the request of the Superintendent of Schools that California Street remain closed until the end of the present school year was APPROVED. AYES NOES ABSENT: Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None None The Water Manager reported on proposed water rate increases and explain- ed Plans A and B (report on file). A revised report will be prepared based on changes. Considerable discussion ensued on capital projects as reflected in tte Five-Year Capital Program. The items were explored in detail and the source of funds were indicated as follows: Page 4 Fire Hydrant and 8" line for the Arcadia Lumber Yard - St. Joseph east of Santa Anita $12,000 Ge nera 1 Fund or Revenue Sharing Replace 4" wa ter line with 12" - Flower from La Porte to First Avenue $65,000 ( $25,000 General Fund ( or Revenue Sharing ( $40,000 Water Fund -1- 4-13-81 25:0261 Connect St. Joseph Well discharge p~p~ng into Reseroir No. 2 and outlet piping from Reservoir No. 2 to Boosters B & C to allow either reser- voirs to be drained and cleaned while keeping well and booster pumps in operation. $40,000 CANCELLED Replace 4" and 6" water lines with 8" line, fire hydrants and service lateral stub-ins Phase I Oakwood from Orange Grove to Foot- hill. $90,000 Water Fund Page 5 Unscheduled main and hydrant replacement to upgrade single to standard various locations $50,000 Wa ter Fund I $10,000 Genera 1 Fund or Revenue Sha ring $10,000 Genera 1 Fund or Revenue Sha ring Water repair and replacement - various loca- tions. This is currently under study pursuant to recommendations of Planning Commission. During this deliberation it was MOVED by Council- man Saelid, seconded by Councilman Haltom and carried unanimously that staff prepare a Text Amendment for the Planning Commission to allow of- fice uses in the M-l zone with a Conditional Use Permit.
