HomeMy WebLinkAboutAPRIL 15,1981 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK 1 ROLL CALL AUCTION SIGN APPROVED (Bekins) GENERAL PLAN Land Use I", AMENDMENT 25:0262 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING APRIL 15,' 1981 The City Council of the City of Arcadia and the Arcadia Redevelopment Agency met in an adjourned regular session at 7 p.m. April 15, 1981 in the City Hall Conference Room. PRESENT: ABSENT : Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None Request of Bekins Moving and Storage Company for permission to display two 4' x 8' signs to publicize its auction to be held May 19. The signs would be forty feet high on the five story building at 35 W. Huntington Drive. It would be displayed for twenty days and removed May 20. It was MOVED by Councilman Gilb, seconded by Mayor Pellegrino and carried on roll call vote as follows that the request be APPROVED. AYES NOES ABSENT: Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None None Planning Commission Resolution 1157 recommending certain amendments to the General Plan establishing a Planned Development Area-l Land Use De- signation and changing the General Plan Map designations from Commercial and Industrial to Planned Development Area-l for the properties bounded on the north by the 210 Freeway, on the south by the AT&SF Railroad, on the east by Fifth Avenue and on the west by Second Avenue. In order to provide specific development standards, encourage architec- tural and spatial compatibility of structures and uses it was determined that the most viable solution was to propose a new General Plan Designa- tion "Planned Development Area"... the objective of this designation would establish areas which would provide the greatest flexibility for development, encourage consolidation of land for large scale projects and set forth policies and procedures for implementation. Objectives and policy sections were reviewed. It was MOVED by Councilman Saelid, seconded by Councilman Gilb and carried on roll call vote as follows that the City Attorney be directed to prepare a resolution for adoption of the General Plan Amendment con- sistent with what the Planning Commission recommended which includes resi- dential usage with the Eighth Policy to read as originally presented by the Planning Department.... "Residential uses shall be limited to that which is an integral part of a commercial and/or industrial' development". AYES NOES ABSENT: Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None None Planning Commission Resolution 1158 recommending approval of Text Amend- ment 81-1 adding a Commercial Planned Development-l Division to the Code and amending the Conditional Uses Division of the Code. This would allow for a greater range of uses and establish development regulations govern- ing such uses for the area bounded by the 210 Freeway on the north, the AT&SF Railroad on the south, Fifth Avenue on the east and Second Avenue on the west. The Commercial Planned Development-l Division would set forth regulations governing 1) the uses permitted and uses permitted by Condi- tional Use Permit, 2) development standards, 3) sign regulations, 4) ar- chitectural considerations and 5) plan review procedure. -1- 4-15-81 ARA ROLL CALL ADJOURNMENT CLOSED SESSION and I ADJOURNMENT 25:0263 Council reviewed the report in full and some of the uses were deleted, however, all will be contained in an Ordinance to be reviewed again by Council at which time additional changes may be made. It was the con- sensus that 22,000 sq. ft. would be the minimum parcel area and the building height for the entire area to be 40 feet in height or three stories. It was MOVED by Councilman Saelid, seconded by Councilman Dring and carried on roll call vote as follows that the City Attorney prepare the ordinance incorporating the thinking of the Council as expressed at this meeting. A~S NOES ABSENT: Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None None Council recessed in order to consider the following Redevelopment matter. 1 ARCADIA REDEVELOPMENT AGENCY PRESENT: ABSENT : Members Dring, Gilb, Haltom, Saelid, Pellegrino None Consideration of certain amendments to the redevelopment plan of the Arcadia Redevelopment Agency establishing a Planned Development Area land use designation and changing the redevelopment plan map designa- tions from Commercial and Industrial to Planned Development Area for the properties bounded on the north by the 210 Freeway, on the south by the AT&SF Railroad, on the east by Fifth Avenue and on the west by Second Avenue. Section 405 - an insertion to be made to include limit- ed residential uses ... this would then be consistent with the General Plan ... Motel to be deleted in the same section. It was MOVED by Member Gilb, seconded by Member Saelid and carried on roll call vote as follows that staff prepare an ordinance as outlined under Section 405 with the changes as indicated.
